The tenure of K Rajendra Kumar as Director General of Police (DGP),
Jammu & Kashmir, has been extended for a period of three months
with effect from September 30, 2016. He is a 1984 batch IPS officer
of J&K cadre.
Why no one turns up for profit making PSU's CMD post?
It is very surprising indeed at the selection meeting when no candidate
turned up for the post of Chairman-cum-Managing Director, Electronics
Corporation of India (ECIL), a profit making PSU, with the Public Enterprises
Selection Board (PESB) deciding to re-advertise the post again. The
PESB had held interviews on June 14, 2016. The tenure of present incumbent
P Sudhakar is coming to an end on October 31, 2016.
Three posts CIL board arising in 2017
The Ministry of Coal has to fill three posts on the Board of Coal India
Limited (CIL) including Chairman-cum-Managing Director before falling
vacant in 2017. However, N Kumar, Director Technical, who ends his tenure
in January, is expected to get extension till his retirement. CMD, S
Bhattacharya (IAS) is set to retire in August while R M Das, Director,
(Pers & IR) is ending his tenure in May.
Productivity Linked Bonus to Railway employees approved
The Government of India has given its approval to pay Productivity Linked
Bonus (PLB) equivalent to 78 days wages to eligible non-gazetted railway
employees (excluding RPF/RPSF personnel) for the financial year 2015-16.
The approval entails a financial implication of approximately Rs.2090.96
crore.
GST rules are ready
GST rules are almost ready and likely to be placed before the GST Council
on September 30. GST is scheduled to be implemented from April next
year.

Four IRS - C&E officers have been promoted in the grade of Chief

cadre 1988 batch IAS officer. Is this an indication that post of member
in PB is not a glamorous post for IAS officers ?

The tenure of Ashok Bhal as Director (Strategic Project), Hindustan
Shipyard Limited (HSL) is coming to an end onDecember 31, 2016. CMDE

Ordinary mortals undergo treatment in local hospitals only
Kejriwal though is being targeted as a politician. But, there are a
number of cases where Civil Servants espl IAS officers in case of their
families have gone abroad for specialized treatments, say cancer etc,
at the expense of CGHS. In their cases, special dispensation is considered
overnight by convening meetings at short notice whereas for ordinary
CGHS beneficiaries there is no way out. Ordinary mortals have to undergo
treatment in local hospitals only.

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future.
Comments
Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
