Secretariat in Gandhi Nagar the other day and what he saw was unbelievable.
He shares some of the unforgettable moments of his visit.
Enter the office of ACS (Industries) in Gujarat, Prem Kumar Taneja,
and you will ponder whether you have come to any government office or
a corporate house. Not the look alone, the style of working in the office
of 1984 batch IAS officer, where work starts early in the day, too is
corporate style. In professional attire Taneja finishes numerous meetings
in a day some times even skipping his lunch due to his hectic schedule.
The only agenda of Taneja, who has held many important positions in
the State, is total focus on execution of work with best possible output
for the state.
Why Dave is frequently visiting Madhya Pradesh ?

Dave is making frequent visits to Bhopal. Any significance ? In the
Sangh-Modi scheme of things, bachelors are preferred as Chief Ministers.
In Haryana and Assam there are bachelor Chief Ministers.

Will Pattanayak be new Chief Secretary of Karnataka ?
Name of Secretary Agriculture in the Government of India, Shobhana K
Pattanayak is now doing the round for the post of Chief Secretary Karnataka.
He is 1982 batch IAS officer.
Will Rajasthan Chief Secretary be changed ?
OP Meena, Chief Secretary, Rajasthan seems to be in trouble. It is said
that GoI has advised the Rajasthan CM for Meena 's replacement. He is
a 1979 batch IAS officer of Rajasthan cadre.
Who will be CEO of NISG ?
Who will be CEO of the National Institute of Smart Governance ?.Interview
for the post is to be held in Delhi. Names of two 1981 batch IAS officers
Vijay Madan of the UT cadre and Diptivilasa of the UP cadre are in circulation.
Other key candidates are Col HPS Bawa, N. Ravishankar (1980, UL), and

No- more re-designation of Member, Railway Board
According to sources the designation of Members, Railway Board will
not be changed now. Designation of two members- Mechanical and Electrical

The post of Director Finance in Kudremukh Iron Ore Corporation Limited
(KIOCL) has been lying vacant since June 1, 2016. However, S K Gorai,
GGM, TCIL, has been selected for the post, but is waiting for orders.
Tenure of BPCL' CMD Varadarajan ends in Sept
The tenure of S Varadarajan as Chairman-cum-Managing Director, Bharat
Petroleum Corporation Limited (BPCL) is coming to an end on September
30, 2016. D Rajkumar, MD, BPRL, is expected to succeed him in October.
NTPC to get new HR Director in November
National Thermal Power Corporation (NTPC) Limited will get a new Director,
Human Resources in November. Saptarshi Roy, Regional Executive Director,
NTPC, is expected to succeed present incumbent U P Pani retiring in
October this year.
Anil Kumar is also DDG, Estates & MM, Postal Directorate
Anil Kumar has been given an additional charge of DDG (Estates &
MM), Postal Directorate. He is a 1989 batch Indian Postal Service officer.
Garg, Avhad, Sharma from Punjab empanelled as Joint Secretary
Out of four IAS officers of 1999 batch from Punjab cadre, Bhawna Garg,
Nilkanth S Avhad and Ajoy Sharma have been empanelled for holding Joint
Secretary level posts in Government of India.
Shreekant promoted as GM, SBI
Shreekant has been promoted to the grade of General Manager in State
Bank of India (SBI).
Rana transferred to Delhi
RS Rana has been transferred from Allahabad to New Delhi as PIFA( Army-M).
A 1983 batch IDAS officer Rana was PCDA(P), Allahabad.
Why did Pathak in Bihar extend his leave ?
Keshav Krishna Pathak, PS, Excise and Prohibition in Bihar has extended
his leave for 10 more days. After return from the central deputation
1990 batch IAS officer Pathak was given the responsibilities of excise
department few months ago. What next ?
Reshuffle of IAS officers in Bihar (UPDATED)
As many as nine IAS officers have been given
fresh postings in Bihar. Accordingly, Amir Subahani has been assigned
additional charges of Principal Secretary, Minority Welfare and Management,
Production and De-addition while R K Mahajan was given additional charges
of Principal Secretary, Education and Resident Commissioner of Bihar
at New Delhi and Dharmendra Singh Gangwar is posted as Principal Secretary,
GAD. Similarly, Vivek Kumar Singh has been appointed as Principal Secretary,
Revenue and Land Reforms and Consolidation; K K Pathak was attached
to GAD; Pratyaya Amrit gets additional charge of Principal Secretary,
Diaster Management; Jitendra Shrivastava as Secretary, Education; Shashi
Bhushan Kumar as Additional Secretary, Health with additional charge
of Executive Director, State Health Committee and Pradip Kumar Jha was
given an additional charge of Managing Director, Bihar Medical Service
Infrastructure Development Corporation Limited.

Vyasji has resigned from the Indian Administrative Service (IAS) in
Bihar. He is a 1982 batch IAS officer of Bihar cadre.
Five IAS officers posted to Secretariat in
MP (UPDATED)
As many as five IAS officers have been posted to Secretariat in Madhya
Pradesh. Accordingly, N P Dehriya has been appointed as Additional Secretary,
Forests while Rajiv Sharma was made Deputy Secretary, Urban Development
and Housing and Bhagat Singh Kulesh is Deputy Secretary, Home. Besides,
Sabhajit Yadav has been appointed as Deputy Secretary, Technical Education

Why all officials are suspended in this division only ?
Before reorganization of MHA in 2002, MHA divisions like Foreigners,
IS-I, II, J&K, NE, P-I/II, BM etc. used to report to SS(ISP) - traditionally
an IPS officer. Due to deterioration and lust for power and one upmanship,
the post of SS(ISP) has now been devalued and has become a very humiliating
posting and only unwanted and unwilling officers are being posted at
this post. IAS officers feel humiliating working under IPS officers
but other services should work under them and found it more convenient
to hold the portfolios under them despite having no knowledge or command
on the subject. When security clearance for FCRA is given by security
agencies then how can only MHA officials be responsible. Last time aspersions
were cast on an AS level officer and he was rewarded with post retirement
Secretaryship. Case is hardly two months old. Old system should be restored
for smooth functioning of a sensitive organization. Why all officials
are suspended in this division only, I think a fool will understand.

Surge pricing by Railways and chaos in 'Rajdhani'
This is not a good move by the Railways. If you want to cut down losses,
increase the fare. Sleeper class fare has not increased for many years
now. Come out of vote bank politics, be bold and increase the fare of
all classes. Suburban services fare can be substantially increased in
comparison with the local bus or metro rail charges.
Surge pricing is against the principles of equality. One has to pay
more for the same services once the 10% limit is crossed even if it
is by a fraction of a second. The Govt. may rethink and evolve other
convenient public friendly action to increase their revenue.
The services in the Rajdhani trains is already becoming poor. During
my last few trips from Bangalore to Delhi and back, News paper was not
provided in one trip. In the other not a single pack of juice was given
despite demand. Curd and ice cream was cut on the dinner menu for the
first day for the entire coach on all my trips. I am told that the catering
staff must save atleast 30% of the stuff as per instructions of their
employer. Tooth paste and hand wash was not provided at all during my
last 6 trips since last December. Check these things. Do not add agony
by way of surge pricing.

Why addl charge when competent officers always available in I.R.S ?
As many as 66 vacancies reportedly existed in Income Tax, as reported
in these very columns as against which only 30 officers have been promoted.
We were reading that 32 officers will be promoted but this too has been
reduced to 30 only. Retirement vacancies in the higher cadres are always
expected in routine course. C.B.D.T. comprising of seven persons including
the Chairman and 26 P.C.Cs.I.T. , even assuming that there is no vacancy
as on date , will continue to retire every month while even the working
C.Cs.I.T. may also retire simultaneously. But Alas, despite the factum
of the expected vacancies arising at different ladders in the Department
and also competent officers always available in I.R.S., these vacancies
are allowed to continue as additional charges meaning thereby double
and /or even triple the workloads at the highest levels . It is none
other than the Govt. of India alone which is made to suffer in its Revenue
Administration which percolates down even to the bottom. It is peculiar
that the Department's officers are always afflicted with excessive work
load at all levels beginning from the Assessing Officers, the Supervisory
Cadres and at the level of Policy Planning and its administration down
below. While Officers and Staff are made to stagnate at different levels,
The Country is deprived of even the legitimate Revenue either because
of excessive work load or undue stagnation at lower levels down below
about which neither the C.B.D.T. nor the Revenue Secretary nor any Finance
Minister have ever bothered in last four and half decades. With the
promotion of 30 officers in H.A.G.+ Grade now, each one of them will
be made to hold at least one or may be even two additional Charges right
from the first day of their new assignment . Their workload will go
on increasing at every month end till new D.P.C. does not take place
and the new panel is not cleared by the A.C.C. which causes further
delays even after all the formalities are completed by the normal yet
outdated bureaucratic procedures which have outlived its utility in
21st Century. If the Govt. of India & Finance Minister are really
interested in higher Resource Mobilisation from the Direct Taxes, they
will have to discard the ages old Rules and Procedures which had evolved
to help the Lord Governor General at the helm of affairs with limited
persons of Trust and Confidence from United Kingdom when Indians were
not even allowed to be recruited to I.C.S. which was the bane of the
Imperial Civil Service ( Certainly not Indian as we tend to construe
) which has been adopted by its illegitimate Successor namely I.A.S.
who are hell bent upon ensuring their Supremacy over other Services
despite the steep fall on their own in view of their sycophancy to the
politicians in power.
I am of the firm opinion that the existing pattern of bureaucratic
procedure is terminated in one go and the eligible officers are promoted
without any delay without wasting a single day in the name of formalities
which is bound to enthuse the Rank and file across the different ladders
to achieve not only the targeted Revenue but also ensure wide tax base
to be mopped up with the help of the new Recruits after basic familiarisation
with the nature of work expected to be performed by them.

Stop adjournment to reduce backlog of cases
Other courts even if filled with Judges and Magistrates seldom function
on a daily basis. Till adjournment from the Courts side is stopped cases
will stagnate.

How can the Commission be without Chairperson since October 2016 ? How
many 'out of school' children have been readmitted to school by Chairperson.
How many criminals accused under POCSO Act were punished ? How many
CCI has the Chairperson inspected ? No reports available on the web
site.

Particulars of the Appellate Authority
The appellant had filed a complaint with the public authority
and sought information about the action taken regarding the same.
He later filed a complaint with the CIC alleging that PIO did
not provide the particulars of the First Appellate Authority in
his reply. He also insisted on compensation for non provision
of information and harassment. The CIC awarded compensation of
Rs. 2500/- to the Appellant. The CIC also directed the PIO that
in future, the details of the FAA and the period within which
appeal can be made should be intimated.
Comments
All PIOs and FAAs should take a careful note to the
provisions of the RTI Act and ensure that while replying to RTI
application the name and other particulars of the next level of
appellate authority and the period within which appeal can be
made should be invariably mentioned.
