MOSPI hijacked by ISS officers
The cadre review of the ISS has created large number of additional posts between 2006 and 2015. The extra posts were : 3 DGs, 8 ADGs, 55 DDGs 21 Directors .This made the organization structure top-heavy.Eligible candidates are not available to fill additional posts. Worst part is there is no workload to justify even the existing strength of ISS, who idle away office time by playing computer card games , watching U-tube ,TVs , reading magazines , newspapers, tea etc. No work-measurement study of existing strength ( fixed in 2006) was carried out by the SIU of Finance ministry before creating additional posts. The requirement of budget-neutrality was ignored. Officers of CSS posted by DOP&T became the worst sufferers in MOSPI. The CSS officers have no work as ISS fraternity has usurped their administrative functions. The ISS officers have zero technical workload but they enjoy all facilities. JS and Secretary are incompetent to rein in dominance of ISS officers.

I totally disagree. Instead of "cleaning" up Delhi hospitals, Kejriwal is choosing for minor ailments outside. Probably he suffers from "foot in the mouth" disease.

I do not know what is the intention or background of A K Saxena is, but he seems to have a very strong opinion on everything, from why IAS should be abolished or equated with other services, to what our foreign policy , or national policies should be! Well good luck to him. May some of these observations materialize sometime!!!!

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future.

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
