Among these 73 Secretaries are IAS, 10 are Scientists, 5 IFS, IPS &
ILS 2 each, IIS, IPoS, IDAS and RAS has one each. IIS officer is the
Secretary to the President while IFS is the Secretary to the VP. IPoS
officer is the Secretary Postal, IDAS officer is holding the charge
of Secretary Defence Finance. IPS officers are Secretary Security in
Cab Sec and Secretary Internal Security.ILS officers are appointed Secretaries
to the Legal Affairs and Legislative Department. RAW(RAS) officer is
Secretary(R) in the Cabinet Secretariat.

Prem Singh is being tipped to be PS to Niti Ayog Vice Chairman Arvind

Rath Launches Global Program on Corporate
Governance
Dr Arun K Rath Dean and Professor of Strategy & Corporate Governance,
International Management Institute New Delhi has launched a month long
global program on Corporate Governance in Public Enterprises at the
IMI campus in New Delhi .Organized during Sept 5 to 30, 2016 the global
program is being attended by 30 participants from 25 different countries
of the world .The program is sponsored by the Ministry of External Affairs
Govt of India under the India Techno Economic Cooperation Program aimed
at capacity building of global executives from their government departments
and public sector enterprises . During this period the executives will
understand the issues of corporate governance as well as the policy
and success of Indian public sector enterprises .The group will also
visit units of Indian Oil Corporation and BHEL to gain practical experience
.This is the fourth consecutive program organized by Prof Rath in IMI
New Delhi . Dr Rath (IAS 1973 batch Jharkhand cadre) superannuated as
Secretary, Ministry of Human Resource Development, Govt of India in
2009.

PM needs to check non-political lobbying
There is no doubt that the two biggest achievements of the Modi Government
are Curbing of Corruptions at the Highest Level and Increasing Efficiency
at the Apex Level. But, unfortunately, it has miserably failed to check
lobbying by the non-political people who are closed to the Government.
As a result, efficiency has been compromised at many appointments and
there is less visibility of the good work of the present Government.
I request the PM to get the performance of the present CSI reviewed
by an expert panel not connected to the lobby he belongs to and also
examine how the corrupt officials have been protected during his tenure.

Judging humans is a tough call
Sivraman would do well to remember our own nobel laureate getting into
unseemly controversy ! Sivraman may have some knowledge on financial
matters but judging humans is a tough call. We at least have some yardstick
of an exam .One or two humans can't be trusted to judge 800 from lakhs.
Let us not mess up procedures with silly experiments.

Majority Civil Servants are corrupt
Majority of the Civil Servants are corrupt from the angle of misusing
vehicles at the Government cost. I have obtained under RTI Act-2005
from the DOE information that the Ministers and Bureaucrats are entitled
for only one Staff Car on the analogy that if he does not opt for the
same he will get only one transport allowance not the fact that if is
using three vehicles, then he will get three transport allowance. As
per the existing GOI instructions any excess consumption has to be brought
to the notice of the Ministry of Petroleum & Natural Gas (MOP&G).
MOP&G in response to an RTI application have informed that none
of the Ministries/Departments have reported excess consumption during
the lat 10 years. The situation is otherwise and people in the General
Administration section of Ministries/Departments/Office have been forced
to keep their lips closed. This is big scandal, a PIL will soon lodged
and black sheeps will be brought to book.

How Ministry expects PESB to thrive?
PESB selected P K Prasad, GM of NSC, Delhi, as MD for NERAMAC Ltd in
the year 2014 and since then its two years the Corporation is without
head and the Ministry expects that the Corporation shall thrive. How?
Red tapism and vested interest might be the prime cause for such delay
and who shall now bear the pain of the genuine farmers problem of North
East. I see no concern and pain is ever felt by Ministry and other personal
for the farmers of NE which is in all ways suffering and shall suffer
ever.

Delay in clearance of Medical bills
A pensioner had submitted medical bills for reimbursement, which
were kept pending by the respondent authority, for a long time.
Hence, he sought information on the status of the same through
the RTI application. The appellant submitted that he is the life
member/beneficiary of the DGHS (Delhi Government Health Scheme)
and as per the circular issued by them on 1.4.1997, he is entitled
for 100% reimbursement of his medical bills. But the respondent
authority has not taken cognizance of the same and he was made
to wait for receiving the reimbursement for a long time. The respondent
authority submitted that all his medical bills were settled and
he has been paid all the medical dues in February, 2015. They
also explained that the delay is due to the fact that the case
of the appellant is the first of its kind, as he has retired from
an aided school and as per the rules, the aided is required to
bear 5% of the reimbursement and rest of the 95% will be borne
by the Department of Education. But this rule is applicable only
for serving employees of the aided schools. In this case, the
appellant had retired and the bills are submitted after his retirement.
Even the circular issued by the DGHS, which is being referred
by the appellant, is not clear in the case of pensioners who had
retired from aided schools. The CIC noted that the appellant is
76 year old senior citizen. The CIC directed the Rakesh Khadgam
Senior Accounts Officer (deemed PIO) to show cause why maximum
penalty should not be imposed on him for the delay in furnishing
the information to the appellant.
Comments
This case depicts that the RTI Act, 2005 has not only emerged
as a tool for obtaining information, but also for enforcing the
rights.
