Disgruntled AAPian friend: And there are pics on Twitter showing Rahul happily chatting on his mobile outside the Mandir Marg Police station ...he was supposed to be grievously hurt about the Fauji commiting suicide ...
Me: Why there are pics of Arvind outside the Hospital. ..he doesn't look affected one bit ..

What action did they take to prevent their friend from taking such a step. ..then suicide notes are not typed ....and he got both OROP and Pay Commission increases in his Pension ..there was just a 5000 error ....being said to be a calculation error!! There was no reason to be so disappointed to commit suicide ...
M: Arvind and Rahul seemed to be in a tearing hurry to politicize this sad issue... I'm sure Cops would not have arrested them if they had gone to the Fauji's home ...Cops were right to stop them from creating a law and order situation in the Hospital...

CVC addresses HUDCO's Vigilance Awareness Week programme

As part of the week long programme K V Chowdary, Central Vigilance Commissioner addressed HUDCO employees on the theme of 'Public Participation in Promoting Integrity and Eradicating Corruption". Chowdary emphasized the need for active participation of all stakeholders in strengthening the systems, established procedures and processes for ensuring good governance. CPWD observes Vigilance Awareness Week
Central Public Works Department (CPWD) a principal engineering organisation of the Government of India is organising various public outreach programmes this year to observe the Vigilance Awareness Week from October 31 to November 5, 2016. As a part of observance of the Vigilance Awareness Week, the Vigilance Unit of CPWD has organised a seminar-cum-interactive session on the main theme 'Public Participation in Promoting Integrity and Eradicating Corruption' on 2/11/2016 in the CPWD Directorate, Nirman Bhavan, New Delhi. The Chief Vigilance Commissioner K V Chowdary graced this function as the Chief Guest. The other special guests of the function were Dharmendra, IAS JS (Admn., L&E & CVO) MoUD, B Anand, IAS JS(Works & HRIDAY), MoUD and Amulya Patnaik, IPS Special Commissioner of Police (Vigilance), Delhi. All the guests were given a warm welcome by DG, CPWD Abhai Sinha and the CVO, CPWD M R Krishna, IPS. In the presence of the Chief Vigilance Commissioner, K V Chowdary, the DG, CPWD has taken the pledge for maintaining integrity and ethics in the organisation as per the format given by the CVC. K V Chowdary, Chief Vigilance Commissioner handed over the Pledge Certificate to the DG, CPWD. The CVO, CPWD M R Krishna, has explained in detail the various public outreach programmes being organised to propagate the main theme of the Vigilance Week throughout the country. In this function the Chief Vigilance Commissioner released the 'Vigilance Calendar' for the year 2017 prepared by the Vigilance Unit of CPWD. The Chief guest has emphasised the importance of generation of awareness among the public as a more effective and sustainable means of eradicating corruption and to achieve a corruption free society. The interactive session was very informative as Chowdary gave detailed replies to the questions raised by the participants.

Container Corporation of India Limited organized an Inter College Skit Competition at Shri Ram College of Commerce, University of Delhi on 2nd November 2016 to mark Vigilance Awareness Week 2016. The topic of the skit : "Collective Action To Fight Corruption". The Jury comprised of Robin Hibu, IPS (Jt Comm. of Police, Delhi Police), Alok Shukla (theater actor, writer, director & journalist) and Mrs. Ratna Bali Kant (sculptor and performance artist). Hindu College won the 1st prize, Atma Ram Sanatn Dharm College 2nd prize and Ram Lal Anand College 3rd prize. Consolation prizes were given to the remaining 3 teams. EIL holds meet on 'upliftment of SC/ST entrepreneurs and vigilance awareness' (UPDATED)
Vigilance Awareness Week (VAW) 2016 is being observed in Engineers India Limited (EIL) from October 31 to November 5, 2016. The theme for this year's Vigilance Awareness Week is "Public participation in promoting integrity and eradicating corruption". A unique event was organized by EIL in this regard on November 3, 2016. A meet titled ' Upliftment of SC/ST Entrepreneurs through public proecurement support and vigilance awareness' was held in its Gurgaon complex. EIL has always remained focused in meeting the procurement targets from the Micro & Small Enterprises (MSE) sector. The meet essentially was designed as an EIL initiative to encourage procurement from SC/ ST owned MSEs. It was intended to create awareness about Public Procurement, its imperatives, precautions to be taken, opportunities for SC/ ST Entrepreneurs in EIL and the benefits provided under various schemes. Dalit Indian Chambers of Commerce and Industries (DICCI) supported the meet by nominating around 40 members. The meet was addressed by Sanjay Gupta, C&MD and R K Sabharwal, Director (Commercial) of EIL. H S Sohal, CVO administered the integrity pledge for the business organizations. The meet was also graced and addressed by Chandra Bhan Prasad, Mentor, DICCI and N K Chandan, President-DICCI. EIL believes that this initiative will herald the beginning of a unique socio-commercial engagement between EIL and DICCI. EIL plans to hand-hold the SC/ ST SMEs in ensuring their development, promoting their participation in EIL projects and eventually help them garner sizeable proportion of the procurement reserved for this section.

Meghwal dedicates NLC constructed road to public (UPDATED)
Union Minister of State for Finance & Corporate Affairs, Government of India, Arjun Ram Meghwal visited Rajasthan Barsingsar Project of NLC India Limited, Bikaner, on November 3, 2016. The Minister was accompanied by Dr Sarat Kumar Acharya, CMD and Directors of NLC India Ltd. The Minister dedicated the newly constructed Barsingsar to Swaroopdesar road to public, which is 4.84 km long, laid at the cost of Rs.86.00 lakhs under, NLC India Limited CSR activity. CMD briefed the various CSR activities undertaken by Barsingsar Project. Meghwal, Bhanwar Singh Bhati, Kolayat, MLA, Dr. Sarat Kumar Acharya, Functional Directors, employees of NLCI Ltd later participated in Swachh Bharat Abhiyan, where in various cleanliness activities and a mass tree plantation were carried out. Union Minister, administered Swachh Bharath pledge to the Senior officials ,employees of NLCIL, peripheral Sarpanchs (village head) and general public. Union Minister appealed to the gathering, to spare 2 hrs of time in a week and 100 hrs of time for a year from their schedule for cleaning the surrounding areas to make clean India. In a public meeting organized at Barsingsar, Hon'ble Minister had discussion with Local panchyats & villagers. Responding to the villagers request Dr. S.K Acharya informed that NLC IL will take care of all sorts of developments of peripheral villages under its CSR initiatives. In the evening Cultural programme was organised at community Hall Lignite Shakthi Nagar with Rajasthani Folk Dance, Classical Dance by LSN Children. During the function Union Minister Arjun Ram Meghwal & Bhanwar Singh Bhati, MLA, praised CSR activities of NLCI Ltd and appreciated the management and employees for their dedicated and committed work for the growth of the nation.

Personal Staff at Residences

The estimate is only a tip of of an iceberg. Almost all living police officers, barring a few, (both serving / retired) right from the rank of DSP to DG both in respective states as well as at Centre deploy trained soldiers (COnstables / Drivers / Cooks, Washermen, sweeper or similarly trained technical manpower ) at their offices or at residences beyond their authorisation. The GOvt. of India only allows them an official car with driver and a security aid both at office and at residence as per their position / scale besides appropriate security according to their threat perception. No officer is officially authorised to have a cook, washerman, sweeper etc., at their residences for their personal work. However, in state capitals as well as in Delhi we, every now and then, come across a car cade of senior police officers with escorts pouring out of the escort vehicles as if in a motor cade of a mafia lord in films. Further, These officers have even graduated to provide such un-authorised manpower to their IAS fraternity in the ministry to maintain good rapport. Now think of armed force officers deploying manpower, in a similar or even at higher scale, at their offices / residences or using it for their personnel work it can easily be assumed that a tenth of the work force (trained manpower) in under bonded labour. Nonetheless, many personnel performing such duties are doing so willingly for undue favours like postings at their home or nearer to their home towns or to avoid hardship generally involved in their nature of duties. The situation is very much exploited by the officers. If personnel strictly disobey such un-lawful orders of un-authorised deployement at offices /residences they would be indirectly penalised by way of posting at hard areas or punitive action for genuine errors. Here, it is worth noting that several police officers who are active in the forum are silent on this topic. God save the country and morale of the police personnel Hope good sense prevail and things would start improving.

System to consider Pvt sector candidates also for PSU board didn't worked


Some years back there was a system to consider Pvt sector candidates also for PSU board by PESB. But it did not work so effectively. There were complaints of posts being offered to highest bidder. In the process some PSU's remained without Board members for long period. Subsequently DPE withdrew that notification which allowed Pvt sector candidates. Old wine in new bottle. Is it to accommodate chosen ones?

True, many services are highly irrelevant !


Yes you read that right...in the current scenario when one scans through the government services one can realise that many services are becoming highly irrelevant...Telecom service probably tops the charts in terms of losing its relevance a long time ago..Government has rightly corporatized the telecom sector and has given up its operational functions but due to reasons unknown and despite suggestion by 6th pay commission to abolish the service telecom service continues to flourish and obviously without any work or responsibility as such. I hope the Government in the near future looks towards restructuring of services so that officers of such services could be utilised in a meaningful way somewhere.

DATE WITH RTI

Missing records cannot be used as an excuse to deny information

The appellant stated that he joined the service in 1981 and is on the verge if retirement. He claimed that he has not got even a single promotion during his entire service period, though he is eligible as per rulers. He sought certain documents claiming that due to non-availability of the said documents, the appellant could not get his senior grade and selection grade. The PIO stated that information sought by the appellant is not available. The CIC observed that unless proved that record was destroyed as per the prescribed rules of destruction/ retention policy, it is deemed that record continues to be held by public authority. The CIC pointed out that by practice, 'missing file' cannot be read into as exception in addition to exceptions prescribed by RTI Act as it amounts to breach of Public Records Act, 1993 The CIC directed the PIO, Mr. the Principal and the Asst. Registrar to show-cause why maximum penalty should not be imposed upon them for not providing the information to the appellant and why disciplinary action should not be recommended against them. Further, the public authority was directed to explain why compensation should not be paid to the appellant for harassing him by not providing the requisite information for a long time.

Comments

In many government offices, the quality of record keeping needs a massive overhaul. As per Public Records Act, 1993 action can be initiated for any loss of public records and is punishable with imprisonment up to a term of five years or with fine or both.
