Gujarat Bureaucracy Means Business (1)

Whispersinthecorridors.com's Business Editor Abul Hasan visited Gujarat Secretariat in Gandhi Nagar the other day and what he saw was unbelievable. He shares some of the unforgettable moments of his visit.

Complete discipline : The discipline which our representative saw in Chief Minister's office even when hundreds of people thronged it was something unheard of in any other state. It was quite amazing to see the manner in which over 100 people permitted to meet Vijaybhai R. Rupani in one round interacted with him freely and comfortably without any anarchy being created in or outside his office. It was like an anecdote 'real democracy' wherein access to the head of state is smooth that too with a large number of group.

Will details come out ?

IT department raided a house in posh locality in the national capital last month and recovered several incriminating documents. It is said that seized documents contain names of various officials and other bigwigs. Now one month has passed but no agency has divulge any detail about raid. Any reason ?

Only Coalition Government in Punjab ?

It is now widely believed that in the present political scenario there will be only coalition Government after the Vidhan Sabha elections.

Railways to have only two services ?

Railway Ministry has a plan to implement Bibek Debroy Committee report in near future. In the report it has been suggested that instead of eight services, Railways should have two services. But till date no offer has been given to anybody. Now the big question is that will Railway give offer to officers or take their views in this regard?

Who will be new Chief Secretary of Telangana ?

Who will succeed Rajiv Sharma as Chief Secretary of Telengana ? Tie is said to be between two 1983 batch IAS officers M G Gopal and S P Singh. It may be recalled that Rajiv Sharma has been given three months extension in service.

T K Rajendran is new DGP of Tamil Nadu

T K Rajendran has been appointed as new Director General of Police in Tamil Nadu. Rajendran, who succeeded incumbent Ashok Kumar, belongs to a 1984 batch IPS officer of Tamil Nadu cadre.

Two DGPs will stay till incumbents are posted?

It is learnt that the govt has asked the two DGPs- Arunachal Pradesh and A& N Islands - to stay at their place till the new incumbents are posted . Tenure of both DGPs has completed and they are waiting for their transfer orders.

Anil Sinha resigns vice Chairman BIHAR Disaster management and KM SINGH declines !

Anil Sinha who had completed eight years in office as vice chairman, BIHAR Disaster management, has resigned after completing his tenure. K M Singh who was founder member NDMA for eight years and raised NDRF was offered the job but has declined to accept it for personal reasons. Chief Minister Nitish Kumar was very keen to appoint a person with national experience and credited with NDRF formation.

Vyasji to be Vice Chairman in Bihar ?

Vyasji is likely to be appointed Vice Chairman of the Disaster Management Authority in Bihar. 1982 batch IAS officer Vyasji is scheduled to superannuate on September 30.

Shailesh Pathak attends B20 China Summit
As the only Indian member in B20's Infrastructure task force, Shailesh Pathak attended the B20 China summit in Hangzhou last weekend. B20 recommendations to G20 Leaders included his suggestion for asset monetisation and recycling. He joined the IAS in 1990 (MP cadre) and rejoined the private sector in 2006 to specialise in Infrastructure and Cities.

Similarly, B Maheswari has been appointed as Chennai Collector; L Subramanian as Collector, Villupuram; V Jaya Chandra Bhanu Reddy as Joint Managing Director, Tamil Nadu Water Supply and Drainage Board; Mantri Govinda Rao as Deputy Commissioner (Education), Greater Chennai Corporation and S Gopala Sundara Raj was posted as Regional Deputy Commissioner (South), Greater Chennai Corporation.

Ms Disha Pannu has been assigned an additional charge of ADG, DBT under the Department of Posts. She is a 2010 batch officer of Indian Postal Service.

Checking Non-Political Lobbying

A set of Economists do constitutes one of the favoured lots in the Government of India. While some of them have made significant contributions, the others have miserably failed. However, they lobby better than the IAS lobby. The prayer for reviewing the performance of the present CSI is already delayed. Today, the statistical system under his leadership is stagnating with little initiatives on any front. Mediocre and corrupt Officials have been favoured over intelligent and honest one. It was only because of Sh. Ashis Kumar, the Ex-DG, CSO that the system could successfully migrate to the New GDP System. A Modi, however strong, may not be able to check such manipulations.

The sorry state of affairs with her at the helm is an indication of her capabilities. People who consider her for an extension surely will not be banking with SBI.

Why can't the govt search successors in advance ?

What is the Govt doing instead of locating a successor for the post of Chairman, SBI ? Are they in deep slumber ? When you know that the post of Chairman/Chairperson of SBI/SEBI/LIC/Nationalised Banks and other PSUs are going to be vacant in the next six months, why can't the Govt start its drill well in advance to find a prospective successor instead of giving extension. This has a demoralising effect on the part of honest and able officers. Nobody is indispensable. Modi Government is also selective in giving extensions to chosen few. Those who do not toe the Govt's policies are given a marching order and those who succumb to the pressures of the mandarins of North Block are given extensions. There is no defined rule or standard practice regarding extensions. What a pity. The Government which was criticising the NDA Govt the other day for giving extensions to favourites is just doing the same mistake. One cannot expect efficiency if the honest officers are not rewarded and the dishonest are given post retirement jobs.

Particulars of the Appellate Authority

The appellant had filed a complaint with the public authority and sought information about the action taken regarding the same. He later filed a complaint with the CIC alleging that PIO did not provide the particulars of the First Appellate Authority in his reply. He also insisted on compensation for non provision of information and harassment. The CIC awarded compensation of Rs. 2500/- to the Appellant. The CIC also directed the PIO that in future, the details of the FAA and the period within which appeal can be made should be intimated.

Comments

All PIO’s and FAA’s should take a careful note to the provisions of the RTI Act and ensure that while replying to RTI application the name and other particulars of the next level of appellate authority and the period within which appeal can be made should be invariably mentioned.
