In my neighborhood there is this ex Minister and sometimes we bump into each other in the Park, where we take our Dogs for a walk. Today I bump into him and he looks really worried and hassled.
Me: All Okay!!!
Ex Minister: Khaak okay….. Modi's decision has really created problems!!! I don't understand why did he not take advice from someone like Manmohan Singh…. or even Raghuram!! Two time PM , FM, RBI Guv who did his Economics from Cambridge…knows more about Economics than BJP put together!!
M: So you feel Manmohan Singh is an expert....don't forget it was under this Qualified and Experienced Economist that our GDP fell from 8.4 in 2004 to 4.8 in 2014….. and how do you know Modi did not take advice from experts…..and this is my personal opinion…. if Modi had taken advice from Manmohan Singh it would no longer have been a secret!!

M: It's not him …. it is Sonia… she would have come to know about Manmohan Singh meeting Modi… and then it would have been Baby's Play for her to get to know the agenda of the meeting!!!

EM: How can you say this…. in the Maharashtra it was a vote against Demonetization ….add up the Seats won by Congress + NCP + Shiv Sena…. don't forget Sena is against Demonetization!!!
M: How very funny….. BJP and Sena fought the election as Alliance Partners…. there were seat adjustments …. and viewing the fact that BJP made maximum gains ….. be it seats this time and jump in seats from previous election… I am sure if BJP contested all the Seats it would have won all the seats the Alliance won on its own!!
EM: But this is for sure Modi let BJP Leaders know about the Demonetization… otherwise how do you explain BJP in Bengal depositing a Crore Rupees just before Modi's speech!!
M: One …the money has come into the Banking Channels ….. BJP is accountable for the deposit….but I ask you a question… even if BJP deposited this money post the Demonetization would it have made a difference….. if it was White …be it prior or post… what is the difference!!

M: There is no precedence of Demonetization in India on this scale….this Government should be appreciated that it's being so proactive that its reacting to the hardships being faced…. and countering all the canards being spread….

M: Well don't you think that is their internal issue… and now Modi has asked BJP Leaders to submit their Bank Statements post Demonetization!!!! By the way what happened to the Bandh… Aakrosh!!!

Demonetization and its effects

Demonetization is a policy decision of Govt. and is going on well and appreciated by the majority of the people. Govt. announced a threshold deposit limit of 2.5 lakhs between 10th November 16 to 30th December 16 below which people can deposit without any income tax queries. Now further policy has to be developed above this figure. Putting any caveat below this limit may affect the image and trust and confidence of the people. Fiscal policy should be stable and rules to be framed before the start of game. Any retrospective implementation may raise the question of doubt in the mind of people. Govt. has all powers in hand, in case any information about some fictitious deposit is received, the case can be investigated by respective Govt. organisations. As per media report, it is estimated that nearly 4 lakh crore may not be deposited which will be windfall gain to the Govt. It is submitted that let the process to continue smoothly without disturbing it. Above the threshold limit Govt. may decide the policy how to take it forward. World is also watching. It is also alleged that changing position now and then may impact the investment. As per one of the media debate, it is alleged that Rural spending will go down in short term will impact FMCG, labour intensive industries etc. may also have influence in GDP growth rate. Department of revenue has to take a cautious approach in framing further guidelines/policies taking all the factors into consideration so people have more confidence and trust in Govt. policies. Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
