Secretariat in Gandhi Nagar the other day and what he saw was unbelievable.
He shares some of the unforgettable moments of his visit. Known for
his commendable contribution during his tenure in Sardar Sarovar Namada
Nigam Ltd (SSNNL), Srinivas Katikithala, who is now Principal Secretary
Revenue, has fruitful plans up his sleeves to raise the funds for the
state government. SSNNL, it may be pointed out here, is a USD 10 Billion
project that irrigates 18 Million Hecs and provides nearly 40 million
people with safe drinking water. The 1989 batch IAS officer is these
days totally occupied in fulfilling his mission.

CBI registers case against then CMD, United Bank of India
The Central Bureau of Investigation has registered a case against then
Chairman & Managing Director, United Bank of India. During his posting,
she had abused her official position and obtained certain amounts for
herself or for a New Delhi based private firm (owned by her husband
and her son), from the companies to whom various credit facilities were
granted by the banks, where she had worked.

As many as eight officers of Indian Statistical Service (ISS) of Junior

Tuhin Kanta Pandey is back to the parent Odisha cadre from central deputation.

Whispers should also cover GSI
Every year nearly two hundred (200) Gr. 'A' officers are recruited through
Combined Geo-sciences Examination conducted by UPSC. These officers
are mostly posted in the Geological Survey of India and they are part
of Organised Services of the Central Govt. I have never come across
any news item about these officers in 'Whispers'! In terms of strength
of number, this cadre of Geologists in GSI constitutes one of the most
formidable organised central services and normally from them the Apex
post of DG, GSI is filled up. In order to make 'Whispers' more broad
based, news relating to career profile of these officers may also be
included.

Take persons of PSUs instead of from IAS
In this parlance without any accusation it is a fact that IAS officers
should not be taken as they don't have long drawn management skills
and their exposure is fragmented with diversity like rolling stone gathering
no mass. Instead the person should be drawn from any PSU as they have
straight line and linear progression and they understand things both
from micro and macro level as can easily be seen in case of meteoric
rise of Air India as the seven bureaucrats predecessors to Ashwini Lohani,
an IRSME official, took the Air India to shambles and how it could come
out of grave so beautifully. It is correctly said for IAS that perversity
is parading as morality and only this service is gets responsibility
without accountability.

Particulars of the Appellate Authority
The appellant had filed a complaint with the public authority
and sought information about the action taken regarding the same.
He later filed a complaint with the CIC alleging that PIO did
not provide the particulars of the First Appellate Authority in
his reply. He also insisted on compensation for non provision
of information and harassment. The CIC awarded compensation of
Rs. 2500/- to the Appellant. The CIC also directed the PIO that
in future, the details of the FAA and the period within which
appeal can be made should be intimated.
Comments
All PIOs and FAAs should take a careful note to the
provisions of the RTI Act and ensure that while replying to RTI
application the name and other particulars of the next level of
appellate authority and the period within which appeal can be
made should be invariably mentioned.
