Minister with loggerhead with Secretary seems to be normal phenomena of this Govt, if Secretary has strong backing then winner, otherwise it is Secretary who is shunted?????

Regarding implementation of the 7PC

7th CPC has been implemented in all central government departments. However, employees of Central autonomous bodies are still awaiting for necessary orders to be issued. Officials concerned in the Union Ministry of Finance may take a note on this especially in view of the fact that neither employees of central autonomous bodies are represented by the JCM or any other forum.

How can we be proud of our scientific talent pool ?


It is now more than a decade that the dreaded Dengue and Chikungunya have been afflicting the people but none of our national research laboratories and organizations have so far been able to do anything about a vaccine or treatment. It is not enough to publicize that these are not life threatening diseases, but they are crippling diseases in any case. The patient can't even reach a doctor- s/he needs home visit by a qualified doctor followed by a medical specialist. Nothing is available. Patients rushing to private hospitals suffer even more. Let me put a poser to the WHO: is Dengue and Chikungunya due to "nuclear poisoning" brought about by the monsoon winds into India? This question is as significant as why the apple fell on the ground and not flew into the sky. The unannounced nuclear tests, dumping of nuclear waste in the ocean, accidents polluting the atmosphere, effects of past atomic bombs, radiations from hospitals and communication networks are just a few instances of nuclear pollution. Routine transfer of RTI Application from head office

An application was under the RTI Act seeking certain information about termination of dealership. The appellant prayed for imposition of penalty under Section 20 (1) of the RTI Act and sought compensation alleging that the custodian of the information transferred the application to the Guwahati office. The CIC observed that the somewhat confused replies appear to have been the result of the system of dealing with the RTI applications filed to the Head Office, under which such applications are apparently sent in the first instance to the concerned state office even before checking whether the information in question is available with any of the departments at the Head Office. The CIC held that the Respondents need to streamline the system to ensure that the applications that can be disposed of at the Head Office are not sent needlessly to the state offices. Further, since malafide intent on the part of the Respondents was not established, no action was directed against the PIO under Section 20. Furthermore, as the Appellant did establish any loss or detriment caused to him because of the replies of the Respondents to his RTI application, he was not entitled to get the information.

In many public authorities, the complete RTI Application is routinely transferred to multiple subordinate offices without proper examination as to which office holds the information. Such a practice leads to delay and an unnecessary paper work which the officials should steer clear of.
