All the eyes of the world are on the results of American Presidential elections as the winning candidate will establish hegemonic control over the world. If Clinton wins the election, she will be third lady to rule one of the powerful countries after Germany's Chancellor Ms Angela Merkel and British Prime Minister Mrs Theresa May. The leadership of women is emerging as stumbling block to the predominantly male leadership at a time when international terrorism is posing threat to the world.

After my customary walk around CP I decide to get my shoes polished from my regular Shoe Shine. I pick up a Cappuccino from a Vend just opposite the Shoe Shine.The Shoe Shine first gives me a foot and calves massage and as he works on my feet and calves we get talking.

Shoe Shine: Abh yeh Kejriwal koun sa Odd Even karrega….ek dinn yeh ganddi dhund pe Kejriwal bandal (fibs) maare ga aur aggle dinn Sisodia bandal mare ga!!

Me: (translated into English) It's really very very bad….. he's in a quandary … for political compulsions he cannot blame Punjab for the straw burning … and so Haryana gets off too!!!

SS: Sir ji isse kya pataa …. what is the desperation of a Daily Wager…. he has banned construction activity for 5 days…..what will the Daily Wagers working on construction Sites do????? Sir ji yeh sochch ke kaam karta hai kya …. ki yeh Rahul ki tarah hai.. first speaking or action and then thinking!!!!

M: In my opinion every action of his has its basis in politics…. we joke….. if you ask him 2 + 2 …. he will say 4 Votes!!! And in Rahul's case …. no thinking…. but retreating after being getting notionally bashed left right and center post his gaffes…..

SS: Sir that poor Farmer hung himself at AAP Rally …. what did Kejriwal give him…. and this retired Fauji who committed suicide …. Kejriwal has given him 1 crore!!!

M: And given him the title of Martyr….. how is he a Martyr???? I think he takes himself to be an Authority in Certification!!! Checking Certificates is part of the Certification that he undertakes!!!

SS: Sir ji the other day a Babu ji was getting his shoes shined and was talking with a friend …. and he said had it not been for the Lt Governor …. Kejriwal Dilli ko dooba dehta!! Has his chronic cough been cured!!!! Or again this year he will go for some treatment and Dilli waalas will fund it!!!

M: I think he will go for Vipaasna treatment for toning up his health …

SS: Sir ji kyon mazaak karte ho….. Vipaasna is just an excuse … when he is in a tight spot he ducks out giving this Vipaasna excuse!!! But Sir he has really put on weight!!!! Lagtaa hai bahut khush hai!!

M: Power cheez hee aisi hothi hai…. Narsimha Rao's health improved by leaps and bounds after he became PM….. some used to say… firr se jawaan ho gaye Rao ji!!!

SS: Jee ha….. they must be eating Dry Fruits all day…. and drinking only Pomegranate juice!!!!

M: With the exception of Modi…. who has lost weight… hair has gone ek dumm white and receded too…. and he has a frugal diet!!!

SS: But he looks fit and has so much energy….. fitter and more energetic than those years younger than him …. iss ka kyaa raaz hai Sir ji???

M: Iss ka raaz hai…. personal contentment ….work…….the urge to do good for the Nation….. what a feeling it must be to see your work benefitting your Country and Countrymen!!!

SS: Sir Chadaa ( Bachelor) bhi add karro list mein..when I leave home my wife gives me a list of things to do ...and when I return home dog tired another list is waiting for me ...nahi toh aaj ..I would have had a Shoe making unit !! Lucky Modi !!

M: Arre Bhai ...Modi is married to his work...and he's way beyond personal profit and loss !! Zillion things wait for him when he leaves for work and zillion when he returns !! And if being a Bachelor is the magic Mantra ....then do keep in mind Rahul is a Bachelor!!!

Naidu inaugurates DoPT In-Service Training Programme on 'Smart Cities'
M Venkaiah Naidu, Union Minister for Housing and Urban Poverty Alleviation, Urban Development and Information & Broadcasting, inaugurated DoPT's IAS Training on 'Smart Cities' the other day. In the inaugural address, the Minister elaborated that the objective of the Smart Cities Mission is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of 'smart' solutions. Dr. M Ravi Kanth, CMD HUDCO said that the training programme would go a long way in helping the participants to develop a better understanding of Smart Cities and urged the participants to implement the learning in their respective areas of work at field level.

NTPC's third summit 'Redefining Power Generation Landscape'
A N Jha, Secretary, Ministry of Environment & Forest, referred to the dilemma of NTPC as a responsible Power Generator to find ways of providing power to feed the development needs of 1.2 billion people of India and also ensuring minimum damage the environment while inaugurating NTPC's Third International Technical Summit "Redefining Power Generation Landscape." Jha said Technology holds the prime space in all development initiatives and is the most appropriate theme. He praised NTPC's contribution for improving the Carbon sink by planting 1 crore saplings. S D Dubey, Chairperson, CEA; A S Bakshi, Member-CERC; A K Singhal, Member-CERC M K Iyer, Member-CERC; Gurdeep Singh, CMD NTPC, A K Jha, Director (Tech), senior officials, International as well as Indian Delegates were present on the occasion. In all, 275 papers have been received for the Summit, out of these 71 papers have been selected for Presentation, which includes 41 International papers from developed countries of the world. All papers have been summarised in Compendium released during inauguration ceremony. Conference is largely paperless with all technical papers received and processed electronically and Compendium released in the electronic format for all the delegates.

Menace of rampant corruption is not limited to Police department only


In fact, this menace is not limited to Police department only. Almost in all the Tribunals and Commissions (perhaps more than 50 in numbers) in Delhi, are unofficially and un-authorisedly practicing this menace for the same reasons - to placate the Chairmen and Members to get undue favours and indulge in rampant corruption. And in all of these offices, staff not willing to work at residences are threatened directly or indirectly and forced to work like bonded labourers. The higher up and their family members use them like personal slaves, behave with them in the most undignified manner and keep pressurising them by creating terror in their minds and put them undue long hours of forced duty (bonded labour) without paying anything from their own coffers but from the coffers of our exchequer. All this is happening in the Capital of our country that too right under the nose of Government of India who is well aware that no such facility is allowed in any government office to any government official or a public servant except for the cabinet ministers. Apparently, this is the most inhuman face of corruption in India (taken in legacy from the colonial mentality) and the day this practice is rooted out, every corrupt activity in our offices and also in public life will automatically come to standstill.

Gross injustice done to ITS officers

DoT still has major technical functions meant for ITS officers, its another matter if concerned are not willing give due share to ITS officers (based on ill advice of finance officers). Gross injustice done to ITS officers , there is "increase in finance posts and drastic reduction to ITS officers posts" in respective cadre review just because "fiance is vested with surgical tool to edit, cut and paste as they like". There should be full stop to wrong , baseless, motivated, self centered , wrong propaganda of finance officers in this forum. editor may please take note of this .

Biggest Scandal

The Delhi Transport Corporation is charging Rs. 8 for toll tax from the persons travelling from Noida and Delhito and fro inspite of orders from the Supreme Court that the dnd toll should be free and they have no right whatsoever for collection of toll tax in the name of dnd and people travelling in DTC . The illiterate conductors used to use many duplicate ticket for adding money for themselves. It is a biggest scandal now.

Information Commission to examine the public interest in each case of second appeal

Vide multiple RTI Applications, the appellant sought different information from the EFL Univeristy, Hyderabad. The CIC examined whether the details about appointment of standing counsel and expenditure incurred can be shared under RTI with the appellant? Another issue related was whether legal opinion rendered by the standing counsel to the University should be considered as given under 'fiduciary capacity' and hence be denied. The CIC referred to the Section 126 of the Indian Evidence Act, 1872 and the section 91 of CrPC apart from various Court judgments. It was observed that Section 22 of RTI Act which accords overriding effect to RTI over all other statutes cannot be totally brushed aside, and it has to be read in addition to provisos in Section 8 of RTI Act. The CIC noted that the appellant and his wife is having a right to seek legal remedy in a court of law, which is an issue of public interest. The CIC ruled that the copy of note file of the EFL University containing order issued by the Vice Chancellor to obtain pointwise legal opinion from the advocate is a privileged communication between university and its legal counsel. The CIC held that the University is under an obligation to disclose on his own entire information about the process of appointments as per the DoPT Office Memorandum dated 30th June 2015. The CIC directed the Public Authority to intimate the basis of appointing a lawyer in RTI proceedings, along with expenditure involved along with the copy of opinion given by the standing counsel after severing exempted information.

Comments

This order of the CIC sheds light on what is Public Interest and the role of the Information Commission in such cases. The CIC has categorically ruled that it is the duty of Information Commission to examine the public interest in each case of second appeal. Further, it has been held that a right to seek legal remedy in a court of law is an issue of public interest.
