Chairperson of the State Bank of India Arundhati Bhattacharya is likely to get extension in service on October 8. May be of six months or one year. Her statement that merger process of its associates will start by October end has given rife to this speculation.

This is the state of affairs in UPSC ?

Chairman of the Union Public Service Commission Deepak Gupta is scheduled to retire on September 19. Another Member Manbir Singh is also retiring this month. One member Vice Admiral (Retd.) D.K. Dewan has retired only last month and if another Member Chhattar Singh goes then there will be total chaos in the UPSC.

" All Civil Services have same DNA "

Corruption is not the sole monopoly of the IAS. Members of all organized services are genetically similar. These come from the same stock. The "sanskari " babus become corrupt after having taste of power and authority. Do not blame UPSC , a specialized body, for faulty recruitment. Associating Nobel laureates, Sociologist, Union Home Minister, Union Finance minister, union minister for External affairs and Union Cabinet secretary with the selection process, is far-fetched and unworkable.

Blame the decline in quality of civil servants on growing moral decay in indian society. Absence of transparency, accountability and failure to provide effective services delivery mechanism are blocking Good governance. Most importantly, the bureaucrats' willingness to go overboard to please their political masters. Their pliability to political class was most pronounced during the UPA era due to corrupt leadership. What we need today is a strong political leadership to get us out of the moral slump that we are in. PM Modi is our man Friday.

Let us be upfront. Do not overlook the negative impact of reservation policy and concomitant benefits , on the quality of Civil Services . Factors like : providing unlimited chances and no age bar to appear in UPSC exams to aspirants belonging to certain categories, need to be re-visited. Grandparents cannot match their grandchildren aged 21 years, even in same community.

Yes, we can't fix these perennial problems !


I agree that we cannot fix these perennial problems because our all cities have been developed in an unorganized way with no vision and poor infrastructure. On the top of these woes we have unauthorized colonies/constructions in all the metro cities due to vote banks politics. Indians live in worst conditions of earthquake prone concrete jungles known as cities.

Teachers were very happy !


It has been after a long time, say decades, that Teachers of BHEL run schools in Bhopal really felt honoured this Teachers Day. Some of them were even heard whispering "kitna achchaa sub planning se kiya hai TU Singh sir ne" (How nicely TU Singh Sir has planned everything). The credit for this goes to present Bhel Shiksha Mandal (BSM) management. Really officials of this caliber, who - in times of crisis - could even think of having direct feedback from the 'teachers', were required to manage BSM for long. However, there still remain some black sheep who need to be checked. And observers say that soon the present dispensation at BSM will succeed in doing that also. Back to Teacher's Day, it was very well organized. Hats off to his organizing skills. Congratulations once again.

DATE WITH RTI

Particulars of the Appellate Authority

The appellant had filed a complaint with the public authority and sought information about the action taken regarding the same. He later filed a complaint with the CIC alleging that PIO did not provide the particulars of the First Appellate Authority in his reply. He also insisted on compensation for non provision of information and harassment. The CIC awarded compensation of Rs. 2500/- to the Appellant. The CIC also directed the PIO that in future, the details of the FAA and the period within which appeal can be made should be intimated.

Comments

All PIO’s and FAA’s should take a careful note to the provisions of the RTI Act and ensure that while replying to RTI application the name and other particulars of the next level of appellate authority and the period within which appeal can be made should be invariably mentioned.
