In the same way ...this Nation's 19 sons were killed and our Pseudo Brothers want us to take the killings in our stride and behave as if nothing has happened!!! Despite all the killings they indulge in Aman ki Aasha sort of crap.... this Aman ki Aasha meant we want to be friendly despite whatever you do.....

Five IPS officers who were retired early this year, have been given the post retirement job. Prakash Mishra, 1977 batch, appointed DG, Home Guard and Civil Defence on contract basis, B.S.Bassi,1978 batch, became Member, UPSC, D K Pathak, 1979 batch, has been given the responsibility to keep the dialogue between GOI and Naga groups. Satish Chandra Jha 1981 IPS Bihar cadre became Advisor NTRO and Ashok Prasad, 1979 batch appointed Consultant, MHA.

MHA warns overstaying IPS officers on deputation of disciplinary actions

The Ministry of Home Affairs (MHA) has warned the IPS officers of overstaying on deputation without prior approval of Government. Their acts will lead to an adverse impact on the prospect at the time of empanelment and disciplinary proceedings.

Mrs Prasad to be next CGDA ?

Mrs Veena Prasad a senior officer is likely to be promoted as next CGDA in March next year. She is a 1982 batch IDAS officer and presently posted as Addl CGDA.

Anthony de Sa is longest serving CS in country

Anthony de Sa is the longest serving of the current Chief Secretaries of all States in country today. He assumed charge as CS of Madhya Pradesh on 1st October 2013, and has completed more than three years. On his retirement, the mantle of the currently longest serving Chief Secretary will fall on Vivek Dhand, who assumed charge as CS of Chhattisgarh in February 2014. Coincidentally, both had their first posting as SDO of Burhanpur in the undivided Madhya Pradesh, where also Dhand succeeded De Sa 33 years ago.

Finance and Accounting Functions Segregated in the OFs
The Competent Authority has approved the segregation of Finance and Accounting functions in the Ordnance Factories under Ordnance Factory Board ( OFB) as per recomendations of Ram Puri Committee Report. Seven Ordnance Factories have been selected for the pilot project where Ouri Committee report is being implemented. Accordingly posts of CFA have been re- designated as IFA.

CRC approves 480+ posts for IPTAFS against 200+ serving officers

CRC have approved 800+ posts for ITS officers against 1650+ officers serving presently. In case of ITS officers number of posts in CRC has been reduced from existing strength whereas in IPTFAS same has been made more then double. IPTFAS have encroached in to the administrative and executive responsibility within the ministry in addition to routine IFD function through field offices and other units. These administrative & functions were actually to be performed by ITS offices. ITS officers, a an engineering service, are ignored within their own ministry by top bureaucrats due pressure from IPTFAS, a civil allied service.

Yes. It is painful that due to anti lobbying by the ITS cadre and its Association who are misusing judicial process by filing CAT case against IP&TAFS Cadre the Cadre Review of IP&TAFS is pending. ITS cadre which was recommended for abolition by the 6th Pay Commission and seconded by the 7th Pay Commission just to keep the things in loop is lobbying against cadre review of IP&TAFS. It is sad that Administration is listening to a litigant cadre with malice intention.

There are many Senior Government Officers and Ministers who have Staff Car with them at the same time they take facility of additional vehicles either in the form of hired vehicle taken by the Ministry/Department for general duty purposes and also vehicles at the cost of PSUs, Attached/Subordinate offices. When these officials are on tour abroad, the vehicles are used by their family members on holidays.

Beware, Shanti Bhushan knows about it and very soon he is going to lodge a PIL in the Supreme Court.

Missing records cannot be used as an excuse to deny information

The appellant stated that he joined the service in 1981 and is on the verge if retirement. He claimed that he has not got even a single promotion during his entire service period, though he is eligible as per rulers. He sought certain documents claiming that due to non-availability of the said documents, the appellant could not get his senior grade and selection grade. The PIO stated that information sought by the appellant is not available. The CIC observed that unless proved that record was destroyed as per the prescribed rules of destruction/ retention policy, it is deemed that record continues to be held by public authority. The CIC pointed out that by practice, 'missing file' cannot be read into as exception in addition to exceptions prescribed by RTI Act as it amounts to breach of Public Records Act, 1993 The CIC directed the PIO, Mr. the Principal and the Asst. Registrar to show-cause why maximum penalty should not be imposed upon them for not providing the information to the appellant and why disciplinary action should not be recommended against them. Further, the public authority was directed to explain why compensation should not be paid to the appellant for harassing him by not providing the requisite information for a long time.

Comments

In many government offices, the quality of record keeping needs a massive overhaul. As per Public Records Act, 1993 action can be initiated for any loss of public records and is punishable with imprisonment up to a term of five years or with fine or both.
