-Prime Minister Narendra Modi who till a little less than two years
ago was beloved of the majority might be losing charm in the opinion
of some people but the question is that does any one else including
his opponents - Rahul, Mulayam or Lalu - have any charm ?
This question came up in the wake of response of the surfers of whispersinthecorridors.com
who were asked - "Is PM Narendra Modi losing his charm ? Is he
a changed man ?" While some replied in the affirmative, majority
did not agree and some of them even asked who else among Indian politicians
can stand parallel to him and suggested 'to see the things in the right
perspective'.

like the UPA Government that in its mindless appeasement saddled India
with a Deficit touching 6%..

Government keeps on coming up with Disclosure schemes..
Amar: Yes the Black Money lot were a step ahead ... they've taken protective
measures ... shifted money ... vaults etc. It'll take time to get to
them. But the 4 Disclosure schemes are a way of netting revenue without
lengthy Court Cases .... and then before adopting stringent measures
it's judicious to give a ... come clean opportunity. ..then the Benami
transaction Bill... and Government in its calculations has not factored
in ammount coming from Disclosure...

has it that Anil Kumar is being appointed new DG of the Railway Protection

According to insiders recommendation of transfers of the Chief Justices
of Delhi, Madras and Allahabad High Courts by the Collegium have not

It's widely whispered that the panel of Hitesh Khanna, Director (Works),

Konkan Railway Corporation Limited (KRCL) is being scrapped by the Railway
Ministry. The Ministry is whispered to be considering the panel of second

Pilferage of salt brine causes heavy losses to Govt's PSU in Rajasthan
Sambhar Salts Limited (SSL), a subsidiary of Hindustan Salts Limited
(HSL) is a Government of India enterprise under Ministry of Heavy Industries
and Public Enterprises, New Delhi, which has about 90 sq. miles of salt
production source including Sambhar Lake area spread over in three Districts
i.e., Jaipur, Ajmer and Naguar in Rajasthan, is incurring losses of
over 1000 crore salt brine with more than 5000 unauthorized bore wells
have been dug using illegal laying of electrical cables and motors and
pipelines for taking away the lake brine by the local entrepreneurs.
It causes great loss not only to SSL but also to the government exchequer
more than Rs. 300 crores annually and thousands of crores from past
few years till date.

MD & CEO, BSE Ashishkumar Chauhan has expressed his views on the
Union budget -2016 presented by Finance Minister Arun Jaitley in the
Lok Sabha.
5% to 15% BSE welcomes the proposal to increase the stake a foreign
exchange can hold in an Indian exchange from 5% to 15% to bring it on
par with Indian entities. This is expected to improve the functioning
of Indian stock exchanges and bring them on par with the best exchanges
in the world. This will also help attract more investments in India
by creating stronger links with the best foreign exchanges. STT This
is a move in the right direction. However, the minor increase of STT
on option premium from 0.017% to 0.05% is not expected to move the balance
away from derivatives in India to the underlying equity market. Therefore,
the current structure of the market should remain intact going forward.

Are IPS officers getting a raw deal ?
Are IPS officers getting a raw deal in Government of India at the hands
of the IAS? Most probably, the higher ups have deliberately been kept
in the dark by the lower bureaucracy. For example, the toppers of the
1997 batch of the Civil Services Examination 1996, Binod Kumar(All India
Rank 4) and Neelesh Kumar (All India Rank 7), who opted for the IPS
ahead of the IAS since they wanted to serve their motherland in uniform,
are still to be considered for empanelment as Joint Secretaries to the
Government of India, though their batchmates with lower rank, who opted
for the IAS have already been posted as Joint Secretaries to the Government
of India (so have officers with far lower ranks who opted for the Indian
Foreign Service). Why can all equally placed Services of a particular
batch of the Civil Services Examination, recruited through the same
Civil Services Examination in the same pay scale, not be empanelled
together? Why do they have to be placed to be years junior to their
juniors, who were selected later? Someone not selected in the 1996 examination,
1997 batch, and selected in the subsequent years, say, 1998 or even
1999, becomes senior to someone ranked in the top 10 in the 1996 examination!
Merely because he wanted to serve the country in uniform. Till when
will this injustice last? Till when will the hegemony of the IAS continue
to wreak havoc on sister services? The only hope for the country is
the great visionary Mr Modi, who will definitely do justice to the Services.

Consider with all seriousness
Sudanshu's view should be considered with all seriousness. When no corruption
surfaces in any govt. organisation does not mean that all is well. The
government should invite inputs from the employees whose particulars
would be kept confidential or if they do not want to disclose their
identity, it should also be accepted. The worst part of the fact that
the petition submitted against a senior officer by a subordinate official
is sent to the accused for his comments. Now, fearing for lives, people
do not come forward to highlight corruption going on everywhere. Irregularities
in appointment was quite common during the past several decades with
forged documents. Now it is upto the present govt. to constitute an
inter-departmental committee to verify the certificates and punish the
guilty.

Transparency in PESB, UPSC, PSU's
I was reading the views of PESB transience and finally Sudhanshu Bhattacharya
accepted the facts. I know there is no transpency. Some oragnisation
like Maharatna PSU like steel misinterpreted transparency in performance
appraisal system being a retired employee of this PSU, i suffered. I
got A, A, O suddenly I have B and before retirement C. There is casteism,
regionalism and those who have got punishment from vigilance got faster
promotions. I know People have forged age certificates and qualifications
reaching TOP. I agree with Bhattacharya, that system was corrupt for
so many years, but one thing is there it is possible to purge. There
are methods.

Selfless service of society
The Punjab government have, a few months back, celebrated 350th foundation
day of holy Sri Anandpur Sahib city on a grand scale. Many saintly persons
have devoted their entire lives to serve the humanity in general and
the residents of Anandpur Sahib and nearby areas in particular .I have
had the opportunity to very closely see the very scenic and difficult
areas of Anandpur Sahib sub-division from 1988 to 1990.In the May of
1988,i had to visit the village Chandpur Bela after crossing two creeks
of river Sutlej.On one big creek, where water flowed round the year
Sant Labh singh ji had already constructed one bridge for the convenience
of the residents of the village. I was tremendously impressed by the
humility and grace of Sant ji ,when I met him later on. Those who have
not lived in that area must know that about 40 big villages have been
existing in the bed of river Sutluj for more than two centuries in spite
of the fact that Bhakra and Nangal dams came into being in the ninety
sixties and Sutluj was not tamed then. Upto Ropar, only near Kahlawan
and Srai the river formed Pattan, otherwise it flowed in several creeks.
One can well imagine the hard life the sturdy people living there led.
Connecting people of other such areas by building 6 bridges with the
help of people is not less than a Herculean task. Not only, Sant ji
has built bridges but he has also done great work in spreading the education
in the poor and backward Anandpur Sahib area. In 1988, the Punjab saw
the worst floods, and Anandpur Sahib was amongst the first place to
be affected. The bridge built by Sant ji was badly damaged. Not only,
he spent day and night in rescue and rehabilitation process of the flood
victims, but also constructed the damaged bridge in record time. In
my college days ,my friend Iqbal of Village Marhana in Amritsar, whose
elder brothers had a big transport business in Maharashtra, used to
tell me how one Sikh saint had built bridge on river Godawari near Kopargaon
in Maharashtra ,when the government had failed to build it for a long

for the people. I realized it only after seeing the selfless service
of Sant Labh Singh. Padma award beckons for conferment on this extra-ordinary
man. Such persons are adored like demi-gods as i have personally experienced.

Fraudulent withdrawal from bank accounts by cloning of ATM
Appellant sought information pertaining to fraudulent withdrawal
from bank accounts of various customers including his own by cloning
of ATM. He stated that in most of the cases, the money was refunded
by the bank and in some cases including the appellant's, the money
was not refunded. The appellant sought the names of account holders
in whose case the money was refunded and the reasons for not refunding
the money in the rest of the cases including his own. The PIO
informed the appellant that the amount had been paid to all those
customers whose amount had been withdrawn through ATM fraudulently
who had account in their branch. The payment could not be made
to the appellant, because he had account at the JP Nagar Branch,
Bangalore and his case had to be settled by that branch. He further
informed that the matter was taken up with the Bangalore Branch
for payment to the appellant. The CIC directed the PIO to provide
the copy of their letter through which the matter was taken up
with the Bangalore branch, advised to resolve the issue and intimate
the action taken to the appellant.
Comments
The case provides an example of how an ordinary citizen can make
use of the RTI Act for the resolution of his problems.
