Who will be BJP's CM Face in UP? (4)

In UP assembly elections, BJP is trying to gain support of all section including women. Uma Bharti could be one of the CM face of the party. She is active in the state for the last 6-7 years and is MP from Jhansi. She has hold over Bundelkhand region and religious functionaries. If she is fielded, OBC votes are likely to go in BJP's favour. Though Ms Bharti herself has denied that she is not active in UP politics, but ultimately party high command has to take the decision.

As many as 40 Central Public Sector Enterprises (CPSEs) have been running without their regular Chairpersons, Managing Directors.

After one year, only 11 officials empanelled as Additional Secretary

After one year wait and approximate 70 applicants, only 11 officers were empanelled as Additional Secretaries in GoI. Maximum officers belong to non-Civil Services and other services.

Last year PM had asked for equal representation from each civil and other services but this is not happening now, it seems.

DGIT (Admn & TPS) Delhi. Similarly, K C Jain has been given an additional charge of Pr. DGIT (L&R) Delhi; Akhilesh Ranjan as Pr. DGIT (System) Delhi; Arbind Modi as Pr. CCIT Bhubaneswar and Bijoy Kumar Mishra was given the charge of CCIT-8, Mumbai and CCIT-10, Mumbai.

Transfers of IRS-IT officers

As many as 10 IRS-IT officers in the grade of Additional/Joint Commissioner of Income Tax have been transferred and posted to different places. Accordingly, Sanjay Kumar Yadav has been appointed as Pr. CCIT (IT & TP) at Delhi while Sanjay Kumar Bharti was posted as Pr. DGIT (Systems) at Delhi. Similarly, Mahesh Thakur has been posted as Pr. DGIT (Logistics) at Delhi while Anima Barnwal and Rishpal Bedi will be appointed as OSD in Investigation division, CBDT; Amit Raj in Data Base Cell, CBDT; N Senthil Kumar as CCA Tamil Nadu; Ashutosh Rajhans as Pr. DGIT (VIG) at Mumbai and Vidya Ramachandran and A Sundarajan will both be retained in Pr. DGIT (Vigilance) at Chennai.

Tremendous Income Tax revenue growth in MP & Chhattisgarh

Income Tax department is doing a great job in Madhya Pradesh and Chhattisgarh. This is evident from the fact that during the current year, target of Rs.17,888/- Crore has been fixed for M.P. & and Chhattisgarh, which is 15.53% more than the actual collection of F.Y.2015-16. As on Aug 27, 2016, the growth rate in Budget Collection is 22.38%, while the growth rate in Advance Tax, Tax Deduction at Source, Self Assessment Tax & Regular Assessment Tax is 39.52%, 13.05%, 94.45% & 64.8% respectively. Besides the total number of assesses which before last year was 15 lakhs has now gone upto 23 lakhs plus i.e. an increase of 62% during the short period headed by Abrar Ahmed.

John Kerry in his speech delivered in IIT Delhi stated that India will be able to maintain its rate of growth , if the bureaucracy ceases to be expert in setting up road blocks .

But the bureaucracy thinks that it is God's own gift ( and not punishment ) to the people of this country.

UPSC has a role in this matter

My friend Sivaraman thinks some Nobel laureates would understand India's social reality better than Indians. Just because someone has received a Nobel prize, would that mean that he understands India ? And why does he think that Ministers in the government should spend their time reducing the age of entry into the IAS ? Is he aware that the UPSC has a role in this matter as per the Constitution ? All his prescriptions are actually to ensure that the hoi polloi do not get selected in the IAS. The old Stephanian elite is no longer entering the |IAS in droves as it used to but their ilk keep trying to modify the system to get it back to what it was.

It is no solution

Sivaraman's solution to corruption in the IAS is to modify the system of selection. That is no solution. IAS officers in Sivaraman's time were equally corrupt or honest as today's officers. The thing is that today, more cases are coming to light due to various factors, including media exposure and a watchful press, the spread of education among citizens resulting in more awareness leading to a watchful citizenry, activist judiciary, multiplicity of political parties, Right to Information, computerisation, emergence of several institutions etc. In Sivaraman's time, most of the dirt was swept under the carpet. Sivaraman's thesis is to test candidates for personality traits and reject those who are likely to be corrupt. This, in his view, includes the older candidate. How can he paint all candidates older than his age when he got selected as likely to be corrupt ? The notion of propensity to be corrupt is a fallacious one and is a close cousin to the theory of the superior race. No person is born corrupt. He or she indulges in corruption at some time or the other. A candidate less likely to be corrupt might equally turn out to be corrupt after selection!
Rather than these "traits" theories which have no scientific basis, the system of rewards and punishment has to be clearly established. The IAS has to stop protecting its corrupt members.
The time has come to extend the jurisdiction of the CBI to servants of the state governments. As on date, so long as IAS officers serve the state governments, the CBI has no jurisdiction over them! The state vigilance apparatus is under their thumb and cannot even dream to even touch them.
So, the real solution is what is happening now. Punish the corrupt. That alone will provide deterrence. The role of the Courts is most important here. The guilty should not be spared, but the honest should not be hounded.
And all talk of changing the examination pattern back to the elitist days of yore should be allowed to stay where it deserves to: in the dustbin of history.

Balanced analysis!

I fully agree with the views of Ram Raj and OP Sharma. A very balanced analysis. In earlier days, the corruption was hidden but widespread. Today thanks to technology and Liberalisation of media, thing are coming out in open for people to know! This definitely is progress and with the present govt. corruption at least at higher levels is bound to come down!

Stop this useless discussion


Very interesting argument!. IAS becomes corrupt and the rest, of course, not corrupt. Right?

All pass the same examination and those high in merit get IAS. Had they less merit, they would have gone to other services and would not have become corrupt. What a great logic. Does it mean a few marks more make the IAS corrupt, as if the merit promotes corruption.


And, as far as adopting illegal means to earn money is concerned, I see many other services officers live as comfortably, if not more, as the IAS. In fact some IAS officers even live more miserably. Let us stop this useless discussion.

The newspapers reported this morning that a BJP MLA 's wife rammed her 5.5 crore Lamborghini presented by her husband into an auto in Mumbai . An enquiry is needed into the source of funds for purchase of the Lamborghini and the public is entitled to know how an MLA could afford to purchase the expensive car.

Delay in clearance of Medical bills

A pensioner had submitted medical bills for reimbursement, which were kept pending by the respondent authority, for a long time. Hence, he sought information on the status of the same through the RTI application. The appellant submitted that he is the life member/beneficiary of the DGHS (Delhi Government Health Scheme) and as per the circular issued by them on 1.4.1997, he is entitled for 100% reimbursement of his medical bills. But the respondent authority has not taken cognizance of the same and he was made to wait for receiving the reimbursement for a long time. The respondent authority submitted that all his medical bills were settled and he has been paid all the medical dues in February, 2015. They also explained that the delay is due to the fact that the case of the appellant is the first of its kind, as he has retired from an aided school and as per the rules, the aided is required to bear 5% of the reimbursement and rest of the 95% will be borne by the Department of Education. But this rule is applicable only for serving employees of the aided schools. In this case, the appellant had retired and the bills are submitted after his retirement. Even the circular issued by the DGHS, which is being referred by the appellant, is not clear in the case of pensioners who had retired from aided schools. The CIC noted that the appellant is 76 year old senior citizen. The CIC directed the Rakesh Khadgam Senior Accounts Officer (deemed PIO) to show cause why maximum penalty should not be imposed on him for the delay in furnishing the information to the appellant.

This case depicts that the RTI Act, 2005 has not only emerged as a tool for obtaining information, but also for enforcing the rights.
