2 defence PSUs disinvestment approved

Government has approved disinvestment of the two defence sector CPSEs: Bharat Electronics Limited (BEL): 5% paid-up equity of BEL out of Government of India's shareholding of 75.02 per cent, through Offer for Sale (OFS); Hindustan Aeronautics Limited (HAL); 10% paid-up equity of HAL, through Initial Public Offer IPO). Strategic sale of Defence Public Sector Undertakings (DPSUs) is not contemplated.


Why Ministers explaining union Budget?

For the first time union ministers are explaining the details of union budget to media regarding allocation to their ministries. Apart from Finance minister Transport, Agriculture, Petroleum, Water Resources, Fertiliser, Food Processing, Civil Supply, IT & Communication and Rural development ministers have called the press within two days. Rest are in que. Common thing is that all are claiming that for the first time their ministries /departments have been allocated maximum fund which will help improving the rural India and farmers particularly. Experts opined that all ministers have been given Herculean task and real test of NDA ministers starts now.


In Odisha, ministers have no say ?

It is said that in Odisha, ministers have no say in their concerning departments. They are ministers for name sake. It is said that CM has full control over bureaucracy and bureaucrats also take orders from the CM instead of their respective ministers.

"Modi has no parallel"
-Prime Minister Narendra Modi who till a little less than two years ago was beloved of the majority might be losing charm in the opinion of some people but the question is that does any one else including his opponents - Rahul, Mulayam or Lalu - have any charm ?
This question came up in the wake of response of the surfers of whispersinthecorridors.com who were asked - "Is PM Narendra Modi losing his charm ? Is he a changed man ?" While some replied in the affirmative, majority did not agree and some of them even asked who else among Indian politicians can stand parallel to him and suggested 'to see the things in the right perspective'.

Airports Authority of India's (AAI) persistent efforts to improve the services and passenger facilities at its airports have placed AAI amongst the best service provider in the World. AAI's four Airports are amongst the top five airports in the category of 2 to 5 million passengers per annum across the world. Based on the results of the survey carried out by the Airports Council International, (a global non-profit organization of Airport Operators) on Airport Service Quality (ASQ), AAI's Jaipur Airport has been rated as world's No.1 Airport in the category of 2 to 5 million passengers per annum and Lucknow Airport has been rated as world's 2nd best airport in the same category. Further, Jaipur Airport has also been rated as the best airport by "Regions & Size" in the Asia Pacific Region in the category of 2 to 5 million passengers per annum. AAI's Goa and Trivandrum Airports are at 4th & 5th position in the same category. In the category of Airports upto 2 million passengers per annum AAI's Srinagar Airport has been rated as the second best airport in the World. All the 11 airports where ACI's ASQ survey is carried out AAI's Airports are rated above the world average i.e. 4.13 on a scale of 5.

I am fully agree with the views of Sh. S. Nath published on www.whispersinthecorridors.com under the heading of No Land of Law in MOS&PI. Instructions of DOP&T on transfer matters are not being followed strictly. Whether, DOP&T will look into lapses or disciplinary action may perhaps initiated against the members of CSB.

Budget 2016 wastes a grand opportunity


Cast in the traditional budget philosophy of denting & painting the economy and framing it in shining silver frames, budget 2016 has wasted a grand opportunity for (1) providing ease of business, (2) entrepreneurship development, (3) make in India, (4) incentivizing self-employment ventures, (5) failure to treat entrepreneurs as professionals, (6) non-extension of banking support to professional entrepreneurs and similar other requirements. The conservative budget takes it for granted that there is industry & business to be milked like the Kamdhenu and salaried class to be whipped constantly. Can India become an economic superpower with such bullock cart economic concepts? Why can't the government acknowledge the fact of the entrepreneur being a professional, who deserves to be treated like such & trusted to contribute to development, growth, job creation and reduction of demand for jobs by opting for self-employment. The professional entrepreneur does not demand subsidized loans from the banks. She may need only short term funds or OD facility, which needs to be made as easy as buying a stamp from the post office. The bank may go by the IT Returns or Annual Reports of the entrepreneur's business or take the property papers in original as security and sanction the loan applied the same day. But the paper work makes things extremely difficult for the first generation self- employed qualified entrepreneur. It acts as a frustrating disincentive for an educated entrepreneur. The budget makers can learn the right lessons from the SEWA Bank for financing Short term loans and ODs. The defaulters get it easily as they are skilled operators of the system; the entrepreneur a complete raw hand can never make it.

No need for any fresh Cabinet approval


The Budget speech talks about the re-organization and rationalization of the central Ministries/Departments. For this there is no need for any fresh Cabinet approval report. the 13th Report of the second administrative reforms commission is on the subject of reorganisation of Ministries/Departments. This can now be done at executive level.

Reservation in promotion to the differently abled


I wish to draw your kind attention towards Supreme Court's Order on giving reservation in promotion to the differently abled employees and filling up all backlog vacancies.

The Govt. has partially implemented Supreme Court's order on notifying the vacancies to be filled up as back log, but no steps have been taken to grant them reservation in promotion. Hope your platform "Whispersinthecorridors" may send down an alert on the government for implementing the same.

He is an outstanding technocrat !


I had a quite a long innings in BEML and I had the good fortune of working with him very closely from the days he joined as a mgt trainee upto the time he became the CMD. He is an outstanding technocrat and a gentleman to the core with a brilliant brain. Easily the best CMD BEML had. The defence ministry has erred very badly in not giving him an extention which he richly deserves. The MoD and BEML are the losers and time only will tell what a mistake the ministry has committed. A long and happy retired life to my dear friend.

DATE WITH RTI

Fraudulent withdrawal from bank accounts by cloning of ATM

Appellant sought information pertaining to fraudulent withdrawal from bank accounts of various customers including his own by cloning of ATM. He stated that in most of the cases, the money was refunded by the bank and in some cases including the appellant's, the money was not refunded. The appellant sought the names of account holders in whose case the money was refunded and the reasons for not refunding the money in the rest of the cases including his own. The PIO informed the appellant that the amount had been paid to all those customers whose amount had been withdrawn through ATM fraudulently who had account in their branch. The payment could not be made to the appellant, because he had account at the JP Nagar Branch, Bangalore and his case had to be settled by that branch. He further informed that the matter was taken up with the Bangalore Branch for payment to the appellant. The CIC directed the PIO to provide the copy of their letter through which the matter was taken up with the Bangalore branch, advised to resolve the issue and intimate the action taken to the appellant.

Comments

The case provides an example of how an ordinary citizen can make use of the RTI Act for the resolution of his problems.
