No army attack only terrorist attack - (We said this on October 1 )

It is said that Pakistan is unlikely to go in for army attack and instead promote more terrorists attacks in India. And within three weeks five terrorists have taken place.

Who is right - former Army Chief or present MoS MEA ?

The Congress has officially said that in UPA Government surgical strike had taken place in 2011.Incidently present MoS MEA Gen V K Singh was the Army Chief. Now V K Singh says he is not aware of such surgical strike. Who is right ?


Chat with a Respected Friend.....

I'm in Shimla to meet my respected friend who retired as a Senior Bureaucrat and now lives his retired life in Shimla. He arrives at the Restaurant and after the usual pleasantries we order piping hot Idlis dipped in piping hot Sambhar and Coffee and we start chatting.

Respected Friend: I tell you Modi just punctured SP's Cycle… froze Congress's Hand…and BSP's Elephant now refuses to move!!! Wow what a speech in Lucknow. The Opposition was expecting him to politicize the Surgical Strikes but, he did no such thing. I'm sure all of them after the Speech ran to their drawing boards to redraw their plans!!!

Me: Sir and AAP too…. the jhadoo was reduced to just one worn out bristle!!!

RF: Ha ha ha....but having said this I feel there is nothing wrong in Modi and BJP taking the credit for the Surgical Strikes. You cannot view the Strikes in isolation… right from the time he came to Power, Modi has been working on Pakistan…. started with a friendly hand…..and then what to say about his aggressive Diplomacy!

M: What would have these Parties done if the Strikes took place when they were in power!!

RF: Presuming that Congress got the guts to order strikes and then accept the Strikes then Congress would have named the Strikes after a Gandhi family Member….. Army gave the Operation it undertook 'voluntarily it's name ....Operation Ginger…. the Strike was not ordered by UPA, for sure, and was an Army job …. beheading of soldiers and the heads being carried off is something that the Army had to respond to!!! Post Operation Ginger India kept mum and so did Pakistan..... matter over!!! No lesson learned ...this time the message has been sent and announced ....

M: And AAP… would have advertised the Strikes all over India and Overseas!!! Arvind would have been hailed as the reincarnation of Shiva!!

RF: And all this talk about a full scale war…… believe me Pakis know the outcome of the War.... I just saw a humorous song being sung by some one from Bihar…okay it's pedestrian. ..but the message is apt......your entire population Pakistan is equivalent to those in India who graze their cattle….the bullets and bombs you have in Pakistan are equivalent to what our Fauj uses to train Faujis…. the total ammount of blood in Pakis is equivalent to the blood sucked by mosquitoes in India….. the total Budget of Pakistan is equivalent to what Cops make in Ghoos here..the threatening noises that you make that much noise the street dogs make here… the smoke that billows out of your factories that much smoke billows out of the Chillums of Sadhus here…....it's just a metaphorical way of showing the inequalities!!

M: Ha ha … please forward this to me …. in the past whenever India has taken on Pakistan the Opposition has rallied with the Government… what's happened this time????

RF: Well all I can say is the Opposition then was not subjective when it came to the Security of the Nation!!!! This time …… Congress sees itself becoming totally irrelevant in the next few years…. they are fighting for their survival… AAP on the other hand does not understand what is the role of the Opposition … for them if you don't fall in line with their thinking you are an enemy…. in the good old days Parties opposed each other without becoming enemies!!! SP and BSP are 'electorally challenged' now ....and NCP feels it's one leg is tied to Congress's leg!!!

M: But why don't the Senior Leaders in Congress advise Sonia …..

RF: Ha ha ……there used to be a time when counsel was taken from Seniors in the Party….. now it's Rahul's Youth Brigade… which funnily has middle aged men … and which thinks aggression is the best defense!!! But their aggression is ....Rahul rolling up his sleeves and making statements that make him a laughing stock !!

M: Pakistan Media is using all the anti Modi barbs of the Opposition in the Public Domain there and showing that no Strikes took place and Modi is just warmongering!!

RF: Yes it's sad…. in the past this has never happened ….

M: Maybe this is the start of another facet of Kalyug…. Blood becomes thinner…

RF: No … it's more like Kalyug's Prakop in which 'I me and mine' weigh more than the entire Nation put on the other side!!!! Saara Desh ek taraf ...I ..Me ..Mine ek taraf... sad !!

The MoC was signed by R K Gupta, Chairman-cum-Managing Director, WAPCOS Ltd. and Oleg Berezovoy, General Director, Financial and Banking Association of Euro-Asian Cooperation. This Memorandum of Cooperation is a result of a business meeting held by Financial and Banking Association of Euro-Asian Cooperation on 23rd September, 2016 in Moscow with the representatives of the company WAPCOS Ltd. The parties noted the high level of interest in the establishment and development of cooperation, attaching high priority to monitoring trends of development of the global economic and financial system, initiating of international infrastructure projects, and dissemination of efficient technologies. As per the MoC, both Sides intend to cooperate in the exchange of knowledge and to exchange ideas, information and to collaborate on problems and projects of mutual interest by integrating forces to work together in the framework of the Memorandum for the successful solution of the statutory objectives of the sides on a partnership basis.

Rajendra Kothari is funny and so is your column

Does a Prime Minister gets time to change dress five times and you call him and endorse as the best dressed PM. The late Lal Bahadur Shastri and Karmayogi Kamaraj lived with only two pairs of dhotis and won the hearts of millions and millions of Indians. Even Barrak Obama, the US President changes dress thrice a day, at home with pyjamas, official suit during office hours and casuals for evening functions. Please screen such superfluous and ridiculous praise.

News is not correct

Officers of IRS[CUS&CX]are not empanelled to the posts of joint secretary after 1987 whereas 1999 batch IAS has taken over as joint secretaries in GoI. This is owing to the group B appraisers filing one court case after the other in Tribunals, HC, SC and ensuring that combined Group A Civil List is never finalised. Empanelment is in hands of DoPT, which has stonewalled all efforts of IRS C&Cx service officers hitherto in getting empanelled as JS. So, this news is not correct assessment of opportunities coming to the service in Central Deputations.

Surgical Strikes

Sanjay Nirupam`s comments on Army`s surgical strikes are understandable. We have seen how loud mouth he was when in Shiv Sena. He bad mouthed Congress leadership umpteen no. of times. It his culture. What happened Kejriwal, claims to be an honest civil servant. Instead of concentrating on good governance he picks up controversies unnecessarily. He thinks that he a PM material. It will be a wonder if he retains Delhi in next elections. Better he respects people`s mandate.

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future.

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
