Who will believe ?
This is possible only in Modi Government. Alka Upadhyaya 1990 batch
IAS officer of Madhya Pradesh cadre never believed that she would get
central deputation within three days .In routine course she had applied
for central deputation and the state Government forwarded her request
to the Centre. Within three days of her request reaching to the GoI,
she was appointed Joint Secretary Rural Development. Ms Upadhyaya has
joined as JS RD last week.
No empanelment at Joint Secretary level from Uttarakhand
No officer out of one existing IAS officers of 1999 batch from Uttarakhand
has been empanelled for holding Joint Secretary level posts in Government
of India.

Govt rightly deserves credit for bold decision
I am surprised at the comments of P K Lahiri. I do not know his background,
but I am sure he knows about the role of policy, which is formulated
by the govt. The govt rightly deserves credit for the bold decision
taken to allow the armed forces a free hand. Till the action was taken,
the govt was being criticised for inaction (rightly so.). But by the
logic of Lahiri, while govt should take the blame for inaction, but
not credit for bold decision. I know that the armed forces are very
happy for being given the free hand, and people like Lahiri, and his
tribe, need not speak on their behalf. No earlier govt had dared such
decision after Mrs. Gandhi in 1971 ! Lahiri does not seem to know what
he is talking about !

Which are those rival cadres ?
When rival cadres have got their cadre review 6 times then it must also
be mentioned which are those rival cadres. Cadre review for each service
is independent exercise. It is not understood how the ITS is a rival
cadre and how it can lobby against the cadre review of other services.
It appears that its misinformation spread deliberately by the IP&T
Fin and Acc services to defame the ITS cadre.

Missing records cannot be used as an excuse to deny information
The appellant stated that he joined the service in 1981 and is
on the verge if retirement. He claimed that he has not got even
a single promotion during his entire service period, though he
is eligible as per rulers. He sought certain documents claiming
that due to non-availability of the said documents, the appellant
could not get his senior grade and selection grade. The PIO stated
that information sought by the appellant is not available. The
CIC observed that unless proved that record was destroyed as per
the prescribed rules of destruction/ retention policy, it is deemed
that record continues to be held by public authority. The CIC
pointed out that by practice, 'missing file' cannot be read into
as exception in addition to exceptions prescribed by RTI Act as
it amounts to breach of Public Records Act, 1993 The CIC directed
the PIO, Mr. the Principal and the Asst. Registrar to show-cause
why maximum penalty should not be imposed upon them for not providing
the information to the appellant and why disciplinary action should
not be recommended against them. Further, the public authority
was directed to explain why compensation should not be paid to
the appellant for harassing him by not providing the requisite
information for a long time.
Comments
In many government offices, the quality of record keeping needs
a massive overhaul. As per Public Records Act, 1993 action can
be initiated for any loss of public records and is punishable
with imprisonment up to a term of five years or with fine or both.
