?
It seems there is no political rival of Telengana Chief Minister K.
Chandrashekar Rao popularly known as TCR. Several bureaucrats in an
informal chat said that TCR will continue as Chief Minister till 2030.
One can only wait and watch.
New name of Ram Naik for successor of Pranab
Mukherjee ?
Besides Lok Sabha Speakar Sumitra Mahajan, new name of Uttar Pradesh
Governor Ram Naik has cropped up as successor of President of India
Pranab Mukherjee. Everything depends on UP election results.

Still in Shimla and today I meet my Respected Friend at Baljis and
over piping hot Gulab Jamuns and Coffee we get talking .
RF: A well known News Channel banned for a day ... some are portraying
this as the return of the Emergency ...mind you for violating norms
Channels have been banned previously too...why Al Jazeera was banned
for 5 days for showing the wrong Indian Map!!
M: And Sir the reason why this News Channel has been punished is for
Security reasons !! We know the damage TV coverage did during the Mumbai
attacks ... even in Pathankot despite an advisory sensitive content
was shown!!!
RF: Yup..during Mumbai attack the Paki handlers were viewing Indian
TV Channels which carried live info about the Operation and passing
on this info to the Terrorists holed up in the Hotels!! I see a change
in India. ...a much needed change...Society is setting up boundaries...be
it Arts and Culture ...Movies. .. Reportage ... in the past it was free
for all...and if you were close to the Dispensation then you were made
into a Holy Cow ..whatever the Holy Cows did was unquestionable... a
Pseudo Society is a free for all Society ....now Society is disciplining
itself!! Indian Society is getting a character!!
M: I had a good laugh seeing Maj Gen Satbir Singh and his lot with Rahul
and gang on stage on the OROP issue...Maj Gen Satbir is now banking
on Rahul to deliver on balance 5-10% of OROP.. because 90-95% delivered
!!
MF: How can he overlook what's transpired ...he's damning the person
who has made their Pensions go up considerably ...Pranab Da says 2.5
times!! Actually most Faujis are satisfied... its only the Political
Faujis who are trying to kick up a storm for their own political goals!!

and his charade ...and they do exactly what he's doing ...albeit behind
the scenes...and pretty often they throw caution to the winds ....

R&AW Chief R K Khanna to continue ?
In view of the present International scenario, R&AW Chief R K Khanna
may continue after completion of his tenure next month. The Government
seems to be in favour of "continuity". Another source said
that 1981 batch Madhya Pradesh cadre IPS officer A K Dhasmana will succeed
Khanna in December.
Will Justice Vasanthakumar be Judge of Supreme
Court ?
Chief Justice of the J&K High Court, Justice N Paul Vasanthakumar
is said to be in the zone of consideration for elevation as Judge of
the Supreme Court.
7 IRS-C&CE officers deputed as Deputy Director in ED
As many as seven officers belonging to Indian Revenue Service of Customs
and Central Excise cadre have been appointed as Deputy Director in Directorate
of Enforcement for a period of three years. They are Dinesh Kumar Meena,
Sowmya Nuthalapati, Vivek Kumar Jain, Siba Prasad Panda, Sanjay Bangartale,
Jasveer Khichar and Rajesh Kumar Jain.

M S Rana, who has been serving as Chairman-cum-Managing Director, Security

than seven years, has stopped coming to office. Either he has relinquished

PNB's profit drops

MoUD signs MoU with NBCC to redevelop colonies
in Delhi (UPDATED)
The Ministry of Urban Development (MoUD) has signed an MoU with NBCC
and CPWD for redevelopment of seven General Pool Residential Accommodation
(GPRA) colonies in Delhi. The MoU has been signed in presence of Rajiv
Gauba, Secretary (UD), by D S Mishra, Addl. Secretary (UD), Govt. of
India, on behalf of the MoUD and Dr Anoop K Mittal, CMD, NBCC, on behalf
of NBCC for NBCC's share of works.NBCC has been assigned the job to
redevelop Sarojini Nagar, Netaji Nagar, Nauroji Nagar at a cost of over
Rs 24,000 crore while estimated cost of redevelopment of all seven colonies
would be approximately Rs 32,000 crore.

IAS officers Award !
The Prime Minister Civil Services Awards for the year 2016 was almost
an IAS officers Award. The Civil Services Awards for the year 2017 is
also for the IAS officers. The officers of the other All India Services,
Organized Group 'A' Services and other services should boycott the 2017
Civil Services Award.

This is irony of this country that all the members of search committee
were IAS who do not know ABC.. of aviation and they were interviewing
the person for technical post and couldn't find suitable person even
from the persons having more than 30 years of aviation experience.

No limit to expenses of Ministers' Residences
The expenses of the Residences of Ministers is either met by the office
or the PSUs/ or the Attached/Subordinate Offices. There is no limit
to it. Some of the Personnel Staff of the Ministers take Transportation
Allowance and at the same time avail vehicle facility at the Government
cost. This is a crime and should be stopped.Further, computers, ACs
and TVs are provided unabated for the Minister's residence. When the
Minister relinquishes offices things are not returned and written off
in the books.

Information Commission to examine the public interest in each
case of second appeal
Vide multiple RTI Applications, the appellant sought different
information from the EFL Univeristy, Hyderabad. The CIC examined
whether the details about appointment of standing counsel and
expenditure incurred can be shared under RTI with the appellant?
Another issue related was whether legal opinion rendered by the
standing counsel to the University should be considered as given
under 'fiduciary capacity' and hence be denied. The CIC referred
to the Section 126 of the Indian Evidence Act, 1872 and the section
91 of CrPC apart from various Court judgments. It was observed
that Section 22 of RTI Act which accords overriding effect to
RTI over all other statutes cannot be totally brushed aside, and
it has to be read in addition to provisos in Section 8 of RTI
Act. The CIC noted that the appellant and his wife is having a
right to seek legal remedy in a court of law, which is an issue
of public interest. The CIC ruled that the copy of note file of
the EFL University containing order issued by the Vice Chancellor
to obtain pointwise legal opinion from the advocate is a privileged
communication between university and its legal counsel. The CIC
held that the University is under an obligation to disclose on
his own entire information about the process of appointments as
per the DoPT Office Memorandum dated 30th June 2015. The CIC directed
the Public Authority to intimate the basis of appointing a lawyer
in RTI proceedings, along with expenditure involved along with
the copy of opinion given by the standing counsel after severing
exempted information.
Comments
This order of the CIC sheds light on what is Public Interest
and the role of the Information Commission in such cases. The
CIC has categorically ruled that it is the duty of Information
Commission to examine the public interest in each case of second
appeal. Further, it has been held that a right to seek legal remedy
in a court of law is an issue of public interest.
