Às per indications reaching Delhi indicate that TMC is likely

In Assam hung assembly predicted ?
According to observers this time Assam is likely to see hung assembly
and chances of coalition government are bright.
AIADMK is ahead in TN?
Jayalalita lead AIADMK is said to far ahead in TN assembly elections.
According to sources DMK- Cong alliance and Vijaykanta factor likely
to affect ADMK in some pockets but it is said Jayalalita will return
to power.
Total investment stands at Rs 10,96,057 cr in all CPSEs
Total investment (equity plus long term loans) in all CPSEs stood at
Rs. 10,96,057 crore as on 31.3.2015 compared to Rs. 9,92,096 crore as
on 31.3.2014, recording a growth of 10.48%.
"Modi has no parallel"
-Prime Minister Narendra Modi who till a little less than two years
ago was beloved of the majority might be losing charm in the opinion
of some people but the question is that does any one else including
his opponents - Rahul, Mulayam or Lalu - have any charm ?
This question came up in the wake of response of the surfers of whispersinthecorridors.com
who were asked - "Is PM Narendra Modi losing his charm ? Is he
a changed man ?" While some replied in the affirmative, majority
did not agree and some of them even asked who else among Indian politicians
can stand parallel to him and suggested 'to see the things in the right

14 officers short-listed for DMD in SBI
As many as 14 officers have reportedly been short-listed for the promotion
to the grade of Deputy Managing Director (DMD) in State Bank of India
(SBI).The officers include: Anil Kishora, Pendyalay Surya Prakasha Rao,
Debashish Sarkar, chalasani Venkat Nageswar, Mrs Anurada Rao, Pallav
Mohapatra, Rameh Babu Boddu, Badal Chandra Das, Neeraj Vyas, Venugopala
B Reddy, Prashant Kumar, Mani Palvesan, Ajit Sood and Mrs Padmaja Chunduru.
DPC is expected to meet early next month to select about half a dozen
posts.

Paradigm shift in today's politics
There is paradigm shift in today's politics from earlier tricks &
traits because focus has shifted from corruption to disintegration.
It is evident from the fact that NDA' Modi Govt. is strict & adhering
anti-corruption measures/operations supplemented with reforms &
socialistic expenditure to bring-out best for the people at large with
eye on inclusive growth.
So, Opposition parties had a minute observation after debacle / defeat
of AAP's Student Wing in DESU election than plunk changed from corruption
to disintegration. Every move of Opposition is matching with Anti-National
activities to draw a parallel by propagating through favored Media to
establish an injury/victimize/indecency /injustice.
These forces have united and day is not far away when everything will
be in black & white, visible to the common man /woman-who are they
to whom they were voting in past and what good they have brought for
them after several years of rule alone or all along in coalition.
You can very well understand this by having a true example, if you
have to abuse somebody in higher-ups as an opposition you will never
miss-out any chance as & when situation arises in the democracy
normally, but what will happen to the opposition when circumstances
are shrinking of actual problem by effective Govt. of today then connive
to manufacture/ create unrest by any means if to that extend to change
the face created earlier like-"K" to "K" with little
difference so the people may recognize their credentials & take
them true by face value instead recognizing game behind whole orchestration
to befoul the people in name of Social Justice & what not "Azadi".
Difficulties are with who oppose Narendra Modi but in what form-Challenges
are:
There is no parallel to him & his Govt. Hard work & Nation
Building
There is innovation formulated in each programme & policy implementation.
There is complete transparency in higher-ups including Minister, Senior
Bureaucrats at every level of governance in just two years of rule.
There is level playing field with equal opportunity to bring-out best
from every corner of Govt. activities to enhance people's participation.
There are so many good to write about Modi Govt. except one thing-
why? -there should be more exigent action against Non-functioning Institutions
as well as Entities based on Investigating & intelligence Agencies
effective Network keeping National Security top most priority.
Keep on attacking Modi, he will never ever retaliate instead pick good
from it & rest will be in dustbin. That's all. Jai Hind.

What all can hubris do ?
A lot. The hubris of Nitish Kumar (also known as Chanakya of Bihar)
elevated Jitenram Manjhi to Chief Ministership and made him a challenger
to Nitish. It is what actually resurrected the political career of Lalu
(also known as the Lion of Bihar) who was politically not in a very
sound position prior to the 2016 Bihar elections. Now, the Chanakya
of Bihar is functioning under the close supervision of the Lion of Bihar!

Undoing injustice to Dy. Secretary Level Pensioners by the Empowered
Committee on 7th CPC
Since the level of responsibility, duties and powers of Deputy Secretary
(DS) and Director level officers in Govt. of India and equivalent levels
are the same and both these posts are interchangeable (upgradable/downgradable)
depending upon the seniority of the officer concerned, quite logically,
there used to be a little difference of only Rs.2300/- between the Pay
Scales of these officers before implementation of the 6th Pay Commission's
report - the starting Scale of Pay of DS being Rs.12,000/- and that
of Director Rs.14,300/-. It was highly unjustified on the part of Govt.
of India when it granted Pay Band and Grade Pay with a SUBSTANTIAL DIFFERENCE
to these levels of officers at the time of implementation of the 6th
Pay Commission's report. As is known, PB-3 of Rs.15600-39100 with GP
of Rs.7600/- is prescribed for DS and SUBSTANTIALLY HIGHER (almost double)
PB-4 of Rs.37400-67000 with GP of Rs.8700 for Director level officers.
This was one of the greatest anomalies in the implementation of the
6th Pay Commission's report. The Govt. later on granted PB-4 to Lt.
Colonels and Director level officers - VI Pay Commission recommended
PB-3 to them. There was no logic to deny the same to DS level officers
in view of the sphere of functions, responsibility and powers between
DS and Dir. level officers being the same.
In its Table 5, the 7th CPC, however, corrected the anomaly to some
extent, by recommending a higher multiplier factor of 2.67 for PB-3
(Grade Pays of Rs.5400, 6600 & 7600) vis-à-vis 2.57 for GP
of Rs.8700, but the pensioners, who retired between 2006 and 2016 have
been ignored and will suffer for life to a great extent. To meet the
ends of justice, Govt. is requested to rectify this anomaly by recommending
a higher multiplier factor of 2.67 to the pensioners who retired from
the GP of Rs.7600 -

Shortage of IAS officers immaterial
Heavens are not going to fall because of shortage of IAS officers. In
state government they have Principal Secretary, Secretary, JS from IAS.
Some departments have ex -office CS also. Decision maker is Principal
Secretary. Shortage is artificial. On the face of it, most of the departments
are over staffed with IAS babus and no work no responsibility.

Getting money back is not enough
Even though the applicant has been able to get the money back with interest
due to RTI, it is not sufficient. The CIC has erred in denying the information
as their is established wrongdoing on the part of the agent. Such information
now has a clearly defined angle of public interest involved. Most of
the Information Commissioners are retired bureaucrats and have little
understanding of the RTI Act. They are not inclined to disclose the
information and work with a closed mind set. Any way, at least the poor
applicant got something out of it.

Fraudulent surrender of LIC Policy
The Appellant took a health plus policy. She learnt that her policy
was surrendered without her knowledge on the basis of her forged
signatures on the policy and the amount was used for taking two
new policies by her mother-in-law. She complained to LIC and got
an FIR registered at Meerut. The LIC informed her that they had
sought the explanation of the agent concerned. She asked for a
copy of this explanation of the LIC agent under RTI which was
denied to her. She argued that the information sought related
to her and therefore, she was not a third party and had a right
to get a copy of the explanation. LIC stated that on the basis
of a complaint, they had paid the amount along with interest to
the appellant and redressed her grievance. The copy of the explanation
submitted by the agent was denied claiming it to be personal information
related to the agency. Relying on the Apex Court judgment in Girish
Ramchandra Deshpande case, the CIC upheld the denial of information
Comments
The appellant was able to get back the amount with interest due
to the pressure created by RTI application. It is a mute question
whether an explanation of the LIC agent in respect of alleged
fraud committed in respect of a client can be called as a third
party information.
