A friend from Pune had requested me to get some Documents from JNU
for his son. I collect the Documents and the urge for a cup of tea drags

Bhopal Airport increases aeronautical revenue by Rs 1.25 cr
Bhopal's Raja Bhoj Airport under the Airports Authority of India (AAI)
is reported to have increased its non -aeronautical revenue by Rs. 1.25
crores annually in a short span of six months only, also many facilities
for passengers have been introduced in this period to satisfy the customers
namely: video screen wall, business hub with Laptop/mobile charging
& printing facility for passengers, milk parlor having fresh milk
products, provision of drinking water facility at city side, motorized
wheel chair, customer care desk, un-interrupted wi-fi facility, provision
of bus transport facility from airport to the city, Introduction of
instrumental music for stress management, introduction of art gallery
to encourage Budding artist, child care room with Disney theme, reduction
of congestion by extension of roller length of X-ray machine, additional
hotel reservation counter, better medical facility, artificial Fiber
plantation with fountain for beautification of terminal building, Introduction
of New Baggage Screening Trays, Constructions of Urinal at city side
of terminal building is in progress, Efforts are on to bring in Food
Chain. Besides, a motorized wheel chair has been introduced at Raja
Bhoj Airport, Bhopal. This facility can be used free of cost by any
passenger who requires a wheel chair. And assistance can also be provided
for the Wheel Chair. With this, Bhopal airport becomes the first Airport
in India to have introduced motorized wheel chair. A new business hub
is introduced at Raja Bhoj Airport with facilities like mobile charging,
lap-top charging, advertisement screen and a printer connected with
WI-FI. Passengers who require a print out for their work can use this
facility. This is again for the first time a printing facility at any
airport has been introduced in the country. Flt Lt Aakashdeep Mathur
is Airport Director these days.

NSIC observes Vigilance awareness week

Nothing is changing in country
Nothing is changing in the country nor will the IAS hegemony ever go
away.Their knowledge is supreme when it comes to having a cut. Most
of the first time ministers have to depend on them for this domain knowledge.

Why Department of Electronics is not merged with Telecommunications
?
When the name of Engineering degree is 'Electronics and communication'
then why the Department of Electronics not merged with Department of
Telecommunications. Instead of creating Min. of Electronics and Communication
, we created Min. of Electronics and Information technology ! Never
heard any electronics Engineering degree in combination with IT but
we have full fledged ministry. Hats off to superb babus!!

Stop selective mud-slinging
I completely disassociate with the remarks that all furniture, PCs and
other Government stationery are not returned when a Minister demits
office. I wish to remind him that in 1993 there was a Union Minister
named Abrar Ahmed from Rajasthan and on the date of demitting office,
he returned everything including sofa, chairs, electronic typewriters,
curtains, ACs and other items and took a receipt from the Estate Office.
Another Minister Janardhan Poojary was also very honest and led a true
Gandhian life. Why always blame Politicians. Does not a Personal staff
take home all the stationery from Office. Stop selective mud-slinging
and character assassination.

Timid governance and powerful pollution
Mask of smog on Delhi is not a new phenomenon but a yearly feature
for quite sometime. This year the heightened pollution levels as a consequence
has severally affected the health of the people. The result, as usual
is not to find out the reasons and solving the serious issue but the
total emphasis appears to be on finding a scapegoat and riding on it
for safety from criticism and adverse electoral prospects. Will Delhi
breathe easy next year ? Will there be no smog next year and no deaths
on road next year because of resultant poor visibility? No guarantee.
Escapism has been ruling the roost. Before the National Green Tribunal
came into existence, the Supreme Court had successfully introduced CNG
in automobiles and reduced pollution level. The feeble intervention
of the NGT in the Global level event of Sri Sri ji, to save environment
degradation in and around Delhi, spelt out the unbridled powers of the
politically aligned bigwigs to hold the Indians to ransom, on all issues.
UNO reports have since long been cautioning the country to take care
of its air and water pollution for the good health of Indians. Question
is not only of Delhi, but of the entire country, which has been turning
into one atrocious stinking hole, in spite of sky-big programmes like
Swachh Bharat of the PM. Does not the Swachh Bharat concept include
eradication of all types of pollution, and when India will show any
clean area in all its connotations, is beyond anybody's guess and imagination.
Public is concerned about it, but it is the duty of the government to
guide the public to act in a particular manner and to subject the delinquents
to rule book in case of violations and non compliance. Since the ruling
classes have successively become above the law ,it has lost moral courage
to carry forward any mission which is in the best interests of the citizens.
There will be seasonal hue and cry and media stories and everything
will be forgotten thereafter. Governance is failing and so the public
in its duties at all levels.

Information Commission to examine the public interest in each
case of second appeal
Vide multiple RTI Applications, the appellant sought different
information from the EFL Univeristy, Hyderabad. The CIC examined
whether the details about appointment of standing counsel and
expenditure incurred can be shared under RTI with the appellant?
Another issue related was whether legal opinion rendered by the
standing counsel to the University should be considered as given
under 'fiduciary capacity' and hence be denied. The CIC referred
to the Section 126 of the Indian Evidence Act, 1872 and the section
91 of CrPC apart from various Court judgments. It was observed
that Section 22 of RTI Act which accords overriding effect to
RTI over all other statutes cannot be totally brushed aside, and
it has to be read in addition to provisos in Section 8 of RTI
Act. The CIC noted that the appellant and his wife is having a
right to seek legal remedy in a court of law, which is an issue
of public interest. The CIC ruled that the copy of note file of
the EFL University containing order issued by the Vice Chancellor
to obtain pointwise legal opinion from the advocate is a privileged
communication between university and its legal counsel. The CIC
held that the University is under an obligation to disclose on
his own entire information about the process of appointments as
per the DoPT Office Memorandum dated 30th June 2015. The CIC directed
the Public Authority to intimate the basis of appointing a lawyer
in RTI proceedings, along with expenditure involved along with
the copy of opinion given by the standing counsel after severing
exempted information.
Comments
This order of the CIC sheds light on what is Public Interest
and the role of the Information Commission in such cases. The
CIC has categorically ruled that it is the duty of Information
Commission to examine the public interest in each case of second
appeal. Further, it has been held that a right to seek legal remedy
in a court of law is an issue of public interest.
