No FMCG Company in India upto the mark
No company, Indian or MNC functioning in India comes upto even a reasonably satisfactory level of quality consumer products. The Health ministry has predicted a rise in NCDs (non communicable diseases) in the country in the next 10 years. It is mostly due to poor quality edible products from manufacturers, franchises, packaging outfits, charitable/NGO/religious/ancient etc suppliers, marketers and suckers. This adds to public anger, which results in high blood pressure or depression, leading to yet another looming epidemic in the country by 2030 or so when India will have the highest patients with a variety of mental diseases. Political and judicial frustration will do the rest. We live in adulterated environs!

We cannot fix problems !

What happened in Delhi, Noida, Gurgaon and faraway Hyderabad proves once again that we cannot fix the problems which create havoc whenever it rains. Three hours of heavy rain and the roads of the capital of the country turn into rivers causing massive traffic snarls, upsetting schedules, blocking drains and resulting in stress and discomfort to common man.(This time of course the VIPs were also not spared. John Kerry's quip on 'boats' should shame us.)We talk of smart cities.100 cities have been selected for this purpose. But what we need at the moment is livable cities-clean and not water-clogged where we do not have to spend hours to cover a distance which can normally be covered in a few minutes, where we have uninterrupted power supply where roads are free of encroachments and there are no garbage dumps around residential colonies.Are these problems so difficult to fix. Delhi's water-logging problems on the roads became worse after the commonwealth games because while repairing and beautifying roads we forget to build openings for water to flow out of the roads. NCR is worse. Living in Noida every time it rains heavily our service lane gets so much water-logged bringing dirty water and muck from the nearby nallah. Yesterday it was so bad. We had to request the Noida authority to pump out the smelly water which they did. But no permanent solution to this perennial problem.

Delay in clearance of Medical bills

A pensioner had submitted medical bills for reimbursement, which were kept pending by the respondent authority, for a long time. Hence, he sought information on the status of the same through the RTI application. The appellant submitted that he is the life member/beneficiary of the DGHS (Delhi Government Health Scheme) and as per the circular issued by them on 1.4.1997, he is entitled for 100% reimbursement of his medical bills. But the respondent authority has not taken cognizance of the same and he was made to wait for receiving the reimbursement for a long time. The respondent authority submitted that all his medical bills were settled and he has been paid all the medical dues in February, 2015. They also explained that the delay is due to the fact that the case of the appellant is the first of its kind, as he has retired from an aided school and as per the rules, the aided is required to bear 5% of the reimbursement and rest of the 95% will be borne by the Department of Education. But this rule is applicable only for serving employees of the aided schools. In this case, the appellant had retired and the bills are submitted after his retirement. Even the circular issued by the DGHS, which is being referred by the appellant, is not clear in the case of pensioners who had retired from aided schools. The CIC noted that the appellant is 76 year old senior citizen. The CIC directed the Rakesh Khadgam Senior Accounts Officer (deemed PIO) to show cause why maximum penalty should not be imposed on him for the delay in furnishing the information to the appellant.

This case depicts that the RTI Act, 2005 has not only emerged as a tool for obtaining information, but also for enforcing the rights.
