About 30 IPS officers belonging to 1986 batch
are believed to have been cleared for empanelment to the rank of ADG
in the Government of India.
Who will be new CMD of SIDBI ?
Pursuant to the appointment of the present CMD Dr. Kshatrapati Shivaji
as Executive Director of Asian Development Bank, the post of CMD in
SIDBI (Small Industries Development Bank Of India) would fall vacant
in a couple of months . Some names are already floating around to take
over the reigns in SIDBI. While there are 2 DMDs in SIDBI the senior
DMD reportedly does not have the minimum residual years of service to
assume CMD's post.

If MHA continues to pursue its order regarding withdrawal of facilities
to retired IPS officers who retired as DGs IPS officers will have second
thought to join Central Police Organisation as DG. According to sources
DGs of CPOs have been given status of a core commander of a armed forces
and accordingly facilities have been ear marked. After retirement his
personal life and family would be at risk if security is withdrawn .
Whereas state govts take full care of its retired senior officers.

B P Singh in the race of Chief Secretary of Madhya Pradesh. Till 6 pm
on Wednesday, Srivastava was ahead in the race but late in the evening

ONGC declares results for Q2 FY17
In its 286th Board meeting held on October 27,
2016, ONGC presented the Quarterly results for the second quarter ended
on September 30, 2016. The company notifies 15 discoveries so far in
FY'17 while decares interim dividend of 90% with the board recommending
bonus issue in the ratio of 1:2. ONGC Board has approved an interim
dividend of 90%, i.e. 4.50 on each equity share of ? 5. The total payout
on this account will be 3,850 crore. Government of India will receive
? 2,654 crore on its 68.93% shareholding. In addition, dividend distribution
tax of 784 crore would also be paid to the Government. The Record date
for distribution of dividend has been fixed for 5 th November, 2016
which has been intimated to the stock exchanges. The payment of interim
dividend to the shareholders shall start from November 7, 2016. ONGC
Board has recommended Bonus issue in the ratio of 1:2 (i.e. one bonus
share for every two existing shares held) subject to approval of shareholders.

When will this end ?
It is apparent that Indian Telecom Service and Indian P&T Finance
and Accounts Service do not see eye to eye. When will this end ?

Sad state of affairs
It is very sad state of affairs that a service recruited solely for
the purpose of carrying out wireline (land line) operations of department
of telecom services (DTS) (Corporatised as BSNL in year 2000) is doing
administrative functions of DoT whereas pathetic state of BSNL and widespread
malpractices there shows their real capabilities and area of specialisation.
It us also interesting to see that there exist another genuine group
A service in Department of Telecom I.e. Indian radio regulatory service
which is designated to manage wireless operations in India.In such conditions
reviving a dead cadre (in disguise of compassionate grounds) with the
push of money power will only make working environment of DOT more complicated.
ITS is fighting a battle for survival in lost world by claiming all
administrative functions. Even in CAT Hyderabad they claimed Secretary
(Telecom) post too. Reality is that in 2001-02 NDA government specifically
declared them surplus service. Documents are still there to prove this
fact. Another facet of picture us that it will be only case in government
where a joint cadre is proposed for PSU and administrative ministry.
How the impartiality will be ensured? It may be an interesting case
where maker and checker both will be same.

Finance and accounts people should be in their limits .Their greed for
promotion is increasing and with out even know ABCD of technicality
of telecom they want to do technical functions which is beyond their
mental state.They should understand and remember this fact until cadre
review of ITS IS Completed,IP&TAfs cadre review will never be completed.

Very Unfortunate what IPTA&FS trying to prove? BH and Vikram Singh,
From your posts, it came to be known that Indian telecom Service officers
were recruited for landline services. What a strange thing you are saying
that when telecom was solely landline service it was managed by Indian
telecom Service but as now Wireless telecom is widespread so ITS can
not manage it . I think both of you are members of IPTA&FS and will
request you to apply your mind and understand that services are created
and people are recruited for a particular purpose which is in this case
is ensuring telecom Services to the people of this country. Technology
come and go and is irrelevant. If ITS is not required what is the requirement
of IPTA&FS. you always have been a advisor cadre to ITS officers
. If ITS is not required why the advisor is required. also as per your
theory, earlier tax collection was manual so IRS officers were appointed
but now as it has been computerised so IRS must be made surplus and
some accounting service working there to be given charge so that they
can work by appointing private tax consultatnts as you are trying to
do in DOT. you mentioned of Indian Radio Regulatory Service. I want
to tell you that this service is very old .people are working from last
40 years in this service and their job always has been to allocate the
spectrum for wireless services and they are happily doing their job.
Problem is with IPTA&FS only.

Missing records cannot be used as an excuse to deny information
The appellant stated that he joined the service in 1981 and is
on the verge if retirement. He claimed that he has not got even
a single promotion during his entire service period, though he
is eligible as per rulers. He sought certain documents claiming
that due to non-availability of the said documents, the appellant
could not get his senior grade and selection grade. The PIO stated
that information sought by the appellant is not available. The
CIC observed that unless proved that record was destroyed as per
the prescribed rules of destruction/ retention policy, it is deemed
that record continues to be held by public authority. The CIC
pointed out that by practice, 'missing file' cannot be read into
as exception in addition to exceptions prescribed by RTI Act as
it amounts to breach of Public Records Act, 1993 The CIC directed
the PIO, Mr. the Principal and the Asst. Registrar to show-cause
why maximum penalty should not be imposed upon them for not providing
the information to the appellant and why disciplinary action should
not be recommended against them. Further, the public authority
was directed to explain why compensation should not be paid to
the appellant for harassing him by not providing the requisite
information for a long time.

a massive overhaul. As per Public Records Act, 1993 action can
be initiated for any loss of public records and is punishable
with imprisonment up to a term of five years or with fine or both.
