DoPT has started process to appoint two Information Commissioners in
the Central Information Commission (CIC). Two of the Information Commissioners

HUDCO pays dividend of Rs 120 crore
Dr M Ravi Kanth Chairman & Managing Director, HUDCO, has presented
the dividend cheques for the financial year 2015-16 to M Venkaiah Naidu,
Minister for Urban Development, Housing & Urban Poverty Alleviation
and Information & Broadcasting in the presence of Rao Inderjit Singh,
MOS (UD & HUPA), Dr Nandita Chatterjee, Secretary (HUPA), Rajiv
Gauba, Secretary (UD), N L Manjoka, Director (Corporate Planning), HUDCO
and Rakesh Kumar Arora, Director (Finance), HUDCO. HUDCO has declared
a total dividend of Rs. 120.37 crore (inclusive of dividend tax of Rs.
20.36 crore) for the financial year 2015-16 to the Government of India.
Out of the total dividend paid, Rs. 69.20 crore to the Ministry of Housing
& Urban Poverty Alleviation, Rs. 10.08 crore to the Ministry of
Urban Development and Rs. 20.73 crore to the Ministry of Rural Development,
Government of India. In the financial year 2015-16, HUDCO registered
highest ever profit after tax of Rs.783.79 crore.

BEML wins national quality award

BEML LIMITED, the Public Sector Company under the Ministry of Defence,
has won the prestigious QCI - DL Shah National Quality Award-2016 at
New Delhi for its presentation on metro quality assurance with a case
study on "Optimization of painting process parameters for metro
car interior panels." At the 11th National Quality Conclave held
at Delhi, Jayant Sinha, Minister of State for Civil Aviation has presented
the Award to BEML in the presence of Suresh Prabhu, Minister of Railways
who was the Chief Guest of the programme. The QCI-DL Shah Quality Awards
have been instituted with a view to promote awareness on performance
improvement through quality initiatives that form as an important element
for gaining a competitive edge. BEML Metro team led by Sumanta Kumar
Saha, General Manager (Quality) presented the case study based on six
sigma methodology using design of experiment (DOE) wherein the interior
panels are manufactured at BEML on par with International Standards
that has been approved by Delhi Metro Rail Corporation. This innovation
has helped in saving substantially on import cost and become self-reliant
as a part of "Make in India" initiative.
SAIL poised to take big leap with its cutting
edge technology (UPDATED)
Addressing the 44th Annual General Meeting held here today, Chairman
SAIL, P K Singh said that, "This year, in 2016-17 SAIL has targeted
to increase its production and sales by 20% over last year. Ramp-up
of production from our new units is not only increasing production quantum
and leading to better quality of products, but has also helped us in
reducing cost of production. Higher production from the new units and
rationalizing production from cost intensive routes has resulted in
reduction in variable cost of production by 10% in Q4 compared to Q1
of 2015-16 and the same trend continues." Singh also pointed that
besides the ongoing Modernization and Expansion program, which is on
the verge of completion, SAIL has taken up new projects to improve its
product mix and profitability. He added that, "The installation
of a new 3.0 Mtpa capacity, 2250 mm wide Hot Strip Mill at Rourkela
Steel Plant which is scheduled to be commissioned in 2018 will enable
SAIL to produce very high quality hot rolled coils including advanced
high strength grades to cater to the growing automotive industry in
the country." Under the current challenging conditions faced by
steel industry, besides cost reduction, SAIL management has been undertaking
conscious steps to improve customer centric processes to improve company's
sales and performance. Speaking about the company's marketing initiatives
he said, "At present more emphasis is being given on marketing
in regions where we have natural freight advantage, increasing retail
sales and leveraging the brand image of SAIL."He also added that
management is trying to reach every employee for sensitizing and informing
them about these new initiatives and strategies and inculcate a customer
oriented culture.

Protest is to protect and promote service interest
Recent news is that IRS(C&E) officers are protesting against having
the GST Network being managed by a private company. The protest is only
to protect and promote their service interest. Look at NSE, commanding
a valuation of 33 multiple of its profit. It was sponsored by Govt.
entities, did well for the country, maintained institutional integrity.
Govt can always provide a check of any wrong doing with directors in
the board.

The news of Chikangunia and other fevers are a big news in print and
as well as visual media and is being projected as a disaster. But I
want to share a different story on this. Around 2 months back NDMC advertised
for 10 posts of Junior residents in its hospitals for which process
was to be completed in four days with a walk in interview. For 2 months
there was no news and suddenly applicants received a mail that there
will be written exam due to large number of applications, ok, fair enough.
After two days another email was sent that exam has been postponed and
post has been readvertised and the existing 200 applicants will be considered
and need not apply. The intelligent establishment of NDMC have already
wasted 2 months despite outbreak of fevers in Delhi and still calling
for more applications. Total system seems to be arbitrary, smack of
some wrong doing or to accommodate some near and dears of high and mighty.
Similarly other NCT hospitals are adverting JR/SR posts at this critical
juncture and wasting time whereas the RML Hospital has immediately called
for 3 months JRs and within the laid down guidelines and expedited everything
in a week and shortlisted 109 candidates. Public is dying, Delhi ministers
are enjoying abroad, CM taking treatment in other states. Shame on this
sick system.

Routine transfer of RTI Application from head office
An application was under the RTI Act seeking certain information
about termination of dealership. The appellant prayed for imposition
of penalty under Section 20 (1) of the RTI Act and sought compensation
alleging that the custodian of the information transferred the
application to the Guwahati office. The CIC observed that the
somewhat confused replies appear to have been the result of the
system of dealing with the RTI applications filed to the Head
Office, under which such applications are apparently sent in the
first instance to the concerned state office even before checking
whether the information in question is available with any of the
departments at the Head Office. The CIC held that the Respondents
need to streamline the system to ensure that the applications
that can be disposed of at the Head Office are not sent needlessly
to the state offices. Further, since malafide intent on the part
of the Respondents was not established, no action was directed
against the PIO under Section 20. Furthermore, as the Appellant
did establish any loss or detriment caused to him because of the
replies of the Respondents to his RTI application, he was not
entitled to get the information.
Comments
In many public authorities, the complete RTI Application is routinely
transferred to multiple subordinate offices without proper examination
as to which office holds the information. Such a practice leads
to delay and an unnecessary paper work which the officials should
steer clear of.
