As many as 12 officers belonging to Indian Police Service (IPS) of various
cadres and batches are retiring in September 2016. The officers are:
M R Vijay Kumar of Assam-Meghalaya cadre; K Rajendra Kumar of Jammu
& Kashmir cadre; A K Sinha and Nirmal Kaur of Jharkhand cadre; Prem
Singh Bisht of Madhya Pradesh; S Manglemajao Singh of Manipur; S L Mukherjee
of Odisha; Malay Kumar Sinha, Durga Charan Misra, Vinod Kumar Doharey,
Arun Kumar Singh and A K Shukla of Uttar Pradesh.

" Scrap Indus Waters Treaty "
Indus Waters Treaty was signed by Nehru in 1960 with Pakistan President
Ayub Khan to buy peace at a time when the tension between India and
China was going out of spin. As much as 80% of water is thus being transferred
to Pakistan by India for the past 56 years. No logic. Nehru's "goodwill
gesture ", was an euphemism for magnificent folly.
Wisdom of the hindsight compels GoI to re-visit the treaty, scrap it
and divert 80% water to Kashmir that has been against the Indus Waters
treaty from inception. Divert freshly available water to Kashmir for
augmenting irrigation facilities, generating hydro-power and improve
its overall economic health.
The Kashmiris have been consistently and justifiably demanding compensation
from GoI in lieu of Nehru's mindless magnanimity ignoring Kashmiri's
interests as primary stake-holders.
Such coercive action has been long over due. In absence of goodwill
from Pakistan, abrogate the treaty forthwith, though 56 years late.
This will improve Kashmir's economic indicators and make it prosperous.
Let this be a precursor to PM Modi's much awaited " befitting reply
"

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future.
Comments
Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
