In a get-together of top journalists in Delhi, a couple of them said
that media has done maximum damage to the Nehru-Gandhi family and now
they are repenting.

I meet my respected friend ( Retired Senior Bureaucrat) again today
at a Restaurant in Shimla that has a wonderful view and over Soups and
Bread Rolls we get chatting.

are only for College Fees
my Boarding and Lodging I had to arrange!!!
I worked to make ends meet!!! The students in JNU are heavily subsidised
be it Course Fee , Boarding and Lodging. So the 'political' students
linger on in the University for years
.because they are heavily
subsidized
in fact for the 'Political lot' their Courses are
just a means to a political end .... via which they live in Delhi and
politick. If they had to pay for their Boarding and Lodging they'd complete
their Courses and move on
.and if they had to study higher they'd
have to work to make ends meet and would have no time for politicking!!!
Why my nephews are studying and are already worried about the EMIs they'll
have to start paying once the Course is over .... whether they pass
or don't pass .....job or no job!!

Barring a few, most of our politicians are not appropriately dressed,
even at International Forums. A dress code needs to be prescribed for
attending parliament, office and esp .for attending meetings outside
the country. While decent ethnic wear like bandgalas, sarees etc are
fine, lungis knee length dhotis ,bright checked half sleeves, T shirts
look too informal and inappropriate. Politicians of other countries
such as China, Korea , SE Asian countries are usually well and appropriately
dressed , what to talk of other developed countries. It is a treat to
watch the debates in the British parliament, by well turned out politicians
even today.

So Art, Literature, Culture Are Separate From State?
The Masters of Art, Culture or cinema think they are above the state!
Actually such a pathetic psyche is born of the poor treatment given
to these most powerful tools of the statecraft in India. Do we remember
an outstanding Minister for Culture or other public servant? These have
never been the top of the line assignments. Hence, their value for statecraft
has not been accorded the right priority. The entire batch of our new
recruits to top civil services are sent to America to learn "Leadership"
besides other things, but we don't have any specialized University for
it. If leadership, whether political or administrative, suffers high
deficit on this count, our reactions are bound to be what they are on
important and highly sensitive issues like surgical strike, whether
in military terms(hard power) or art terms (soft power). A film in which
Naseeruddin Shah plays a Gazal maestro demonstrates the nuance most
convincingly. Freedom of speech carries a dignified amount of self restraint.
Our TV channels trump about anything in the worst possible unrestrained
manner provoking the people to demand blacklisting them if comments
on the social media are any indication.

Don't demoralize our forces
Interesting, read comments on recent happenings subsequent to surgical
strikes. I agree political parties are politicizing the issue. This
is resulting in demoralization of our valour forces. Such discussions
should be blocked by both Print and TV Media now. Let the professionals
handle this.

Politics becoming paradise of criminals
At the fag end of the tenure and before the the ensuing state Assembly
elections in Feb 2017, Punjab government appears to be in a hurry to
drop some corruption cases against a former CM and the incumbent minister
after about more than 8 years of the investigations .Though large number
of politicians in India have been facing serious criminal cases, yet
the conviction rate has been dismal. This has resulted into many hardcore
criminals and fraudsters seek asylum and glory in politics for enjoying
almost amnesty umbrella. InPunjab, Das and Chhangani commissions were
constituted in mid-1960s and early 1970s to investigate allegations
of misuse of powers and corruption against the then CMs. However though
many allegations remained unsubstantiated, but indictment in some did
not put any deterrent for the indiscreet people to follow them. Again
in the 1980s some politicians faced corruption charges without but any
harm to their political carriers, which rather brought more power to
them which continues till today. The high drama of arresting Badals
in early 2000s on charges of corruption, failed in the court subsequently
converting the mice of corruption into tigers as the fear of law and
indulging in corruption waned substantially. Now, again there are rhetorics
and tall talk galore by all political participants to arrest the corrupt
on coming to power in 2017.Funding pattern in politics almost make all
the political participants corrupt on the very first day of their joining
politics. So promise of catching the corrupt on coming to power loses
its moral value and potency. In the contemporary political scenario
only Jayalalittha and OP Chautala have been convicted in the court of
law, when hundreds of others got honourable exonerations. Punjab governments
latest move to get the corruption cases against Amarinder Singh and
Tota Singh, closed does not surprise anyone. But it calls for investigations
against the people responsible for prosecution of these two politicians
and causing immense harm to them for about a decade. The game of chor
sipahi is part of the modern politics.

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future.
Comments
Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
