POLITICS

This is History (441)
Without trying to produce these conditions, tried to copy the superstructure, with the result that burden of these changes fell on the masses and actually strengthened serfdom and the Tsar's autocracy.

New Voluntary Disclosure Scheme

Benami property holders to be jailed ?

Grapevine has it that Benami property holders will be asked to leave their property or be prepared to go to jail.

What's the real target ?
The way it is being done, the real target of demonetization appears to be imposing a cashless system forcibly. That is why the 50 days period has been imposed restricting cash withdrawals and the lack of matching cash replacement. Strategy seems to be not to replace the cash in new currency for 50 days --so that people forcibly adopt to cashless system.

Achche Dinn....
After a light lunch I decide to get my Feet massaged and Shoes Polished ...from my regular Shoeshine. As he works on my feet prior to polishing my Shoes we get talking ...as usual.
Me: Any effect of the Bandh call in Connaught Place...
Shoe Shine: 0 .... arre jinn ki siyaasast ki dukaan bandh honne ki kagaar pe hai ...they want to shut down India...
M: Ek time their siyaasat shops shut down ..... automatically for them Bharat bandh ho jaye ga!! How's you work...
SS: Sahab taqleef toh hai parr yeh Notebandhi mein Desh ka bhalaa hai!!
M: That small time AAP Leader who hangs around this area ...what does he say. ...
SS: Arre Sahab .....Breaking News sunni nahi aap ne ...he's joined BJP....the other day he got into a spat with some Tourists ....soon the locals joined in...hill gaya seeing the hatred for AAP...!!!!
M: What do the Auto guys say ....
SS: Sabh taqleef mein hai ....but majority are pro the Notebandhi....the other day one Scooterwallah had a cash emergency ...all the Scooterwallahs chipped in ...even I chipped in ...Desh baddal raha hai....
M: Jabh Desh Bhakti ka jazbaa jaagtha hai toh harr Bhartiya ka dardh apna lagtha hai....
SS: Sahab Hafta Waale bhi insaaniyat dikha rahe hai...kamaal ho raha hai!!
M: Abh you will take 100 from me ..70 for foot massage and 30 for polish ..SBI Buddy jaisa kuch karwaa le!!!
SS: Sahab karwaa liya hai ....Mobile waala kheesa ...see the front of my Dabba (box)... City mein toh it's easy ...but if Modi wants India to go Cashless what will happen in rural India..
M: Modi wants the City dwellers to reduce using Cash .....especially those who buy 20000 ki Jean...15000 T Shirt ...22000 ka joota and 3 lacs ki watch......he wants these people to start paying via cards!!!! For Rural India he has other plans … to simplify dealings…. curtail the dependence on Moneylenders and Artiyas!!
SS: Sahab the Zamidaar of my Village who owns hundreds of acres directly and indirectly and who lives in the City with his family…. he gets the same benefits as a small Farmer!!! This Zamidaar is no Farmer…. he's like a City Landlord who rents out his Property…only at a very large scale!!
M: Yes its grossly unfair…. benefitting unfairly…
SS: And he claims he is from the Backward Class and gets all the benefits…
M: There is a lot of unfairness that needs correction…..and just one Modi…..
SS: Kuch bhi bollo he's the only hope for us….
M: But see the Opposition he faces when he takes a step which is good for Indians and India…. bawaal!!!
SS: Sahab Public hai yeh sabh jaanthi hai ….Public sees the resistance by these Political Parties …. someone just came from my Village the other day and he says…. the local Leader....Opposition se.... tried to incite Villagers by saying that Modi is getting their money deposited in Banks and these Banks will fund the Rich….
M: How did the Villagers respond…
SS: One Villager who works in a Mumbai Bank and was on a holiday responded that in the City people say in the old days Orders came to the Banks from Delhi to fund the Rich …..but now the Bank waalahs are saying no such orders come!!! Villagers then shooed the Neta away...
M: Yes the Opposition tries to blame Modi for what all they did!!!
SS: Sahab itna gandh ikhatta ho gaya hai ...will Modi be able to clean up all this gandh..
M: Like when he did Notebandhi they said ..... this will not eradicate Black Money ....but he's denting it...let me give you an example .... I have seen you maaro jhadoo to clean up the dirt where you set up shop...but you know this area will get dirty again by evening ..but still you clean up every morning. .
SS: Since the advent of Swach Bharat abh gandh bhi kumm padtha hai .....I do my bit ...
M: That's it ....keep at it ...one day it'll all going to come together ... Achche Dinn.

"Respect doctrine of separation of power"
Face-off between Judiciary and the Executive is snowballing into confrontation. The situation must not be allowed to deteriorate further. It is having adverse impact down the line from top to subordinate judiciary. While the Judiciary must ensure transparency in judges appointment;the Executive must respect independence of Judiciary. Let both pillars of democracy respect doctrine of separation of power. Mutual trust will restore public confidence in Judicial impartiality. GoI is the largest litigant in the country. Eminent lawyers could exercise sobering influence to restore harmony in their relationship. Failing this, the litigants and the bar would continue to suffer as the number of pending court cases is swelling exponentially.

Towards a less cash society

Moving systematically towards a less cash society as visualized by Prime Minister Narendra Modi, the Minister of Steel Chowdhary Birendra Singh had a detailed meeting with the officials of Steel Ministry. It has been decided to have time bound approach for effective and sustainable shift to less cash society. The line of action worked out is all the Steel Manufactures both in Private and Public Sector to cross cheque that all their transactions are e-payment. This has to be completed in shortest time. The next is to focus on colonies that the Steel manufacturers both in Private and Public sector. Special camps will be held for both regular and contract employees to expose and educate them. All permanent shops to shift to POS machine as each adult member can have account and RuPay debit card whereas there may be just a single mobile phone is a family. The smaller transactions will be by mobile payments. The Steel owner through CSR to invest to give internet connection in case it is not there. There will be repeat camps to educate till the colony becomes less cash society.
Similar exercise will be taken in 150 villages adopted by NMDC, Steel Manufactures both private and public and these villages will be made cashless. The Ministry will regularly monitor the same. It will be done along with banks/post office and even cooperative banks in case they are in core banking platform located in that service area.
In a fixed timeline, the villages and all iron ore and steel PSU and private sector campus would be less cash areas.

Open loot by DTC

The open loot by the DTC in the name of toll tax is going on. The people are innocent and pay them for their chai pani and cigarette. It is unfair to ask toll extra whereas supreme court has also abolished this tax. Who is there to see ?

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
