I'm in Shimla and as usual, I meet my Respected Friend , who is a Retired Senior Bureaucrat. We meet at Café Sol …a lovely place with a magnificent view. Over Soups, freshly baked bread and Salads we get chatting.

Respected Friend: So must be getting colder in the plains!!!
Me: Yes Sir mornings and evenings there is a nip in the air….but the election scene is raising temperatures….!!!
RF: Yes this time more heated… because Kejriwal's Party is in the fray…. by God this man can politicize anything…. by the way just yesterday a retired colleague met me … he gave me some insights on the upcoming Punjab election!!! He said there are three parameters … Programs …. Leadership and Ideology…
M: Very interesting Sir….
RF: In the Programs category Badal is way ahead with 60% … Amrinder 30% and Kejriwal 10% ... based on sheer guesswork .... because the reports from Delhi are not too good and no track record in Punjab … more of politicking is seen.... and on delivery too Badal leads by miles!! On Leadership… Badal lags behind Amrinder and Kejriwal gets just 2%.... you see Amrinder via his Bully and Brash image goes ahead of Badal… who in actuality has better Leadership qualities and skills and then there is anti-incumbency too which brings Badal down…. on Ideology …again Badal is way ahead… Amrinder next and Kejriwal a distant third!!!
M: Interesting… on parameters that should decide, Badal is way ahead!!! Amrinder's masterstroke was.... putting Father and Son behind bars!!!! This has given him a fearless and decisive tag!!!
RF: Well if I was Badal's advisor I'd advise go hammer and tongs on comparing the work done during his stint …. show both promised and implemented… planned and unplanned!!
M: What's wrong with Kejriwal and Rahul….someone who has committed suicide is being portrayed as a Martyr … I'm sure Faujis must be thinking ….. seems Indians value Suicide for personal reasons...... more than Martyrdom for the Nation!!!
RF: It's so sad ….. and believe me there is a lot more to come out on this suicide!!! Wait and watch…..his doling out a Crore is nothing but a Publicity stunt.... he should take it from his Ad Budget!!!!
M: And Sir Saint Antony needs to provide some proof to back up what he's said… that Rahul asked PM MMS to deliver on OROP!!! In my opinion, it is more of a knee-jerk reaction to Rahul getting egg on his face… Grandma revoked OROP and reduced salaries of Faujis… Father twiddled thumbs on this issue and Mother did drama..... and he's questioning Modi who has delivered on OROP ... if not full... 90%!!! I hear DP has asked Kejriwal to share info on his allegation that Judges feared their phones were being tapped!!!
M: Ha ha…. he'll politicize this too….he will heckle and shout....how can Modi's Police ask a CM to divulge issues …. I have taken an oath of secrecy!!!!
MF: Yes then he should submit his reply to the Najib Jung who administered him his Oath of Secrecy!!!
M: And I think it's time Rahul took a sabbatical for some time… he's inflicted enough pain on Congress with his gaffes!!! Now Congis will demand that they should be informed of his Program a day in advance and a gist of his stands on issues, so that they can prepare to dish out excuses… off the cuff it's difficult to do so!!!
M: Sir fingers crossed GST will roll out by April 2017 …. I think India could have a kind of Tax Perestroika …. restructure Income Tax too next year…. slabs and rates!!!! One thing Jaitley should keep in mind …. because when it comes to IT rates he always compares our rates with rates in Developed Countries…. he should remember there they have Social Security!!! Here there's no such Net for the Tax Payer here !!
MF: I think he'd prefer to wait on the IT Reforms to 2018…. but if he does it in 2017… it'll be the Year of the Lion….. Lion being the honest Tax Payer …. and believe me, the honesty levels are at an all-time high!!!!

Is this reason behind suspension ?

Venom being spilled against civil services
These days lot of venom is being spilled against civil services mainly ITS in this column.
Being as an outsider, there is a food for thought…
Why Accounting Service, WPC service, Building Works services, Architecture service was left by 6CPC for abolishment? Whether ITS are being made scapegoat ?
Does the DoT have setup like Income TAX department for collection of license fee from operators? How many transactions are there in telecom department on annual basis? Does DoT really need a dedicated finance service required to handle it? As far as I know, telecom companies calculate their gross revenue at their own , do some adjustment based on TRAI/DoT guidelines and deposit the license fee. Why in postal department, all receipts on account of postal sale proceeds, financial services are being being administered by IPoS and not by IPTFAS ?
Someone told me that DoT hires third party vendor to run the spectrum bidding process based on Wireless wing spectrum availability then where is the role of accounting people in whole process ?
Really DoT has been hijacked by finance people. God help ITS. They are really having a tough time. ITS service which once created such a big empire running from Leh to Kanayaumari , man behind telecom ecosystem, always steered the department to nations growth are being sidelined. It looks ITS are working too good being in silos but to emerge as a cadre they have to unite and fight hard like IPoS. ITS need a lesson from IPoS.

The unrecognized Civil Service - IP&TAFS

Department of Telecom (DoT) has transformed itself from Service provider to a Policy maker, Regulator and Revenue assurer. Technical wing of DoT became BSNL and Regulatory wing was made into statutory TRAI. So DoT no longer remained a technical department - DoT major functions are mostly Policy, Revenue and Finance related only. The IP&TAFS Group A service officers who are is recruited through the most coveted Civil Services Exam have been manning the Finance wings of DoT. It is a fact that many top rankers with diverse background like Engineering, MBA, CA, Doctors, etc chose this service with zeal to work in the most dynamic field in the world now.. If you see the main functions of DoT as of now, which are Spectrum & Licence fees, Audit functions, USOF, all are related to Finance. Glaring facts like recent CAG audit showing a revenue loss of Rs. 12000 crore, 2G scam, etc are happening because DoT is still considered as a technical department and no due care is given to Finance/Revenue people. Hope the service which collects & assesses the largest non-tax revenue is recognized and given due care to function efficiently

DATE WITH RTI

Missing records cannot be used as an excuse to deny information

The appellant stated that he joined the service in 1981 and is on the verge if retirement. He claimed that he has not got even a single promotion during his entire service period, though he is eligible as per rulers. He sought certain documents claiming that due to non-availability of the said documents, the appellant could not get his senior grade and selection grade. The PIO stated that information sought by the appellant is not available. The CIC observed that unless proved that record was destroyed as per the prescribed rules of destruction/ retention policy, it is deemed that record continues to be held by public authority. The CIC pointed out that by practice, 'missing file' cannot be read into as exception in addition to exceptions prescribed by RTI Act as it amounts to breach of Public Records Act, 1993 The CIC directed the PIO, Mr. the Principal and the Asst. Registrar to show-cause why maximum penalty should not be imposed upon them for not providing the information to the appellant and why disciplinary action should not be recommended against them. Further, the public authority was directed to explain why compensation should not be paid to the appellant for harassing him by not providing the requisite information for a long time.

Comments

In many government offices, the quality of record keeping needs a massive overhaul. As per Public Records Act, 1993 action can be initiated for any loss of public records and is punishable with imprisonment up to a term of five years or with fine or both.
