Will UP CM form a new Party ?

UP CM Akhilesh Yadav is reportedly going to float a new Party in the state. According to sources new Party is likely to be formed in November with the name of SP (Akhilesh). It is said that CM is not happy with the affairs of the party and has decided to field his own candidates under the banner of the new Party. Experts opined that if this happens than it will be tough time for all opposition parties including Mulayam Singh lead SP.

Meeting of selection committee for Director Enforcement is going to be held this week only. 1984 batch IPS officer of UT cadre Karnal Singh is set to be cleared for the regular appointment as ED. On Saturday he has been empanelled to the rank of Additional Secretary in the Government of India.

Post of CMD, ECL lying vacant since June 2015

Large number of bureaucrats were transferred in UP last week but if sources are to be believed this is not the last list before the assembly elections which are due in February next year. 70 IPS officers and about a dozen IAS officers were transferredon Friday and Saturday in UP. NSPCL pays dividend (UPDATED)

NTPC-SAIL Power Company Pvt Ltd (NSPCL), a 50:50 joint venture of two Maharatna companies, NTPC Limited and Steel Authority of India Limited (SAIL), paid a total dividend of Rs. 120.00 crores which included interim dividend of Rs.100crore and Final dividend of Rs.20 crore, which works out to 12.24% of paid up equity capital share capital, to its promoters. The Dividend and Dividend distribution tax amounts to 58.50% of Profit After Tax of Company achieved for financial year 2015-16. Ever since its inception in March 2001, NSPCL has been a continuous dividend paying company. Since Inception, the turnover & profit after tax of the Company grew at CAGR of 13.80% & 17.28% respectively. NSPCL recorded a total income of Rs.2299.87croreforFinancial Year 2015-16 with profit before tax (PBT) of Rs.262.06crore and a Profit After Tax (PAT) of Rs. 246.84crore. ManashSarkar, CEO, NSPCL along with S V Shahi, CFO, NSPCL presented the final dividend cheque of Rs. 10.00 crore to PK Singh, Chairman, SAIL. Anil Choudhary, Director(Fin) SAIL and Raman, Director (Technical) SAIL were also present on the occasion.

Criticism of the ruling dispensation
It is surprising that comments critical of the ruling government, the Prime Minister or Defence Minister are, through a twisted logic, branded as anti-national and involving belittling of the sacrifices and valour of the Army and our Jawans. What is being criticized is the political capital sought to be made of a purely military operation to get traction with voters, what with elections in the offing in key states such as UP and Punjab.
The Political Executive cannot appropriate credit, which belongs exclusively to the Armed forces.If they do they must be ready to face criticism even condemnation.That is essential in a democratic polity.No disrespect is ever intended to our armed forces, the criticism is applicable exclusively to the rulers of the day,bent on misappropriating credit due to the Army for political gain.

Central Deputation tenure to be increased

Central Deputation tenure to be increased to 7 years from existing 5 years. This will solve the problem of vacancy at director / JS level. DoPT has already increased non- central staffing scheme deputation to 7 years, now time is ripe for doing same for central deputation. Further, it takes 3 years to developed expertise in the sector and rest of 4 years can be used for delivery. This will help retain talents at the centre at Dir/ JS level.

IAS lobby should restore dignity of Armed Forces

Would appreciate if the IAS lobby restores the dignity and stature of Armed Forces personnel, rather than running them down, be it in pay commissions or warrant of precedence. It is the only pillar of democracy which has delivered results in ALL spheres, whenever tasked!

Missing records cannot be used as an excuse to deny information

The appellant stated that he joined the service in 1981 and is on the verge if retirement. He claimed that he has not got even a single promotion during his entire service period, though he is eligible as per rulers. He sought certain documents claiming that due to non-availability of the said documents, the appellant could not get his senior grade and selection grade. The PIO stated that information sought by the appellant is not available. The CIC observed that unless proved that record was destroyed as per the prescribed rules of destruction/ retention policy, it is deemed that record continues to be held by public authority. The CIC pointed out that by practice, 'missing file' cannot be read into as exception in addition to exceptions prescribed by RTI Act as it amounts to breach of Public Records Act, 1993 The CIC directed the PIO, Mr. the Principal and the Asst. Registrar to show-cause why maximum penalty should not be imposed upon them for not providing the information to the appellant and why disciplinary action should not be recommended against them. Further, the public authority was directed to explain why compensation should not be paid to the appellant for harassing him by not providing the requisite information for a long time.

Comments

In many government offices, the quality of record keeping needs a massive overhaul. As per Public Records Act, 1993 action can be initiated for any loss of public records and is punishable with imprisonment up to a term of five years or with fine or both.
