18.61 lakh pensioners to be benefited from OROP
Its official that around 18.61 lakh defence pensioners settled across
the length and breadth of the country will be benefited from OROP. Principal
Controller, Defence Accounts, Pension (PCDA,P) has issued a circular
with detailed implementation instructions to all concern PDAs.It has

to the rank of ADG in Government of India in a month or two. The Expert
Panel has given clearance of names.
Will there be a change in eligibility for CBDT Member ?
CBDT circles are pondering whether there will be a change in eligibility
for being CBDT Member from being one year of service left to two years.
The general feeling is that the answer lies with the Prime Minister
but this thought wouldn't have arisen if it was not to be.

Ministers not performing
Some of the Ministers in Modi's Government are just not working. They
also are least accessible. They have built ivory tower and living in
own paradise. They are not aware of mess going on in their Ministry.
They are not interested to clean up Congress Mess. They want only Modi
should work hard and win elections for them and they will do easy job
of becoming Minister again and enjoy life. No initiative, no dynamism,
no interest, only complacency and talk, talk and more talk before Media,
increase visibility of them selves. It is surprise Rahul bhaiyya and
his Congress never criticize such like Ministers.Congress busy attacking
Sushma Swaraj because competent Minister, they attack Smriti Irani because
she works hard and reading file. They attack Arun Jaitley because he
no nonsense person. Most of all biggest attack of all Tom, Dick &
Harry is on Prime Minister Modi because Congress afraid of him &
want to dirty his image in public eyes. This is only way Congress sees
its future. Can Modi clean up 60 years of Congress Mess in 5 years.
These sleeping , free loading Ministers in Modi Cabinet seem to be helping
the Congress. Modi should change some of these arm chair Ministers who
do only one task in whole year and close eyes thereafter and bask in
glory of one single achievement. Let the Dead wood be eliminated.

No land of law in MOS&PI
I am fully agreed with the views published in www.whispersinthecorridors.com
under the heading of No Land of Law in MOS&PI on 26.02.2016 and
02.03.2016 respectively. Instructions of DOP&T on DPC, Posting of
husband and wife at the same station, transfer & Posting of physically
handicapped candidates, Framing a Transfer Policy etc are not being
followed strictly. There is no time with MOS (IC) look into these lapses
and initiate disciplinary action against the Chairman and members of
Civil Services Board (CSB).

Phalke awards be doubled
It is gratifying for the Indian cinema lovers that Manoj kumar, who
has fired patriotism in the Indian hearts has been made the 47th recipient
of the most prestigious Indian film honour. However many outstanding
film personalities have not yet found place in this aura of honour.
These are Nargis, Sunil Datt, Meena Kumari, Madhubala, Mohammad Rafi,Mukesh,
Talat Mahmood, Shamshad Begum, C Ramchandra, Shankar Jaikishan, Guru
Dutt, Kidar Sharma, Bimal Roy, Vyjayntimala, Balraj Sahni, Nutan, Chetan
Anand, Vijay Anand, Waheeda Rehman and many more. It is incidental that
Prithviraj Kappor is the only posthumous recipient so far. All film
personalities ,who dedicated their lives to the cinema and made mark
in the public minds across the nation must get it despite the fact that
many of them are no more. In order that all film personalities, whose
contribution to Cinema is recognized world over, get this award even
posthumously the number of awards can be increased to two annually.
This way the living and the departed get the equal honour and inspiration
to excel would be perpetuated.

Elusive governance competence
Union Law Minister D.V. Sadananda Gowda on Tuesday said the Centre would
not bring the appointments of judges of the Supreme Court and high courts
under the ambit of the Right to Information (RTI) Act. He said the revised
draft memorandum of procedure to guide appointments of judges to the
apex court and the 24 high courts was in its final stage, and it would
be sent to the Chief Justice of India soon.
Nobody has so far forgotten the nationwide agitation and movement against
the Mandal commission report and the consequent nation-wide violence
and destruction of property, about 25 years ago; the Gujjar and Patel
reservation movements also brought immense misery for the hapless citizens
and shame for the state. The latest to bring shame to the state and
immense misery to the people is the jat reservation movement in Haryana.Reservation
movements have proved to be potential dynamites to destroy state's supremacy
and social fabric. In Haryana ,everything has gone wrong. The state
and its instruments could not control the situation and when the army
was called in, mysteriously it was not used. In the era of vote bank,
moral courage and statesmanship are the casualties. You allow men to
vandalize, loot, rob, kill, injure ,disrupt transport and all essential
services, yet your demands are met with. If RSS can bow before such
lawlessness, then it loses the authority to guide its political wing.
The overall Indian governance situation is very grim. Pathankot and
Dina Nagar incidents combined with hate speeches indicate that the slogans
have replaced action. Haryana epitomizes the low in the governance and
moral courage and sagacity of the regime.

Bill pending with the President for assent
Information regarding the status of the Kerala Plaachimada Victims
Relied Fund and Compensation Claims Special Tribunal Bill, 2011,
pending for the assent of the President of India was sought. The
information was denied under Section 8 (1) (i) of the RTI Act.
The CIC held that the Information is not exempt u/s 8(1) of the
RTI Act because a MLA is entitled to obtain the information. The
CIC further observed that a citizen of the country is also entitled
to know this information. There is huge public interest involved
as thousands of the affected people are deprived of the relief
because of the pendency of the bill. The Commission directed the
Public Authority to provide the information sought by the appellant
within 30 days.
Comments
The RTI Act, 2005 has made an ordinary citizen as powerful as
the elected representative. A citizen is entitled to receive any
information which can be made available to a MP by the parliament
or a MLA by the state legislature.
