No suspension of Group 'A' officers without approval of DoPT
The Department of Personnel and Training (DoPT) has expressed displeasure
over the Ministries and Departments placing Group 'A' officers of Central
Secretariat Service and Central Secretariat Stenographer Service under
suspension without referring the matter to it. The DoPT asked all the
Ministries and Departments to forward proposal to it before placing
any CSS/CSSS officer under suspension.

Public discourse sinks to a new low
Public discourse has sunk to a new low where the president of JNU, one
small university in the country ,can call the PM names and be applauded
by his audience, all adult literate people , as also other so called
intellectuals. Do they realize that the democracy they talk of upholding,
is the one which has elected the PM and 281 others to run this country
for five years. They are elected by 1.25 billion people not by a few
thousand students. Juxtaposing a student union leader against the PM
is also shameful , and the media needs to refrain from making him a
hero overnight , despite his unacceptable conduct.

During my daily commute from Noida to Delhi I watched with dismay the
destruction of a fragile ecosystem on the bank of Yumna by Art of Living
Foundation. It is as if an army of marauders have raided this place
to cause havoc. The bushes, the wild growth under grown shrubbery and
kikar trees were first burnt in violation of the orders of National
Green Tribunal and the whole area was bulldozed to flatten it. The bulldozing
crushed standing crops of vegetables of poor farmers whose rozi-roti
comes out of the few fields they tend in Yamuna plain. After levelling
acres of land(more than 150 acres) a massive stage has been erected,
number of tents have come up right on the river bank. More vegetation
has been destroyed to build roads for the vehicles to enter the avenue.
This Cultural Festival being organized by AOL foundation on March 11,12and
13 have wrought a permanent damage to the environment. Saddest part
is the same is associated with one of our most revered guru Sri Sri
Ravishankar.When a few concerned citizens and environment activists
went to Green Tribunal, one hoped that NGT would stop this mega event
expected to be attended by 35 lakhs people. But NGT is still holding
hearings. It is too late now. They should at least order AOL to restore
the natural habitat by planting trees and bushes as also restoring the
fields of poor farmers after the event. Our sagacious President has
done the right thing by deciding not to be associated with the event
on the final day as earlier agreed to by him. The Prime minister should
also stay away from the inaugural function .It is an event which has
caused massive damage and disturbed hundreds of birds by destroying
their habitat during the roosting season.

Muzaffarnagar riots : Judicial suppression of facts "
The findings of one-man inquiry commission headed by Justice Vishnu
Sahai, are simple half-truths. Blaming local intelligence, DM, SP and
Media exaggeration for the riots (2013) that left 60 persons dead and
60,000 homeless does not suffice. Is giving clean chits to the ruling
political dispensation and the radicalized fringe groups of both communities,
not a travesty of Justice? Not a word of condemnation for UP, CM for
his supreme inactivity and insensitivity during the riots. Looks, there
is a secret deal between the BJP and SP. The bureaucracy, as always,
becomes the scapegoat.

Pending cases in Courts
Even if the courts are closed , it doesn't matter for common man. Pending
cases will also be the same even if the courts are having full strength
of Judge. It is a fact .

IRTS officers are more knowledgeable
Regarding comments against the appointment of IRTS officer as MD, CRIS,
first of all he should realize that CRIS has nothing to do with Indian
Telecom Service. CRIS relates to e-Governance .Secondly, the IRTS officer
who have worked in the Southern and Eastern Railways(Coal, Ore, Steel
& Cement belts) on the country get so much of all round experience,
which the ITS can never get. Even IAS of Ministries are afraid of the
knowledge which these IRTS officers have acquired and posted in New
Delhi in Railway Board.

Bill pending with the President for assent
Information regarding the status of the Kerala Plaachimada Victims
Relied Fund and Compensation Claims Special Tribunal Bill, 2011,
pending for the assent of the President of India was sought. The
information was denied under Section 8 (1) (i) of the RTI Act.
The CIC held that the Information is not exempt u/s 8(1) of the
RTI Act because a MLA is entitled to obtain the information. The
CIC further observed that a citizen of the country is also entitled
to know this information. There is huge public interest involved
as thousands of the affected people are deprived of the relief
because of the pendency of the bill. The Commission directed the
Public Authority to provide the information sought by the appellant
within 30 days.
Comments
The RTI Act, 2005 has made an ordinary citizen as powerful as
the elected representative. A citizen is entitled to receive any
information which can be made available to a MP by the parliament
or a MLA by the state legislature.
