Gujarat Bureaucracy Means Business (3)

Secretariat in Gandhi Nagar the other day and what he saw was unbelievable.
He shares some of the unforgettable moments of his visit.
Consistency is the benchmark of the office of Additional Chief Secretary
(Personnel) (I/C) Anil Mukim. Due to his efficiency, the 1985 batch
IAS officer of Gujarat cadre has been one of the trusted bureaucrat
of former Chief Minister of Gujarat and present Prime Minister of India
Narendra Modi. Whispers in the corridors found smooth working and Mukim
impact in the bureaucracy of Gujarat.
Who will pay Minister's shopping bill ?
If sources are to be believed, a Secretary of a ministry refused to
pass the bill of in- charge minister. It is said that after purchasing
the minister send the bill to the secretary for payments. But the secretary
said " no" and returned the bill to the minister. Whether
payment has been made or not only minister and secretary could tell
the truth.
Is CM of UP really worried about L & O
?
Akhilesh Yadav, CM seems to be more worried about UP 's Law & Order
situation. In a meeting he warned police and administrative officers
regarding law and order situation of the state. It said that he asked
police officers to honour your uniform and take stern action against
erring subordinate officers. According to sources CM himself has started
monitoring the state's law and order situation.
Longest time ailing Governor
Ram Naresh Yadav, the out going Governor of MP was longest time ailing
Governor. Though he completed his term but he was was not in good health
throughout his tenure. According to sources most of the time he was
hospitalised.

Lt Gen Surinder Singh to be Army Commander at Western Command ?
Lt Gen Surinder Singh is being tipped to be GOC-in-C Western Command
at Chandimandir. He was earlier posted in Siliguri.
Justice Alok Aradhe moves to J & K High Court
Judge of the Madhya Pradesh High Court Justice Alok Aradhe has been
moved to the J & K High Court.

Peter to be Chairman in AP ?
J Raymond Peter is likely to be appointed Chairman of the District Reorganisation
Authority in telangana. He is 1984 batch IAS officer.
No candidate appears for Director (Mktg), HECL

Out of three IAS officers of 1999 batch from Odisha cadre, Shubha Sarma
and Bhaskar Jyoti Sarma have been empanelled for holding Joint Secretary
level posts in Government of India.
Ms Mandeep Kaur appointed as Deputy Secretary, Revenue in GoI
Ms Mandeep Kaur has been appointed as Deputy Secretary in the Department
of Revenue in Government of India. She is a 2004 batch IAS officer of
J&K cadre.
Technology use have increased many fold
During NDA govt's rule the use of technology have increased many fold
in the govt routine work. Union ministers are doing unveiling of plaque
by remote control . Suresh Prabhu, Railway Minister using this technology
frequently to start new facilities. PM and other ministers are engaging
NIC for video conferencing and other remote controlled facilities.
Ms Srihari Rao promoted to Commissioner of Customs grade
M Srihari Rao has been promoted to the grade of Commissioner of Customs
and Central Excise. He is an IRS-Customs officer.

Ms Suja K K has been promoted to the grade of Joint Commissioner of
Customs and Central Excise. She is an IRS-Customs officer.
Three IAS officers transferred in Goa
The state government on Friday transferred 3 IAS officers to new places
of posting. Angelo Fernandes has been appointed new Collector of North
Goa in place of Nila Mohan who has been removed from the post. T S Sawant
will be new Labour Commissioner, Goa.
Delhi Police transfer list likely next week
Since the scheduled JCA meeting has postponed now long awaited transfer
list of Delhi Police is likely to be out after Ied.
P C Meena appointed as PS to C R Chaudhary
P C Meena has been deputed as Private Secretary to C R Chaudhary, Minister
of State for Consumer Affairs. He is a 2004 batch IAS officer of Haryana
cadre.
Niraj Kumar is also DDG, PG, QA & I, Postal
Directorate
Niraj Kumar has been given the additional charge of DDG (PG, QA &
I), Postal Directorate. He is a 1992 batch Indian Postal Service officer.
Ramji Om deputed to RCIL as GM
Ramji Om, Sr. DFM, Western Railway has been selected for deputation
to RCIL as GM/Finance/Mumbai for a period of three years. He is an IRAS
officer.
7 IRAS officers given new postings
As many as seven IRAS officers have been transferred and posted to different
places. Accordingly, Mrs Tanuja Thakur Khalho has been transferred to
Eastern Railway in SA grade while B L Meena was posted to Modern Coach
Factory/Rae Bareli in SA grade. Similarly, K K Goyal has been posted
to North Eastern Railway in SA grade while M D Jawed Mazhar was transferred
to Eastern Railway in SA grade; Hamim Ahmed to CORE; Ms Richa Khare
to Western Railway in the same grade and David Lalmalsawna has been
transferred to Northeast Frontier Railway in the same grade.
Romel Singh Jamwal joins as Director, Conservation
Romel Singh Jamwal, Superintending Archaeological Engineer, has assumed
the charge as Director, Conservation at ASI, Headquarters, New Delhi.
He is an Archaeologist.
Sandeep Raj is also CVO, CMPFO, Dhanbad
Sandeep Raj, CVO, CMPDIL, has been assigned an additional charge of
CVO, Coal Mines Provident Fund Organisation (CMPFO), Dhanbad. He is
an IRS-IT officer.
D P Roy promoted to JAG
D P Roy presently in Northeast Frontier Railway (NFR) has been promoted
to Junior Administrative Grade (JAG). He is an IRAS officer.
Minor reshuffle of IAS officers in J&K
As many as six IAS officers have been transferred and posted to different
places in Jammu and Kashmir. Accordingly, Pramod Kumar Jain has been
appointed as Chairman, J&K Bureau of Public Enterprises while Bharat
Bhushan Vyas holds an additional charge of Principal Secretary to Chief
Minister with other charges Inforamtion, Hospitality & Protocol,
Civil Aviation and Estates Departments and Lokesh Dutt Jha is Financial
Commissioner Revenue. Besides, Navin Kumar Choudhary has been appointed
as Commissioner/Secretary, Finance Department; Ms Vineeta Gupta as Transport
Commissioner and Parvez Iqbal was posted as Commissioner, Commercial
Taxes.

Raghavendra Rao Balakrishna has been promoted to the grade of General
Manager in State Bank of India (SBI).

reading
News regarding further extension to Arundhati Bhattacharya,Chair-Managing
Director of State Bank of India, makes sad reading. Even by global standards,
India is endowed reservoir of highly talented, motivated and brilliant
Managers who are passionate, ambitious, competent and with a vision.
Government will do well to name a successor, with out further delay
and end the uncertainty. By doing so, GoI under the pragmatic leadership
of Modi, will be sending the right signal.

The media reports of a delegation of 15 JSs (of MHA) approaching the
Home Minister to intercede in favour of a fellow JS , who was suspended
along with three junior officers ( 2 USs and 1 SO- all from " downtrodden
Services " ) in connection with the renewal of FCRA licence of
controversial Islamic preacher Zakir Naik's NGO, has jolted the conscience
of one and all. Request for revocation of suspension of JS on the plea
that he was 'wrongly punished' for 'lapses committed by junior officers',
is bizarre, irrational, unethical, arbitrary- based on pick and choose.
The undignified behaviour on part of an advantaged group of officers,
has demoralized the lower echelons of bureaucracy. WIC informs of re-allocation
of portfolio on interim basis. One trusts the inquiry is conducted in
a fair manner and all those found guilty, must be punished appropriately
as per law of the land. The lapse is quite serious.
Why should someone invoke the doctrine of selective punishment without
completion of enquiry that is supposedly underway. The government is
expected to resist peer pressure from an advantaged group in decision
making. All officers must be treated at par- as part of collective responsibility
in decision making. Lobbying by serving officers, is unpardonable. All
officers' and Services' associations are statutorily obliged to refrain
from behaving like Unions in terms of the Conduct Rules. It will be
appropriate for DoP&T/ PMO to re-circulate the instructions to refresh
the memory of lazy bureaucrats.

Particulars of the Appellate Authority
The appellant had filed a complaint with the public authority
and sought information about the action taken regarding the same.
He later filed a complaint with the CIC alleging that PIO did
not provide the particulars of the First Appellate Authority in
his reply. He also insisted on compensation for non provision
of information and harassment. The CIC awarded compensation of
Rs. 2500/- to the Appellant. The CIC also directed the PIO that
in future, the details of the FAA and the period within which
appeal can be made should be intimated.
Comments
All PIOs and FAAs should take a careful note to the
provisions of the RTI Act and ensure that while replying to RTI
application the name and other particulars of the next level of
appellate authority and the period within which appeal can be
made should be invariably mentioned.
