has it that the Government is going to announce another Voluntary Disclosure
Scheme to unearth black money'.

Benami property holders to be jailed ?
Grapevine has it that Benami property holders will be asked to leave
their property or be prepared to go to jail.
What's the real target ?
The way it is being done, the real target of demonetization appears
to be imposing a cashless system forcibly. That is why the 50 days period
has been imposed restricting cash withdrawals and the lack of matching
cash replacement. Strategy seems to be not to replace the cash in new
currency for 50 days --so that people forcibly adopt to cashless system.

The Government of India is yet to find the successor of H K D Choudhary
as Managing Director, Biecco Lawrie Limited (BLL) retiring in December,
2016. However, The Public Enterprises Selection Board (PESB) had held
interviews for the post on August 4, 2016, but it did not find a suitable
candidate for the same.

The State Trading Corporation of India Limited (STCIL) has no Director

six months.

NBCC Celebrated its 56th Foundation Day(UPDATED)
NBCC celebrated its 56 th Foundation Day on November 16, 2015 in New
Delhi. The evening was graced by Dr. Anoop Kumar Mittal, CMD, NBCC;
D.S. Mishra, AS (UD); Directors of NBCC and other distinguished guests.
Addressing the Guests and the Employees of the Company on the occasion,
Dr. Mittal dwelt at length upon various achievements and business performance

convicted (UPDATED)
The Special Judge for CBI cases, Bangalore, has convicted V P Shamsuddin,
then Joint Commissioner of Income Tax (Appeals-II), Bangalore and sentenced
him to undergo three years Rigorous Imprisonment with fine of Rs.3,00,000
on the charges of entering into a criminal conspiracy with others in
the matter of passing two consolidated favourable appellate orders in
favour of two persons.

"Respect doctrine of separation of power"
Face-off between Judiciary and the Executive is snowballing into confrontation.
The situation must not be allowed to deteriorate further. It is having
adverse impact down the line from top to subordinate judiciary. While
the Judiciary must ensure transparency in judges appointment;the Executive
must respect independence of Judiciary. Let both pillars of democracy
respect doctrine of separation of power. Mutual trust will restore public
confidence in Judicial impartiality. GoI is the largest litigant in
the country. Eminent lawyers could exercise sobering influence to restore
harmony in their relationship. Failing this, the litigants and the bar
would continue to suffer as the number of pending court cases is swelling
exponentially.

Towards a less cash society
Moving systematically towards a less cash society as visualized by Prime
Minister Narendra Modi, the Minister of Steel Chowdhary Birendra Singh
had a detailed meeting with the officials of Steel Ministry. It has
been decided to have time bound approach for effective and sustainable
shift to less cash society. The line of action worked out is all the
Steel Manufactures both in Private and Public Sector to cross cheque
that all their transactions are e-payment. This has to be completed
in shortest time. The next is to focus on colonies that the Steel manufacturers
both in Private and Public sector. Special camps will be held for both
regular and contract employees to expose and educate them. All permanent
shops to shift to POS machine as each adult member can have account
and RuPay debit card whereas there may be just a single mobile phone
is a family. The smaller transactions will be by mobile payments. The
Steel owner through CSR to invest to give internet connection in case
it is not there. There will be repeat camps to educate till the colony
becomes less cash society.
Similar exercise will be taken in 150 villages adopted by NMDC, Steel
Manufactures both private and public and these villages will be made
cashless. The Ministry will regularly monitor the same. It will be done
along with banks/post office and even cooperative banks in case they
are in core banking platform located in that service area.
In a fixed timeline, the villages and all iron ore and steel PSU and
private sector campus would be less cash areas.

Open loot by DTC
The open loot by the DTC in the name of toll tax is going on. The people
are innocent and pay them for their chai pani and cigarette. It is unfair
to ask toll extra whereas supreme court has also abolished this tax.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
