Delay in issuing pay revision orders in r/o re-employed pensioners:

It is about two months when the CCS (Revised Pay) Rules, 2016 were issued specifying in Para 2(2)(vii) that these rules shall not apply to persons re-employed in Government after retirement. Justifiably speaking, DOPT may please issue pay revision orders in respect of re-employed pensioners also, like past times, when Govt. issued OM No.3/13/2008-Estt. (Pay II) on 11th November, 2008, so as not to deprive the re-employed pensioners any longer of their legitimate benefit as a result of acceptance of the recommendations of 7th Pay Commission by GoI, which has already been given to other working employees

War cry is not the right choice !

Since the Uri attack by terrorists resulting in the death of 18 soldiers (20 were injured critically of which one has already succumbed to injuries) there is a widespread anger in the country demanding revenge fromPakistan. The anger is justified .We are losing our soldiers in such attacks on regular basis. The sight of coffins of these martyrs at frequent intervals and the tragic replay of the grief of their families does make one's blood boil. But the war cry across our media and people is not an easy or the right choice. We must squeezePakistan in other ways. Break diplomatic relations, stop trade as also the other confidence building measures initiated years ago like running a bus service between Srinagar and PoK. It was shocking to see that the bus was running as usual even on the next day of Uri attack. This communication is abused by Pakistan in spreading Islamiyat affinity among Kashmiris. A hoarding across the Aman Setu on POK side addresses the Kashmiris"hamara tumahra rishta kya hai' and the answer given is our religion Islam .Why expose Kashmiris to such propaganda. Stop the bus, stop the trucks and to make the people in the valley specially youth realise they are better off as citizens of this country use every medium to show what is happening in POK and Balochistan. Also stop running the beautiful train service in the valley from Qazikund to Baramulla till peace is restored. Let the trouble makers realise that they cannot indulge in violence and at the same time rewarded by the Indian State by all the good things of life. Finally it is time to teach Hurriyat men a lesson. They have been indulged for two long enriching themselves by misguiding and harming the children of other people. They need to be exposed and punished for their nefarious role in doing the job of Pakistan and paid handsomely for that.

He is duly elected by people of Delhi

I totally disagree with the tone and tenor of language in castigating aspersions against CM of Delhi. After all, he is duly elected by the people of Delhi as CM and one has to give proper respect to the seat. Will Saxena have guts to question Sonia Gandhi or Narendra Modi if they were to visit USA or UK for medical treatment ? At present, the CM of Tamil Nadu is also undergoing treatment at Apollo Hospital, Chennai. Saxena knows how dirty and infectious the Government hospitals in Delhi are ? Even serving and retired Government Servants are scared of Safdarejung Hospital. I request a matured civil servant like Saxena to desist from being angry and remain cool and composed.

DATE WITH RTI

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future.

Comments

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
