"Misplaced perception"
Rahul Gandhi and Arvind Kejriwal seem to be needlessly gloating over
their 'popularity' in Pakistan media by demanding proofs of surgical
strikes in POK. What is their locus standi ? What is their motive? These
loose-cannons, masquerading as super patriots , take pride in insulting
India's brave hearts encouraging terror groups in Pakistan. Demoralizing
India's Armed Forces without realising the security implications, is
an act of sedition. Further, seeking details of military operations
in the theatre of war attracts the Official Secrets Act 1923. All Indians
are expected to support PM Modi to the hilt, in a war-like situation,
which is going to escalate .

Cacophony on surgical strike sickening
The continuous cacophony on the surgical strike is quite sickening.
It is belittling the glory and bravery of our soldiers who dared to
strike the terrorists' launch pad inside the Pak- occupied territory.
Why cannot we just keep quiet' both the ruling dispensation and the
opposition' and let our much beleaguered armed forces bask in their
achievement. Instead of raising the morale of our forces we are adding
to their disgust by this competitive fight over this strike which took
place two weeks ago. It is high time these two 'surgical strike' are
given a decent burial.

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future.
Comments
Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
