AAP govt days are numbered?
Are AAP govt 's days numbered ? If sources are to be believed, about
a dozen AAP MLAs are facing various cases and some are arrested. 21
MLAs, who have been appointed Parliamentary Secretaries, fate now lies
with ECI. If ECI disqualify them then party will lose majority. AAP
won the election with 67 MLAs.
Why Congress leaders giving contradictory
statements?
After surgical strikes by the Indian Army, Congress leaders seems to
be confused. According to sources right from Rahul Gandhi to Sanjay
Nirupam giving hard hitting statements while party has maintained distance
from Nirupam's statement and supported the army and the govt action
in this regard but after Rahul 's outburst against the PM on Thursday,
party is said to be confused how to react ? Will high command clear
the air ?
Coffee with an ex AAPian friend ...

became 'kutti' (broke friendship) with all of his friends after he joined
AAP and now after exiting AAP he's befriending friends he was 'kutti'
with.

M: At first when it started with Anna I too was attracted ... but
when Kejri went back on his ...no politics for me ..and left Anna ..
I realised he's just a Guppi. And then when his double standards ..like
we won't take a Government House and Laal Batthi waali car .....played
out in actuality when he got power ..I felt I had realized the truth
well in time ..
F: Say a thank you to Him ... yaar it was like a vortex of idiocy
..once I got sucked in ..I realize today I literally defied all logic..
M: But when did you get jolted out of your idiocy ..
F: When I met one of his close aides.... boy I got such a kick in
my pants.. such hunger for power ....such closed mindedness ... and
then for him AK was a Demi God ....Congress's High Command and Gestapo
combined !!
M: Now what's your prognosis for AAP..
F: Self destruct ...or just buckle under the weight of their stupidities.
..now like see AK's statements on the Surgical Strikes ...you think
Public does not know what he is actually saying ...he thinks he's being
smart firing the gun from Pakistan's shoulder ...
M: I'm appalled at the language these AAP guys use ....
F: They feel it's aggressive politicking ....insulting comes so
naturally to them .....and as they move up in the Party the language
gets worse ...at the grassroots the AAP guys are pretty decent ... most
mean well ... but like me... in different stages of being 'vortexed'...
I got 'vortexed' too fast ..
M: AAP boasts they are sweeping Punjab and Goa Polls ..
F: That's their SOP ... start with.. we've already won ... they
did it in Delhi ...
M: Yup in Delhi it worked because Congress had been binned ... and
BJP was hell bent on self goals ...or maybe BJP was not interested in
winning Delhi as AAP had raised expectations to ludicrous levels via
ludicrous promises ..
F: I hear in Punjab there's a bounce back by Akalis BJP ...AAP NRI
support is wilting ... if you go down to brass tacks Akali BJP have
not done too badly in Punjab... especially Power. .Roads ...pro Poor
schemes ...general development ..
M: Yup badh se badhnaam boora...achcha now one vital question....and
give me a frank reply... is AK honest ..
F: Arre I'm out of AAP mindset ...I don't issue certificates or
pronounce verdicts .....I don't question people's certificates .....I'm
back to ... apni nibhed tainoo horr naal kee ..gattdi sambhal tainoo
chor naal ki ...do your job..forget what the other person is doing ..take
care of your belongings and stop taking everyone to be a robber !!!

Vinod Agrawal, Secretary, National Commission for Scheduled Castes (NCSC),

Another reality in services
There is an article on empanelment of IAS as JS in less than 20 yrs
and other services are also requesting for similar treatment. Good it
should done. Another reality in services is officers in CSS & CSSS
have stagnated for over 20 yrs on existing posts. DOPT lists out status
of cadre restructuring of various services and pat on its back that
it has completed these cadre restructuring in a time bound manner in
so far as CSS and CSSS cadre restructuring were announced in Jan 2015
and was to be completed in 3-6 months unfortunately both has not yet
seen the light of the day. DO DOPT also reports this fact to Cab. Sec.
or other higher ups. I hope set of rules of GOI are same for everyone
and these are the same DOPT officers who are dealing other matters of
cadre. Have some heart and treat these 2 services with heart.

Pay revision orders in R/O re-employed pensioners awaited
It is about two months when the CCS (Revised Pay) Rules, 2016 were issued
on 25th July, 2016 specifying in Para 2(2)(vii) that these rules shall
not apply to persons re-employed in Government after retirement. Justifiably
speaking, DOPT may please issue pay revision orders in respect of re-employed
pensioners also, like past times, when Govt. issued OMNo.3/13/2008-Estt.
(Pay II) on 11th November, 2008 so as not to deprive the re-employed
pensioners any longer their legitimate benefit as a result of acceptance
of the recommendations of 7th Pay Commission by GoI, which has already
been given to other working employees.

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future.
Comments
Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
