Karnal Singh is all set to be regular Director of the Enforcement Directorate this month only. 1984 batch IPS officer of UT cadre Karnal Singh is being promoted to the rank of Additional Secretary in the Government of India. The Government is very happy with the performance of Singh. This is necessaited following the Directive of the Supreme Court of India to appoint a 'Regular head" of the ED.

Solution for bad law and order !


The law and order situation in the states is often very bad. What is the solution? I think a composite index of crime, with different weights for different kinds of crime perpetrated with built in factors like investigations completed, number of convictions secured etc may be developed. Once the same is developed, there could be a limit fixed to the index. If the index goes above that level in a police station area, the SHO should be barred from a posting as SHO for a year. If the index for a Circle goes above that limit, the Circle Officer should be barred from posting in a Circle for one year. If that happens for a District, let the Senior SP be thus barred. If the same happens to a Range, let the DIG be so barred. If to a Zone, let the IG be so barred. If to the whole state, let the DGP be so debarred. Put this provision in the law. It might work.

Surgical strike in Pakistan was a daring act


The mid night surgical strike on terrorist camps in Pakistan was a daring act. With strong political will, strategic planning and perfect implementation at ground level by the Indian Army, the strike was a success. Hats off to the Indian Army and the Hon'ble Prime Minister. The Nation is proud of our courageous Prime Minister. Our hearts swell with pride for the Indian Army. The Government and Army spokesperson were restrained and dignified during the Press Conference. The people of Uttarakhand are proud of Shri Ajit Doval, NSA for his contribution. The grief and Pain of the families of the 19 brave soldiers who gave up their lives in the Uri attack will hopefully now find some solace.

He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future.

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
