Zutshi inaugurates Cultural Extravaganza marking
50 golden years of ITDC
India Tourism Development Corporation, under
the aegis of the Ministry of Tourism, organized a grand function on
18th of October, 2016 to mark the completion of successful 50 years
of ITDC in the field of hospitality and tourism at the convention hall
of The Ashok, A flagship property of ITDC. Vinod Zutshi, Secretary,
Government of India, Ministry of Tourism graced the occasion as the
Guest of Honor. Present among other dignitaries were Umang Narula, Chairman

Riposte
It can be quite appropriately retorted that Chatterjee does not know
what he is talking about. The point made was that the politicians have
no business to appropriate credit for a purely military operation for
political gain, with a view to influencing the outcome of impending
elections in certain key states. Surgical strikes have happened before
too, but the politicians of the day never tried to claim ownership.
This is something never done in case of covert operations.

Relation on shaky grounds
The relation between Defence services and the Govt. Appears to be on
shaky grounds which is not in the best interest of the Nation. But I
am sure Modi Is capable of and will retrieve the situation peacefully.

ITS have usurped wireless service
ITS was created to propagate landline services in India. But since then
they have managed to usurp the functions of the wireless service of
DoT and mischievously managed to took upon then the wireless work as
well. The cadre was declared surplus by the DoPT but still they are
managing their cadre review despite the objections of the DoPT. The
6th pay commission recommended their abolishment but they again managed
their survival. Post corporation of the telecom sector they should no
role in the government but their posts appear to be increasing with
the latest cadre review. Clear example of maximum government and minimum
governance.

Missing records cannot be used as an excuse to deny information
The appellant stated that he joined the service in 1981 and is
on the verge if retirement. He claimed that he has not got even
a single promotion during his entire service period, though he
is eligible as per rulers. He sought certain documents claiming
that due to non-availability of the said documents, the appellant
could not get his senior grade and selection grade. The PIO stated
that information sought by the appellant is not available. The
CIC observed that unless proved that record was destroyed as per
the prescribed rules of destruction/ retention policy, it is deemed
that record continues to be held by public authority. The CIC
pointed out that by practice, 'missing file' cannot be read into
as exception in addition to exceptions prescribed by RTI Act as
it amounts to breach of Public Records Act, 1993 The CIC directed
the PIO, Mr. the Principal and the Asst. Registrar to show-cause
why maximum penalty should not be imposed upon them for not providing
the information to the appellant and why disciplinary action should
not be recommended against them. Further, the public authority
was directed to explain why compensation should not be paid to
the appellant for harassing him by not providing the requisite
information for a long time.
Comments
In many government offices, the quality of record keeping needs
a massive overhaul. As per Public Records Act, 1993 action can
be initiated for any loss of public records and is punishable
with imprisonment up to a term of five years or with fine or both.
