Gujarat Bureaucracy Means Business (2)

Whispersinthecorridors.com's Business Editor Abul Hasan visited Gujarat Secretariat in Gandhi Nagar the other day and what he saw was unbelievable. He shares some of the unforgettable moments of his visit.

Visit to Gujarat Chief Secretary Dr. Jagadip Narayan Singh was another eye-opener. Despite shouldering so many responsibilities, the soft and suave 1983 batch IAS officer, decked up in suit and tie like any foreign delegate, is found readily available for both his colleagues and guests. Dr. Singh's courteous style of working is something that differs him from other officers.

Who is most honest leader in BJP and Congress ?

In a get-together topic of discussion was -who is the most honest leader in the Congress and the BJP ?.And silence prevailed and ended in a big laugh.

Congress has a chance where no third party exists ?

Why Minister purchased sold out item ?

One high profile minister of NDA govt purchased an already sold item from a govt show room. It is said that one shifted minister , after taking over charge of the new ministry, went to the ministry's show room and purchased items of about Rs 20 thousand. During shopping the minister also liked one item which was already purchased by a senior officer of a ministry. When staff informed the minister that the particular item has already sold out and the purchaser will collect it any day ,the minister replied- officer is not bigger than the minister. Let him purchase something else, I will take the particular item and it was sent to the minister's house.

Secretary DoPT to select DRMs ?

Henceforth Secretary Department of Personnel will also sit in the meeting of selection of Divisional Railway Managers (DRM). Now DRM vacancieis will arise only in February next year.

J&K DGP K Rajendra Kumar has been given three months extension in service beginning October 1.He is 1984 batch IPS officer of Andhra Pradesh cadre.

Law and Justice, DoPT , Science & Technology, Agriculture & Farmers' Welfare and Chemical & Fertilizer are having 3 Secretaries each.

10 Scientists are Secretaries in GoI

10 Scientists are holding the posts of Secretaries in different departments of GOI. These are- Agriculture Research and Education, Atomic Energy, DRDO, Earth Science, Health Research, Biotechnology, Science & Technology, Science & Industrial Research, Space and Statistic & Programme Implementation. At present all these posts are filled up and no additional charge has been given to any scientist.

No CMD to BCCL since August 2015

Mrs P I Sreevidya has been appointed as Deputy Secretary, Infrastructure Development in Karnataka. She is a 2010 batch IAS officer of Karnataka cadre.

Minor reshuffle of IAS officers in J&K (UPDATED)
As many as six IAS officers have been transferred and posted to different places in Jammu and Kashmir. Accordingly, Pramod Kumar Jain has been appointed as Chairman, J&K Bureau of Public Enterprises while Bharat Bhushan Vyas holds an additional charge of Principal Secretary to Chief Minister with other charges Inforamtion, Hospitality & Protocol, Civil Aviation and Estates Departments and Lokesh Dutt Jha is Financial Commissioner Revenue. Besides, Navin Kumar Choudhary has been appointed as Commissioner/Secretary, Finance Department; Ms Vineeta Gupta as Transport Commissioner and Parvez Iqbal was posted as Commissioner, Commercial Taxes.

It is high time Collegium prescribes a tough exam for inductions into higher judiciary so that legal competence of all inducties is subjected to a rational sruitiny.

What else the executive do ?


2nd Administration Reforms Commission, under the regime of UPA, has already made recommendation valid recommendations relating to appointment of judges and judicial accountability. The recommendations have been accepted by the Government. The NDA had carried forward those recommendations in the form NJAC. The Parliament had also passed the NJAC, Bill. What else the executive do when the Supreme Court has stayed something approved by the Parliament.

Saxena's views in the forum are generally well respected. However, I was dismayed by his views on Corruption by Babus. He in a stereotype manner blames that on " growing moral decay in indian society" - an observation that betrays understanding as to the interplay of morals in a society. It is Mr Ashutosh style of washing the sins. He seems to suggest that the moral fibre travels upwards form the lower rungs to the higher rungs of elite Babus. All sociological findings suggest otherwise. He also seem to suggest that older lots and reservationists are more corrupt as they hail from lower rungs of the social ladder without keeping in mind that the present lot of non reservationist IAS lots and so called Central Services officers in majority come from middle and lower middle classes. Then he tries to shift the blame to the politicians without realising that the foundation of corruption by politicians is bureaucracy itself. - It is those damn petty bourgeoisies - as Marx would have put it, that is to be squarely blameworthy.

100% correct. Sobti and Joshi, both are honest and hard worker and take BHEL in the right direction. You will find the results within 1-2 years. I have full confidence. They have lot of experience in BHEL's important departments. Being CMD and Director (Power), the still work on the working level. God will help them to take BHEL on progress.

DATE WITH RTI

Particulars of the Appellate Authority

The appellant had filed a complaint with the public authority and sought information about the action taken regarding the same. He later filed a complaint with the CIC alleging that PIO did not provide the particulars of the First Appellate Authority in his reply. He also insisted on compensation for non provision of information and harassment. The CIC awarded compensation of Rs. 2500/- to the Appellant. The CIC also directed the PIO that in future, the details of the FAA and the period within which appeal can be made should be intimated.

Comments

All PIO’s and FAA’s should take a careful note to the provisions of the RTI Act and ensure that while replying to RTI application the name and other particulars of the next level of appellate authority and the period within which appeal can be made should be invariably mentioned.
