What kind of debate is this ?

Good write ups, articles, editorials promptly enhances the readership of the concerned newspaper, magazine including internet site like whispers. I find some people contribute intellectually and regularly to your magazine/site selflessly inter alia enlightening the masses on varied topics of general interest. However on certain days, I find the space provided under Forum - for the said purpose is blacked out with irrelevant notes of no interest and thus make the readers form opinion about the site contrary to its interests. Topics of Debate whenever initiated in house by editor etc. must be thought provoking and magnanimous to attract the desired contribution of good writers. For example the topic chosen - who is the best attired politician - is absolutely irrelevant kind of a topic for the people of substance and that is why I hardly find any thought provoking process . That us why the replies are peculiarly not even half liner. Better label it as self styled quiz wherein you pose question with answers as and when received to be matched with pre determined solution. That is why your topic has failed to enunciate interest in the masses. What answers are being received - Simirti Rani, Modi etc. as the best attired personalities are just jokes. What kind of debate is this ?

I suggest you honour some of your good writers by organizing event may be annually and keep a watch on their performance before announcing their names. Such functions shall imbibe glory to your efforts. This does not cost much but will have great impact . No one is interested in money.

Modi ki sharafat aur Sharief ki adawat led to the slight view of what Modiwaad is. Well done. Still better that the big five are stunned to see the two countries take action ignoring their hegemony or diktats. American presidential hopeful Hillary still lives in the conventional frame of US foreign policy without acknowledging the need to look at the new world differently. Terrorism today is the biggest threat for America, which Clinton rightly put as fear/threat if nukes come in possession of terrorists on a coup in Pakistan. Full democracy in Pakistan is not in the interests of America. They want to keep a prime minister under the authority of a military General ! The big 5 don't want genuine democracy in Pakistan because that would eliminate their area of influence drastically and change this part of the world. Majboori ka naam Mahatma Gandhi is no more the maxim but Gandhi-II or Modiwaad. Kautilyaye prataa smarnam!

Raise issue of Child Care Leave !


Need to raise the issue of Child Care Leave for Women employees. I feel it is time to do a rethinking and go back on the recommendations of the commission of letting women employee first exhausting their EL and then seeking CCL. Today everybody wants to avail of this leave. No where in world such luxury exists.

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future.

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
