Hindustani Bhai Bhai

Whenever I'm in Defence Colony I make it a point to take a break at a roadside Tea shop that has a Shoe Shine next to it. As I sip my Tea and get my shoes shined I start chatting with the Tea Shop Owner and the Shoe Shine.
Tea Vend Owner: Sahab Dilli mein toh AAP ko abh Public bulaathi hai PAAP!
Shoe Shine: Hanji roz inn ka ek MLA andhar jaatha hai … aise chalta raha toh AAP will have to convene Party Meetings in Tihar!!
TVO: Kyon… sunna hai in this Party its Kejriwal and Sisodia who decide…. Kumar, Ashutosh and Khetan who justify what they decide … and the MLAs just follow!!!
SS: Loh jee aa gaye thaali ka baingan …. ( just then a Jhola waala joins us)….. Sahab he is sometimes a Congi, sometimes a Commie and sometimes PAAP sorry AAP wallah….Baingan ji aaj koun si Party se ho!!!!
Jholawala: Bakwaas matt karr … hum issue based support dethe hai……
SS: Sachch boll … tuh Note based support dehta hai!! Accha Sahab …. they say when Oil prices were falling everywhere…. Oil prices in India did not fall that much….. now when Oil prices are rising why are our prices rising like the rest!!!!
J: Arre BJP minted money then….. itna paisa banaaya ki inn ki pushto ki pushto ki pushto ameer rahe gi!! Rozz Petrol Pumps pe BJP waalo ki Vans aathis thi and they used to collect money!!
Me: Jhoot….. when prices fell our prices did not fall that much because Government increased Duties and the money was used to bring down the Deficit…. Deficit… jabh aap ka kharch aap ki aamdhani se zyaada hotha hai!! What do you do when this happens and you have to meet your expenses…
SS: Sahab ..if we cannot earn the money to make up the shortfall we have to sell something!!! Aggar haalath khasta hai koyi loan bhi nahi detta unless we pledge something of equal ammount!!
M: At one time we had to pledge our Gold……. see UPA left a burgeoning deficit….. and if this Government did not act our Economy would have taken a huge hit…. andhar paisa nahi aatha…. those people whose work is to look at a Country's Arth Vivastha and give it 'marks' would have given us bad marks or failed us and this would have lead to a big reduction in money coming into India!
TVO: Chaloo Sahab Arth Vivastha sambhaal lee abh toh Public ka kuch bojj ghatao…. or will they do it near the UP elections……as I see Congress just did maskaa polish and forgot about the Economy…. NDA is just keeping Economy in mind … arre kuch toh humaari maskaa polish karro… hum 'Votedaata' hai!!!! Sahab yeh Actor logh ka dimaag kharaab ho gaya hai….. arre Pakistan ka ek teela bhi yaha nahi bikkna chaheeye!!!
M: Jee ha…… Film waale are like Chinese… they only understand language of money!!!! See its Indians who are banning the Paki Actors and TV Serials… Zee did it on their own… Single Screen Owners did it on their own….. Public are vowing that they will not view Movies which have Paki Actors …. but there is a bewakoof Director who is blaming Modi…. !!!
SS: I will never see a movie that has Paki Actors!!!
JW: Arre they are humans too…. why should we ban Art!!
TVO: Baingan ji ….. insaan tabh hotha hai jabh unn mein insaaniyat ho….. if you are earning money from a Country …. its Public adores you despite the fact that you come from a Country which is a sworn enemy… then isn't it your duty to at least offer your condolences on the killing of Faujis by terrorists from your Country!! Kya Art….. they are just Bhaands….. why Sport is also a kind of Art but haven't we banned Pak cricketers from IPL and we don't play bilateral matches???
JW: You should have big hearts…..
TVO: Chall abh tuh bhaag yaha se…. aur yaha merri dukaan pe chai peene matt aaya karr….. yes you could become a Neta tomorrow and come into power….and you could get me thrown out from here….. so what …. Paisa sabh kuch nahi hai…… parr aap aur Bollywood nahi samjho ge!!!
SS: Bhai I will also go where you go!!!
M: And even if you go to the Border of Delhi I will Come to my Bhai's Shop to have Tea and get my Shoe Shined from my Chotta Bhai!!!

Let's move on

The Vice Chief of Army Staff gave a presentation to MP's of the Parliamentary Defence Committee as requested on the surgical strikes in PoK. Excellent as all members of the parties are represented there. They are all bound by Official Secrets Act as Parliamentarians . Silence thereafter is good. Let's move on .

SC orders not implemented by elite bureaucracy

Ref comments of Chandra Shekhar. If he has police reforms in mind, he should understand Supreme Court orders thereon have not been implemented by the elite bureaucracy. We have the dubious distinction of still implementing the British Laws. With such rampant shamelessness nothing will change.

JNU students at it again

JNU students were at it again-insulting India and Democracy. This is no freedom of speech -burning Prime Minister's effigy as Ravana. By doing this they have also insulted the people of India who elected him to lead this country for five years. They dared to do so because no harm came to them for their anti-national acts on Feb 9 when they joined the Kashmiri separatists' chorus of 'Azadi' as also idolized the terrorists like Afzal Guru and others. Even the High Court has shown lot of indulgence to them by granting the guilty students permanent bail for all that their criminal acts. It is high time JNU is purged of these elements who are there to indulge in pro-enemy acts while following a permanent student career at taxpayers' cost. Their highly subsidised fee and Board and lodging in the University hostel only encourages them to live in the campus for years not for any academic pursuit but to just indulge in mischief and political propaganda of their 'Commis' friends.

DATE WITH RTI

Missing records cannot be used as an excuse to deny information

The appellant stated that he joined the service in 1981 and is on the verge if retirement. He claimed that he has not got even a single promotion during his entire service period, though he is eligible as per rulers. He sought certain documents claiming that due to non-availability of the said documents, the appellant could not get his senior grade and selection grade. The PIO stated that information sought by the appellant is not available. The CIC observed that unless proved that record was destroyed as per the prescribed rules of destruction/ retention policy, it is deemed that record continues to be held by public authority. The CIC pointed out that by practice, 'missing file' cannot be read into as exception in addition to exceptions prescribed by RTI Act as it amounts to breach of Public Records Act, 1993 The CIC directed the PIO, Mr. the Principal and the Asst. Registrar to show-cause why maximum penalty should not be imposed upon them for not providing the information to the appellant and why disciplinary action should not be recommended against them. Further, the public authority was directed to explain why compensation should not be paid to the appellant for harassing him by not providing the requisite information for a long time.

Comments

In many government offices, the quality of record keeping needs a massive overhaul. As per Public Records Act, 1993 action can be initiated for any loss of public records and is punishable with imprisonment up to a term of five years or with fine or both.
