F: Ha ….ha….. side income!!! But what surprises me is despite the reasonably good results of the Tata Group still he's been sacked….. hmmmmm…… the joke here is from Being Cyrus the new DVD in Tata Group is…. Prem Rattan dhan paiyo!!!

M: Ha … ha ….will Mistry gulp this down as bitter medicine???

F: No … I don't think so…..but you never know….. the Parsi Network can work in mysterious ways!!! And then remember Pallonjis have a very sizeable holding in Tata Sons...its in their interests too .....Tata Group does not trip itself!!

M: Mistry … mystery … and more mystery!!! Achaa what is the market saying about the SP fight!!!

F: See Amar Singh had indicated some time back that there would be a big bang in SP in October…. so my guess is it's a planned fight….. I think they are actually fighting anti incumbency in an ingenious way....by fighting between themselves !!

M: Achaa...he was trying to tell Amrinder ...you are not of my stature ....but Amrinder was the CM of a full fledged State ...Kejriwal is CM of a semi State ...

F: Or he thinks because he keeps trying to elicit a response from Modi his stature is bigger!!

M: If you ask me ...we have two WMDs... we should send both to Pakistan... Amar Singh ..Our Weapon of Mutuality Destruction ... and then Kejriwal.... Weapon of Mental Destruction. .....one will make half of Pakistanfight amongst themselves ...and the other would make the other half of Pakistan mad. ..

Accounts and finance service officers not supposed to do administrative works

Accounts and Finance Services in govt. of India Setup are created for accounting of government departments and for providing financial advice to administrative authority. Also there are clear orders on this from finance ministry and DoPT that accounts and finance services officers will not do any administrative works in any ministry as their job is to give finance advice. In contrary to this, In department of Telecommunication, IPTA&FS , an accounts and finance service is performing many of the administrative and technical functions by appointing technical consultants in ministry and CCA field units. By all these manipulations , they are trying to make their cadre strenth to 4 times of their working strenth to get undue promotions. where as for ITS cadre, which is a technical service these people are saying that this service is not required in this technical department because we accounts people can execute their functions also by deploying technical private consultants. Let,s see what Happens..?

Ban strikes by Lawyers


Last week it was reported in Times of India that Lawyers in UP were on strike for 100 days in a year!! many on flimsy grounds .Lawyers in other states like DELHI and TAMILNADU are no better. It is high time that Government of India ban strikes by Lawyers who are having very high income. They can not be equated with low paid industrial workers.Further they should be penalised heavily for non appearance /seeking adjournment on flimsy grounds.

Sad state of affairs

It is very sad state of affairs that a service recruited solely for the purpose of carrying out wireline(land line) operations of department of telecom services(DTS)(Corporatised as BSNL in year 2000) is doing administrative functions of DoT whereas pathetic state of BSNL and widespread malpractices there shows their real capabilities and area of specialisation. It us also interesting to see that there exist another genuine group A service in Department of Telecom I.e. Indian radio regulatory service which is designated to manage wireless operations in India.In such conditions reviving a dead cadre (in disguise of compassionate grounds) with the push of money power will only make working environment of DOT more complicated.ITS is fighting a battle for survival in lost world by claiming all administrative functions. Even in CAT Hyderabad they claimed Secretary (Telecom) post too. Reality is that in 2001-02 NDA government specifically declared them surplus service. Documents are still there to prove yhus fact. Another facet of picture us that it will be only case in government where a joint cadre is proposed for PSU and administrative ministry. How the impartiality will be ensured? It may be an interesting case where maker and checker both will be same.

Missing records cannot be used as an excuse to deny information

The appellant stated that he joined the service in 1981 and is on the verge if retirement. He claimed that he has not got even a single promotion during his entire service period, though he is eligible as per rulers. He sought certain documents claiming that due to non-availability of the said documents, the appellant could not get his senior grade and selection grade. The PIO stated that information sought by the appellant is not available. The CIC observed that unless proved that record was destroyed as per the prescribed rules of destruction/ retention policy, it is deemed that record continues to be held by public authority. The CIC pointed out that by practice, 'missing file' cannot be read into as exception in addition to exceptions prescribed by RTI Act as it amounts to breach of Public Records Act, 1993 The CIC directed the PIO, Mr. the Principal and the Asst. Registrar to show-cause why maximum penalty should not be imposed upon them for not providing the information to the appellant and why disciplinary action should not be recommended against them. Further, the public authority was directed to explain why compensation should not be paid to the appellant for harassing him by not providing the requisite information for a long time.

Comments

In many government offices, the quality of record keeping needs a massive overhaul. As per Public Records Act, 1993 action can be initiated for any loss of public records and is punishable with imprisonment up to a term of five years or with fine or both.
