As many as 11 officers belonging to Indian Administrative Service (IAS)
of various cadres and batches are retiring in October this year. They
are: A M Mankad of Gujarat cadre; Baleshwar Singh of Jharkhand; Dr Upendra
Tripathy of Karnataka; G Elias and V K Balakrishnan of Kerala cadre;
Anthony De Sa of Madhya Pradesh; S V Deshpande of Maharashtra cadre;

Orders of B P Singh as new Chief Secretary of Madhya Pradesh issued

Orders of Basant Pratap Singh, Additional
Chief Secretary, Home, for the appointment as new Chief Secretary of
Madhya Pradesh have been issued by the State Government. Singh, who
belongs to a 1984 batch IAS officer, will work as Officer on Special
Duty (OSD) until the retirement of present incumbent Anthony De Sa on
October 31. Singh will don the mantle on November 1, 2016.

N S Bains quits IFS to join IPS
Navneet Singh Bains has resigned from the Indian Forest Service (IFS)
in order to join the Indian Police Service (IPS). He is a 2009 batch
IFS officer of Punjab cadre.
Will MHA review order about Retired DGs ?
At a gathering in the national capital, IPS officers expressed dissatisfaction
over the recent MHA order regarding withdrawal of guard, driver, cook
and other facilities to retired DGs. Some ex- DGs requested MoS Home,
who was also present, to review such order. They urged him to provide
basic facilities to retd DGs.
MHA order about retd DGs not binding on States
MHA order regarding withdrawal of personal staff and security to rted
IPS officers and former DGs is not binding on state govts. According
to sources State police Chiefs follow CM's order and MHA order has no
merit in States.
Nikhil Kumar Jain selected as Director (Pers), NHPC
Nikhil Kumar Jain, Director (Personnel), AIL, has been selected for
the post of Director (Personnel), NHPC Limited at a Public Enterprises
Selection Board meeting held on October 26, 2016. As many as 13 candidates
were interviewed for the same.
Justice Chelameshwar skips Collegium meet
Judge of the Supreme Court of India Justice J Chelameswar has reportedly
skipped the Collegium meeting on Thursday though it was attended by
the remaining four judges, including the Chief Justice.

C K Mishra, Secretary, Health & Family Welfare, has been assigned
an additional charge of Secretary and Director General, National AIDS

PM to address 2014 batch IAS officers on Thursday
172 IAS officers of 2014 batch, who were posted as Asstt Secretaries
in 42 union ministries, are going to complete their training. PM will
address them on Thursday in Delhi.

ONGC declares results
for Q2 FY17 (UPDATED)
In its 286th Board meeting held on October 27, 2016, ONGC presented
the Quarterly results for the second quarter ended on September 30,
2016. The company notifies 15 discoveries so far in FY'17 while declares
interim dividend of 90% with the board recommending bonus issue in the
ratio of 1:2. ONGC Board has approved an interim dividend of 90%, i.e.
4.50 on each equity share of ? 5. The total payout on this account will
be 3,850 crore. Government of India will receive ? 2,654 crore on its
68.93% shareholding. In addition, dividend distribution tax of 784 crore
would also be paid to the Government. The Record date for distribution
of dividend has been fixed for 5 th November, 2016 which has been intimated
to the stock exchanges. The payment of interim dividend to the shareholders
shall start from November 7, 2016. ONGC Board has recommended Bonus
issue in the ratio of 1:2 (i.e. one bonus share for every two existing
shares held) subject to approval of shareholders.

CAT taking much time in delivering judgements
For first few years time taken by CAT for disposal of cases was comparatively
much less as compared to time taken during last 10-15 years. Now CAT
is working as other civil courts and taking lot of time in delivering
judgements.

A brilliant feat of real politics by Netaji, Master ji & Pahalwan
ji
Neither war nor conflict this show remained undecided. To understand
what actually happened, one would need to read Mulayam's mind. He is
the winner, as he has achieved what he wanted. Moving away from the
English language, it demands the mastery over the local Saifai language.
Remember that Netaji was a teacher and a wrestler. He is passing on
the baton to the next generation. But coronation under the Right of
Primogeniture is bound to harm his interests as he knows all the sharks
in the family and the party. Mulayam Singh is the youngest shark among
all these dangerous sharks. He has crafted his strategy most diligently,
keeping the cards close to his chest. Number 1- the claimant to his
legacy need to learn all the tricks of the trade, its guiles, scheming,
caste and communal management, limits of sycophancy influence, money
& muscle power, charm offensive, intra-party and inter-party manoeuvring
and awareness of the power of the law of the land. He has compelled
his chosen successor to prove his worth on these counts. The Masterji
in the Netaji has administered the lessons his favourite pupil must
learn and learn rather fast. He has to go to Kurukheshtra-II soon and
he will find all his clansmen and well wishers ranged against him. This
time the Gita will not be spoken at the Kurukheshtra's Maidan. So Netaji
has done that in advance. Number 2- What has been witnessed so far in
the last few months and specially in the last 72 hours is Netaji's next
move. That move is from Mulayam Singh the wrestler. Those aware of the
wrestling game would also remember that the "ustad or Guru"
running the Akhaadaa makes his boys (ladkon ko) try their strength(jor
ajmaish) before they are allowed to go for any tournament. To put it
in Saifai language "Ladkon ko jor azmaish karbai hai".For
Netaji all are "ladake" (Ladkon se galti ho jati hai). But
in this Kurukheshtra-II, the Ladke log will not be pardoned for making
any mistake; it is real WAR and wars deliver only victory or defeat.

ITS fighting a battle for survival
ITS is fighting a battle for survival in lost world by claiming all
administrative functions. Even in CAT Hyderabad they claimed Secretary
(Telecom) post too. Reality is that in 2001-02 NDA government specifically
declared them surplus service. Documents are still there to prove this
fact. Another facet of picture us that it will be only case in government
where a joint cadre is proposed for PSU and administrative ministry.
How the impartiality will be ensured? It may be an interesting case
where maker and checker both will be same.

Missing records cannot be used as an excuse to deny information
The appellant stated that he joined the service in 1981 and is
on the verge if retirement. He claimed that he has not got even
a single promotion during his entire service period, though he
is eligible as per rulers. He sought certain documents claiming
that due to non-availability of the said documents, the appellant
could not get his senior grade and selection grade. The PIO stated
that information sought by the appellant is not available. The
CIC observed that unless proved that record was destroyed as per
the prescribed rules of destruction/ retention policy, it is deemed
that record continues to be held by public authority. The CIC
pointed out that by practice, 'missing file' cannot be read into
as exception in addition to exceptions prescribed by RTI Act as
it amounts to breach of Public Records Act, 1993 The CIC directed
the PIO, Mr. the Principal and the Asst. Registrar to show-cause
why maximum penalty should not be imposed upon them for not providing
the information to the appellant and why disciplinary action should
not be recommended against them. Further, the public authority
was directed to explain why compensation should not be paid to
the appellant for harassing him by not providing the requisite
information for a long time.
Comments
In many government offices, the quality of record keeping needs
a massive overhaul. As per Public Records Act, 1993 action can
be initiated for any loss of public records and is punishable
with imprisonment up to a term of five years or with fine or both.
