Corrupt officials over 55 years to be shown doors ?
Corrupt Government officials, specially those who are above 55 years of age, are to be shown the doors in near future. The GoI is reportedly preparing a list of such officers .

Inquiry agencies too are being watched !

Beware, Inquiry agencies too are being watched these days so that they may not be able to misuse their position. Say for example Bank officials are under watch of IT personnel and they are said to be under the watch of CBI and so on. And some one is also watching CBI from the PMO.

For this step what reasons would he assign!!

Meeting to select CBI Chief today ?

Top level meeting to select new CBI Chief is expected to be held on Monday. If sources are to be believed, new Chief is likely to be selected from amongst four IPS officers namely- Krishna Chaudhary (1979 batch), Archana Ramsundaram,( 1980 batch), R K Dutta (1981 batch) and Meeran Borwankar (1981 batch ). Still one can only wait and watch.

Anoop Mishra to get extension ?

Secretary General of the Lok Sabha, Anoop Mishra is all set to get extension for one year on December 1. He is former 1978 batch IAS officer of UP cadre.

Nutan Guha Biswas to be new Chief Secretary of Delhi ?

Ms Nutan Guha Biswas is likely to be new Chief Secretary of Delhi Government. 1983 batch IAS officer Ms Biswas is presently on deputation to GoI. Delhi Chief Secretary K K Sharma has been appointed Secretary Higher Education in the Government of India.

Secretaries reshuffle : UP cadre get 4 posts

In the Secretaries reshuffle in GoI, UP cadre IAS officers grabbed maximum four posts. They are - Anil Swarup, P K Jha, Rajiv Kapoor and Sushil Kumar. They are from different batches.

3 HP cadre IAS officers appointed Secretaries
After UP cadre, three HP cadre IAS officers have been appointed at the Secretary level posts. They are - Asha Ram Sihag, Bharti S Sihag and Upma Chaudhary. All three belong to 1983 batch.

DG of CISF O P Singh has been conferred Governance Award 2016 in Delhi in Exceptional Contribution category for successfully leading the disaster relief operations during unprecedented floods in J & K , Chennai and Nepal earthquake and revamping security apparatus of major airports in the country. The name of Gunadhar Pandey, Director Technical, Northern Coalfields Limited (NCL), is whispered to have been forwarded for the post of Chairman-cum-Managing Director, Bharat Coking Coal Limited (BCCL) after the PESB selected panel of B K Mishra was not considered by the Coal Ministry. The Appointments Committee of Cabinet (ACC) is yet to take decision on the fate of both B K Mishra and second reserved candidate Gunadhar Pandey for the same post. Gopal Singh, CMD, CCL, is presently holding an additional charge of CMD, BCCL.

All that glitters in not Gold - cleaning INDIA

Government should come up with the revised Policy for Gold as individuals have invested above one lakh crore only in purchasing gold (from 500/1000) price ranging from Thirty five to Fifty five lack per kilogram.
If a civil - political person has to declare the Gold & Land assets, than every PAN holder MUST also compile its assets information specially the Gold every year in the ITR. Cutting the corners the Government should restrict only Indian Trade Marked Gold will be treated as the yellow metal which can be kept in lockers & other than that (Swiss TM etc.) has no value in this country. Take it out & sell outside county if you have the guts. Let's see once more huge gatherings at the Gold trader shops for exchange or devaluation.

Relaxing some conditions

There has been wholehearted support from the people to the demonetisation, and most people have welcomed it. However one has to ensure, that the patience of the people do not wear out, especially since the opposition and most media are out to thwart it and instigate them.
So , while monitoring the situation, government may for the time being consider relaxing some conditions, on a small scale to start with, so that some respite is there for low wage people, in a limited way, for limited period. Subsequently some income tax reduction could be considered at the lower end of income spectrum. This would substantially go to reward the people for their patience, and they will continue to support the govt wholeheartedly, in whatever policy decisions are taken subsequently.

Majority needs to be educated about plastic money

While majority of Indians specially the poor, the honest and the young are hailing Prime Minister's move to demonetise Rs. 500 and Rs 1000 notes, the stories of suffering one is coming across is heart-rending. A large section of citizens do not have bank accounts and so no source to get new notes now when the window for exchange is closed. Small establishments and manufacturing units are not hiring workers for want of cash. Migrant labour has packed up their bags and moving back to their homes as they are not being paid adding to the number of the unemployed in this country. If the move was intended, besides the fight against corruption and black-money, to make the country a cashless society it is premature to do so as barring the youth, crores of Indians being not literates are yet not ready to use plastic money or the other modes of payment. Even the literate elderly are fumbling with such efforts. One hopes that once the new currency comes into the market in adequate number and cash transactions are normalised the current pain of demonetisation will end for the common man and they will see better days and a better society

Smart Cities amidst ghettoes?

Where have all the Smart Cities of India gone? Jaipur, Mysore, Bangalore and many other such cities have lost their true identity of genuinely smart cities, Delhi is going to develop a smart city and DDA (Delhi Development Authority) is going to be restructured on the basis of a report prepared by the National Productivity Council. It sounds like buying second hand machinery for manufacturing latest version of mobile phones in the country. Most of DDA flats look like ghettoes, ugly looking and shaking structurally. Delhi in 1970 and 1980 developed some of the most inspiring colonies, aesthetically constructed by land owners. Many of them have lost that ambience due to ugly structures surrounding them- DDA flats, roads, bridges, flyovers etc. The national investment in that development has gone waste. Delhi is growing on all sides unregulated. Nobody seems to have any dream of the kind of Delhi to be developed. Nobody dreams of how Delhi should look like after 50 years. Delhi needs to think beyond DDA. DDA is just incapable of dreaming that big. What is disheartening is that even in 2016 end we are thinking only of "restructuring" DDA instead of completely replacing such inefficient structures and doing it on the basis of a report of the NPC, which is not known to be the best town & country planning body. Delhi should be the best model for preserving existing smart cities and developing new ones.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
