wherever posted, Haider's innovative efforts have this time saw a successful
seminar 'Cinematic Tourism - The Way Forward' held at Mahatma Mandir
in Gandhinagar as a part of pre-event series of Vibrant Gujarat Global
Summit 2017. An adept, alert and innovative 1991 batch IAS officer who
renders everyone speechless with his amazingly ground breaking schemes
and power- packed presentations has in his earlier posting been credited
with successfully organizing the 18th e-governance conference that was
so impressive that Prime Minister Narendra Modi tweeted on it instantly.
Conducted by Tourism Corporation of Gujarat Ltd., as many as 20 Memorandums
of Understanding(MoUs) were signed during the seminar. They included
development of theme park, amusement park, hotel, ropeway project, tourism
in Polo, post production studio, miniature project Adalaj, water park
project, floating restaurant etc. Two coffee table books Glimpses of
Cinematic Gujarat - Bioscope and Gujarat Animation Treasure Trove were
launched on the occasion. Among those who were present in this seminar
were Chief Minister of Gujarat Vijaybahi R Rupani. Dy. CM Nitin Bhai
Patel, Tourism Minister, Ganpatbahi Vastabhai Vasava, Kamleshbhai Patel-Chairman

Latest buzz says, Secretary Elementary Education in the Government of
India Subhash Chandra Khuntia is returning to Karnataka as Chief Secretary
on October 1. He is 1981 batch IAS officer of Karnataka cadre.
More than three hundred want post retirement job ?
Believe it or not, more than three hundred bureaucrats, technocrats
and other experts want post retirement rehabilitation in GoI. According
to sources among these more than half are IAS officers and rest are
IPS, IFS, IPoS, IIS, IDAS, IRS, Technocrats, Experts and members of
other services. These include two dozen those officers who are going
to retire within six months.
Mrs Alka Sirohi is also Chairperson of UPSC

Promotion of 1992 batch IAS officers in Bihar ?
The GOI's directive that promotion of three 1992 batch IAS officers
to the rank of Principal Secretary is not alowed is now a bone of contention.While
the Bihar Government is reluctant to revert the promotion from the rank
of Principal Secretary to that of Secretary, the GOI is pressurising
for reversion . And now the AG Bihar, has sought to know from the authorities
concerned about the action taken against the officers in question -
Chanchal Kumar, Deepak Kumar Singh and Harjot Kaur.The officers had
been promoted in June without the completion of the requisite 25 years
in service.

The inter cadre deputation period of Myinthungo Tungoe from Chhattisgarh
to Nagaland cadre has been extended for a further period of two years
with effect from September 23, 2016. He is a 2006 batch IPS officer

Cadre of IPS Ms N Swetha transferred from AP to Telangana
The Government of Andhra Pradesh has relieved Ms N Swetha of cadre responsibility
to join Telangana cadre as per High Court directives. She is a 2012

employees who have won 10 out of the total 28 prestigious Vishwakarma

DRI busts a major gold smuggling racket (UPDATED)
The Delhi Zonal Unit (DZU) of the Directorate of Revenue Intelligence
(DRI) has busted a major gold smuggling racket involving smuggling of
around 7000 kilograms of gold worth more than Rs. 2000 crore, over a
period of past two and half years. This probably is the single biggest
case of detection of gold smuggling by any agency in India.

Let President's rule be declared in Delhi
Chikungunya Dengue threat in Delhi, Sisodia gallivanting in Helsinki
. Jain quoting Google rape again in the National capital. What more
can we tolerate? Blame games being played at the cost of lives. Shame
on a party which swore on cleansing the system which they have contaminated
further. If the politicians are missing where is the beauracracy ? We
deserve all this and perhaps more for electing these people. Wonder
what the CP of Delhi is doing after Bassi left. Bas ho gaya. Let President's
rule be declared.

Routine transfer of RTI Application from head office
An application was under the RTI Act seeking certain information
about termination of dealership. The appellant prayed for imposition
of penalty under Section 20 (1) of the RTI Act and sought compensation
alleging that the custodian of the information transferred the
application to the Guwahati office. The CIC observed that the
somewhat confused replies appear to have been the result of the
system of dealing with the RTI applications filed to the Head
Office, under which such applications are apparently sent in the
first instance to the concerned state office even before checking
whether the information in question is available with any of the
departments at the Head Office. The CIC held that the Respondents
need to streamline the system to ensure that the applications
that can be disposed of at the Head Office are not sent needlessly
to the state offices. Further, since malafide intent on the part
of the Respondents was not established, no action was directed
against the PIO under Section 20. Furthermore, as the Appellant
did establish any loss or detriment caused to him because of the
replies of the Respondents to his RTI application, he was not
entitled to get the information.
Comments
In many public authorities, the complete RTI Application is routinely
transferred to multiple subordinate offices without proper examination
as to which office holds the information. Such a practice leads
to delay and an unnecessary paper work which the officials should
steer clear of.
