Lt Gen Sandhu to head 15 Corps in Armu
Lt General JS Sandhu is the new General Officer Commanding (GOC) of
Srinagar-based Army's 15 Corps. He will succeed Lt Gen Satish Kumar
Dua.
Lt Gen Sharma to head 16 Corps of Army
Lt Gen AK Sharma has been appointed GOC of Nagrota-based 16 Corps. He
will replace Lt Gen R R Nimbhorkar.
Lt Gen Nimbhorkar to move Army Headquarters
GOC of 16 Corps Lt Gen R R Nimbhorkar has been moved to the Army Headquarters
as Master General Ordnance (MGO) at Army Headquarters.
Saurabh Kumar promoted as Member (P&MM), Ordnance Factory Board
Saurabh Kumar, Senior General Manager, Ordnance Factory Ambajhari (OFAj)
has been elevated to the post of Member/P&MM, Ordnance Factory Board
(OFB), Kolkata. Saurabh Kumar started his career in Ordnance Factories
in 1982 as Assistant Works Manager.
Gopal Singh vying for CMD, NMDC second time
Gopal Singh, CMD, CCL, whose panel was scrapped for the post of Chairman-cum-Managing
Director in NMDC Limited, is reported to be trying his luck for the
second time for the same post.
GoI yet to find new face for MD, BLL
The Ministry of Petroleum and Natural Gas is yet to find successor of
H K Dev Chaudhary retiring in December. However, Public Enterprises
Selection Board (PESB) had interviewed around eight persons, but did
not find suitable candidate for the post of Managing Director, Biecco
Lawrie Limited (BLL) at its selection meeting.
Two Directors of HPCL retiring in Oct
Two Directors of Hindustan Petroleum Corporation Limited (HPCL) are
scheduled to retire in October this year. Y K Gawali, Director Marketing
and B K Namdeo, Director Refineries are due to retire in the said month.
Post of Director (Ope), AIL lying vacant
The post of Director (Operations), Air India Limited (AIL) has been
lying vacant for a long time. Capt Arvind Kathapalia, ED, AIL, who has
been selected for this post, is awaited for his posting orders.
Vyasji is VP Disaster Management Authority in Bihar
Vyasji who had resigned from the IAS has been appointed Vice Chairman
of the Disaster Management Authority in Bihar. He is former 1982 batch
IAS officer.

Ms M Janaki appointed as Dy Secretary, Urban Development
Ms M Janaki has been appointed as Deputy Secretary in the Urban Development
in Government of India. She is a 2005 batch IAS officer of AP cadre.
Two CSS officers get postings in GoI
Two officers of Central Secretariat Service (CSS) have been given postings
upon their repatriation from deputation. E Gayathri has been posted
as Under Secretary, Defence while S K Pani is Under Secretary, Health
& Family Welfare in Government of India.
M Sampath is also CPMG, AP Circle
M Sampath has been given the additional charge of CPMG, Andhra Pradesh
Circle. He is a 1988 batch Indian Postal Service officer.
Sheshadri and Rizvi from Telangana empanelled as Joint Secretary
Out of three IAS officers of 1999 batch from Telangana cadre, V Sheshadri
and Syed Ali Murtaza Rizvi have been empanelled for holding Joint Secretary
level posts in Government of India.
MP govt issues retirement orders of nine IPS officers
Madhya Pradesh government has issued retirement orders of nine IPS officers
who would be superannuating in 2017 on attaining 60 years of age. Accordingly,
C V Muniraju of 1987 batch will be retiring on Jan 31, 2017, AP Singh
of 1990 batch will be retiring on Feb 28, 2017, RK Shivhare of 1996
batch will be retiring on April 30, 2017, DK Arya of 1998 batch will
be retiring on June 30, 2017, Sarabjit Singh of 1985 batch will be retiring
on July 31, 2017, AK Singh of 1992 batch will be retiring on July 31,
2017, AK Dharmana of 1981 batch will be retiring on Oct 31, 2017, RL
Prajapati of 1997 batch will be retiring on Oct 31, 2017 and Rajeshwar
Prasad Singh of 2002 batch will be retiring on Nov 30, 2017.
Probationers of IP&TA and Finance Service call on President
Dilip Padhye, Director General , National Institute of Communication
Finance, Ajay Kumar DDG NICF, Aprajita Sharma, Director NICF, Probationers
of Indian P&T Accounts and Finance Service of 2015 batch met Pranab
Mukherjee, President of India at Rastrapati Bhawan recently. The President
congratulated the probationers on their selection in most prestigious
and toughest examination of the country civil services examination,
and said that the role of the Indian P&T Accounts and Finance Service
has undergone transformation over the years. The officers should be
well equipped to meet the challenges they would face in their work.
UP Chief Secretary replaced (UPDATED

In a surprise move Uttar Pradesh Chief Secretary Deepak Singhal has
been removed within two months. A 1982 batch IAS officer is kept in
waiting . Why he was transferred suddenly,every body is trying to find
out the real reason of his departure.

Rahul Bhatnagar has taken over as new Chief Secretary of Uttar Pradesh.
He is a 1983 batch IAS officer.
Tenure of Makwana as Joint Secretary, MHA extended
(UPDATED)
The central deputation tenure of Hitesh Kumar S Makwana as Joint Secretary,
Ministry of Home Affairs (MHA), has been extended for a period of three
months. He is a 1995 batch IAS officer of Tamil Nadu cadre.
Minor reshuffle of IAS officers in Andhra Pradesh (UPDATED)
As many as four IAS officers have been transferred and posted to different
places in Andhra Pradesh. Accordingly, B Sreedhar has been appointed
as Secretary, Mines Industries and Commerce with additional charge of
Director, Mines & Geology while Solomon Arokia Raj was given additional
charge of Vice Chairman & Managing Director, AP Industrial Infrastructure
Corporation (APIIC). Similarly, M Girija Shankar has been posted as
Managing Director, AP Tourism Development Corporation with additional
charge of Secretary, Food Processing Industries and Commerce and K Sambasiva
Rao is given full additional charge of Vice chairman & Managing
Director, AP Infrastructure Corporation (INCAP).

NLC earns a net profit of Rs.352.88 cr during
Q1! (UPDATED)
The revenue from operations of the company for the 1st Quarter of 2016-17
stood at Rs.1, 880.37 Crore as compared to Rs.1,843.74 Crore in the
same Quarter last year registering a positive growth of 1.99%. However,
the company's Net Profit before Tax during the current Quarter stood
at Rs.352.88 Crores as compared to Rs. 553.48 Crores in the same Quarter
last year. The Net Profit for the current quarter was impacted mainly
due to surrender of power of 349.45 MU by Discoms during current Quarter
as compared to 103.09 MU of the corresponding Quarter of the previous
year and partly due to lesser power generation by TPS-II Expansion units
and Barsingsar Thermal plant on account of slow stabilization, according
to Sarat Kuamr Acharya, CMD, Neyveli Lignite Corporation Ltd.

What an irony !
I am shocked with the revelations that the Separatists in Kashmir are
being provided security and other perks at the taxpayers' cost i.e.
at yours and my cost. What an irony ! While hundreds of Indian soldiers
and state police are guarding them, they are provoking the youth to
pelt stones, throw grenades at our security forces killing and injuring
them. It is reported that the Government is funding their medical treatment
too. A hospital inDelhi has standing instructions to take care of their
medical needs and bill the Government while you and I need approval
of CMO incharge before visiting the doctor. Hotels and guesthouses are
theirs for asking. This is a serious matter. Funding these separatists
means funding militancy and the killing of our soldiers. These trouble-makers
are beneficiaries both ways. They are funded by Pakistan to keep the
Kashmir Cauldron alive in order to break this part of India and they
seem to be looked after by Indian Government. Why would then they come
to talk peace. Normalcy and peace is not in their interest. It is high
time all these facilities are withdrawn. It is upsetting to know that
after being turned away from their doors, opposition still wants these
perks to continue for them. Nowhere else in the world this can happen.

Yes, such actions bring bad name
I fully agree with Saxena. As an IAS officer, I think such actions bring
a bad name to the service. Since something is amiss, let the enquiry
be completed ! Earlier a group of officers had batted for Gupta, pronouncing
him innocent even before case has started. Well, they may be extremely
honest, but succumbing to pressure in order to remain in a juicy post
, is equally abhorrent, and then to tout innocence is indeed preposterous
! That way no one is corrupt ! Maybe all officers will have to adjust
to new environment, where toeing the line is not a virtue !

People of Uttarakhand minting money
The people of Uttarakhand having houses in Noida use them for various
purposes and minting money. They steal power from the connection in
their houses and make money from tenants by installing fast sub meters
and thus UP government and Noida authority is sleeping and sleeping.

Particulars of the Appellate Authority
The appellant had filed a complaint with the public authority
and sought information about the action taken regarding the same.
He later filed a complaint with the CIC alleging that PIO did
not provide the particulars of the First Appellate Authority in
his reply. He also insisted on compensation for non provision
of information and harassment. The CIC awarded compensation of
Rs. 2500/- to the Appellant. The CIC also directed the PIO that
in future, the details of the FAA and the period within which
appeal can be made should be intimated.
Comments
All PIOs and FAAs should take a careful note to the
provisions of the RTI Act and ensure that while replying to RTI
application the name and other particulars of the next level of
appellate authority and the period within which appeal can be
made should be invariably mentioned.
