Will 3 MLAs leave Cong in Goa?
All is not well in Congress in Goa. According to information during
the recent visit of Rahul Gandhi to Goa, few party MLAs met him. If
sources are to be believed three MLAs are going to resign from Congress
and join BJP next month.

Sharad Kumar as Chief of National Investigating Agency (NIA) for a period
of one more year after he retires on Monday next. He is former 1979
batch IPS officer of Haryana cadre.
Search Committee meets to select DGCA
Meeting of the Search Committee to recommend name of new Director General
of Civil Aviation (DGCA) was held on Thursday.
Santosh Varma to succeed Shiv Darshan Singh ?
2001 batch Kerala cadre IPS officer Santosh Varma A R is likely to succeed
J & K cadre 1995 batch IPS officer Shiv Darshan Singh in an Asian
country.

months. Now he has been posted as Commissioner, National Capital Region
(NCR), Ghaziabad. Presently he is Chairman, State Vigilance Commission.
He is a 1982 batch IAS officer.
Five new General Managers in Air India
Five officials in Air India have been promoted as General Manager. They
are Mssrs Vishrut Acharya,Rajneesh Bagga, Nirbhik Narang, V S Laxman
and Sanjay Mishra.
Two new appointments in MCX
P N Haldia will replace Anant Raman and Arun Bhargav IRS will replace
S N Mishra in the MCX.
Shenoy likely to join as Director (Ref), HPCL on Nov 1
Vinod Sadanand Shenoy, GM, HPCL, is expected to take over the charge
as Director (Refineries), Hindustan Petroleum Corporation Limited (HPCL)
on November 1, 2016. He would succeed present incumbent B K Namdeo retiring
in October.
Roy likely to take over as Director (HR), NTPC on Nov 1
Saptarshi Roy, Regional Executive Director, NTPC, is expected to take
over the charge as Director (Human Resources), National Thermal Power
Corporation (NTPC) Limited on November 1, 2016. He would succeed present
incumbent retiring inOctober 31, 2016.
Jeyakrishnan likely to join as Director (Mktg), HPCL on Nov 1
S Jeyakrishnan, ED, HPCL, is expected to take over the charge as Director
(Marketing), Hindustan Petroleum Corporation Limited (HPCL) on November
1, 2016. He would succeed present incumbent Y K Gawali retiring in October.
GoI yet to appoint Ravi Agrawal as Director (Tech), MRVC
Ravi Agrawal, ED, MRVC, who was selected for the post of Director (Technical),
Mumbai Railway Vikas Corporation Limited (MRVC), is yet to be appointed
by the Government of India as a vacancy of this post has been lying
vacant for a long time.

The tenure of M S Mathews as Director, Technical, National Fertilizers
Limited (NFL) is coming to an end in December, 2016. Devinder Singh

10 IOFS officers likely to join central deputation at Director/Dy Secretary
level
As many as 10 officers belonging to Indian Ordnance Factory Service
(IOFS) are expected to join central deputation at Director or Deputy
Secretary level in Government of India. They are: Vinay Kumar, Bibhuti
Bhsuhana Das, Amit Singh, Yogesh Mohan Dixit, Manoj Kumar Singh, Girish
Chandra Aron, Dharmendra Kumar Madan, Raghvendra Pratap Singh, Niranjan
Lal and Ms Urmi Shrivastava.
IRTS officer Ms Mehrotra likely to join GoI on deputation
Indian Railway Traffic Service (IRTS) officer, Ms Aashima Mehrotra is
expected to join Government of India on deputation at Director level.
Eight ITS officers wishing to join central deputation
As many as eight officers belonging to Indian Telecom Service (ITS)
have reportedly applied for central deputation at Director/Deputy Secretary
level. The officers are: Pankaj Kumar Salodia, Srikrishna Karuturi,
Pramod Kumar Panda, Amrendra Kumar, Akhilesh Gupta, Sai Sravanan Chinnathambi
Narayanan, Sudhir Kumar Rai and Gauri Shankar Sharma.

Judge of the Jharkhand High Court Justice Ravi Nath Verma has passed
away in Delhi.He was 60.

Cyrus Mistry removed; Ratan Tata appointed
as Interim Chairman, Tata Sons (UPDATED)
The Board of Directors of Tata Sons has, in its meeting, replaced Cyrus
P Mistry as Chairman with immediate effect. A new management structure
is being put in place and a selection committee has been constituted
to identify the next Chairman of Tata Sons. The committee has been mandated
to complete the process in four months. Ratan N Tata will perform as
an Interim Chairman.

Cell, 7th Pay Commission (UPDATED)
R K Chaturvedi, Chairman, CBSE, has been assigned an additional charge

Lohani must opt to lead his parent department
I have read that the Railways are still incurring a 4000 crore rupee
loss annually. Why does Ashwini Lohani not opt to "lead his parent
department from the front?'.

This caption in your columns appears a day after a TV channel highlighted
that (only) some IPS officers were in occupation of Govt accommodation
though they had retired. A mere coincidence?

is a candidate who is presently Director of a PSU and has also officiated
as CMD for more than one year.

The Central Administrative Tribunals had been set up in 1985 to provide
speedy and cost effective remedies to central government employees.
Has it fulfilled its goals? Justice has become very expensive.

Missing records cannot be used as an excuse to deny information
The appellant stated that he joined the service in 1981 and is
on the verge if retirement. He claimed that he has not got even
a single promotion during his entire service period, though he
is eligible as per rulers. He sought certain documents claiming
that due to non-availability of the said documents, the appellant
could not get his senior grade and selection grade. The PIO stated
that information sought by the appellant is not available. The
CIC observed that unless proved that record was destroyed as per
the prescribed rules of destruction/ retention policy, it is deemed
that record continues to be held by public authority. The CIC
pointed out that by practice, 'missing file' cannot be read into
as exception in addition to exceptions prescribed by RTI Act as
it amounts to breach of Public Records Act, 1993 The CIC directed
the PIO, Mr. the Principal and the Asst. Registrar to show-cause
why maximum penalty should not be imposed upon them for not providing
the information to the appellant and why disciplinary action should
not be recommended against them. Further, the public authority
was directed to explain why compensation should not be paid to
the appellant for harassing him by not providing the requisite
information for a long time.
Comments
In many government offices, the quality of record keeping needs
a massive overhaul. As per Public Records Act, 1993 action can
be initiated for any loss of public records and is punishable
with imprisonment up to a term of five years or with fine or both.
