J'khand becomes first state to launch DBT in Kerosene

Jharkhand has become the first state in the country to implement Direct Benefit Transfer (DBT) in Kerosene in four identified districts namely, Chatra, Hazaribagh, Khunti and Jantara from 1st October, 2016. Under the DBTK Scheme, PDS kerosene is being sold at non-subsidised price, and, subsidy, as admissible, is being transferred to consumers directly into their bank accounts. This initiative of the governments is aimed at rationalising subsidy, based on the approach to cut subsidy leakages.

Refrain from raising questions on Army's claim

Surgical Strike is not an IPL match whose highlights people should die to watch and comment on. It is not a sting operation or sex tape to be played on TRP hungry TV either. If you don't believe your own Army, problem lies with you. But one shouldn't dare to question Army's claim. After all, it is our defence forces because of whom we are safe.

Stunned and shocked that some political parties are questioning the Indian Army and it's official statements publicly. It only hurts the nation. Such parties and their leaders should learn what 'nationality' is and rise above petty politics when it comes to the honour and dignity of the nation.

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future.

Comments


Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
