Ms Gauri Kumar is likely to succeed Ajit Seth as Chairperson of the
Public Sector Enterprises Board (PESB). Tenure of 1974 batch IAS officer
of UP cadre a former Cabinet Secretary Seth is coming to an end in November
end. Ms Kumar is 1979 batch IAS officer of Gujarat cadre.

Prime Minister Narendra Modi is believed to have said "No"
to inaugurate conference organised by the Central Information Commission.
A conference of state Information Commissioners is scheduled to be held
on October 8. Any reason of saying "No" by the Prime Minister

If sources are to be believed pressure from various quarters has forced

Although, the former Governor, RBI is not a politician, the tall and
lanky Dr. Raghuram RAJAN tops my list of best dressed banker/bureaucrat
in India. Madam Sonia Gandhi with her simple cotton Saree and slim look
is the best dressed women politician. I would rate Shashi Taroor as
the best dressed compared to Narendra Modi.

Several patriotic IAS officers willing to work in GoI under PM Modi
Who says that officers are not liking to work in Government of India.
Several patriotic IAS officers have been waiting to work in Government
of India under PM Modi. Let the GoI use their powers to draft out such
interested AIS officers from the states. They are not doing it. For
all the purposes they are AIS officers but abandoned at the mercy of
the state. GoI you pull your strings and show teeth.

Such derisive comments have been made by Nehruvian secularists about
Hindutva and cow slaughter. Cows do have its connection with Sri Krishna
in Hindu mythology. But that is not the only reason for many villagers
to form cow rakshak groups who are drawn not only from BJP but also
from other political parties like Congress and JD(S).Cows and cattle
were and still are the back bone of our villages since they depend on
them for tilling the land. milk, cooking(ghee), butter, dahi, butter
milk, preparing sweet meets; its dung as cement and even its urine as
medicine. The scenario has not changed in many places even after 7 decades
of independence. They call them Kamadhenu. No wonder villagers enmasse
hate killing them. Another reason is during drought time villagers are
tempted to sell them by butchers who offer them big money. When the
next season set in they will not have any cattle. No wonder Gandhi advocated
a total ban on cow slaughter. Why Congress party who claims to be ideological
inheritor's of Gandhi and who clamour for prohibition does not bother
about another of Gandhi's advice on cow slaughter ?

7th pay commission benefits, a farce for Autonomous Bodies
Government of India had decided to accept the recommendations of the
Seventh Central Pay Commission and the same has been notified in the
Gazette of India, Extraordinary dated July 25 2016. But even after 2
months, the same has not been made effective for Autonomous Bodies.
It is hoped that the benefits of the recommendations of VII CPC will
be extended to non government funded Autonomous/Statutory bodies at
the earliest.

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future.
Comments
Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
