Power circles in Delhi are abuzz as to why G K Pillai, former Home Secretary is against his Home Minister P Chidambaram? It is said that some political compulsions have forced Pillai to spill the bean against his ex boss. If sources are to be believed Pillai is likely to be rehabilitated soon.


More will be trapped?

In the alleged second affidavit of Ishrat Jehan encounter case some more high profile heads are likely to be trapped, including political leaders and an investigating agency officials.

M: Let's go into the lawn. .. why was the tension so much that you took to smoking ...

F: Yup tension was there ...but cigarettes became a tool... while in interrogating used cigarettes to make people talk..

M: Whaaaa... did you use it on Bureaucrats and Ministers...

F: Ha ha ... I burnt holes in so many trousers and payjamas that I lost count ..

F: Not when they know on whose orders I worked...

F: Say if the 'interviewee' clamps up... or if he is required to sign a certain document ... and is not doing it or is hesitant ....

F: You've not noticed ... its 7 pm ..dark... and I'm still wearing goggles ... my eyes don't meet anyone's eyes...

M: You've retired ... don't you feel an interviewee ...now in power... could strike back..

F: I took some 'Insurance Policies' ..so I can call in some favours as and when required..

N: Baloney ...never heard of such Insurance Policies. .

M: Boss he's saying he has retained some crucial info with proof ..which he can use to blackmail his way out of tight situations..

N: Oye ..you better return the IOUs I gave you in college.. you are a dangerous friend..why the hell did you do this job....

F: At first I too did not like this job.. but then I started enjoying the fear my name and presence generated ... and there were material perks too... I've travelled overseas extensively ...post retirement I still have a palatial Government house ...security considerations ..chauffeur driven car ...

M: Any one case ... after you became a hardcore interviewer that made you feel .... chalo if not bad .....odd..

F: Hmmm... one case ... there was this Babu I was ordered to hound ... my Minister wanted him to submit an affidavit in a Terror case ... elections were around the corner and this Affidavit was crucial to a Name and Shame and Hound strategy...now this guy was a real decent guy ...simple ....honest and efficient .. I burnt holes in his trousers ...threatened him..got the system to hound him...I hear his Parents suffered his condition for some time and passed away .... yaar I'm sure he's kept the cigarette burnt trousers ..wish I could take away the trousers ..

M: You think with this you will erase your misdeeds....

F: No ... but I will get some closure ...

M: Buddy your soul is dead...I shudder to think what you have done if you feel getting the trouser will give you closure ... sorry Sir it's time for you to leave my home ... and sorry Neighbor for my being rude..

N: Oye ex Friend ... I'm having a coffee here... I'm calling my home and your bag will be at the gate... take it and vamoose ... sorry I had a friend like you...good riddance ....

"Modi has no parallel"
-Prime Minister Narendra Modi who till a little less than two years ago was beloved of the majority might be losing charm in the opinion of some people but the question is that does any one else including his opponents - Rahul, Mulayam or Lalu - have any charm ?
This question came up in the wake of response of the surfers of whispersinthecorridors.com who were asked - "Is PM Narendra Modi losing his charm ? Is he a changed man ?" While some replied in the affirmative, majority did not agree and some of them even asked who else among Indian politicians can stand parallel to him and suggested 'to see the things in the right perspective'.

Department for rehabilitation of farmers required

My request to our Prime Minister that regarding farmers who are in big debts and committing suicide, is that Ministry of Finance should form one department for rehabilitation of such farmers that they should approach the department and narrate their problems of their debts towards banks or financial institutions and the department should take note and evaluate of their financial problems whether those are due to farming in which their agricultural produce is lost due to natural calamities or due to inferior inputs such as seeds, pesticides etc. If department finds the loss due to natural calamities or other reasons, the farmers should be helped with grants in shape of cash or delayed loan payments. Though this will be a difficult proposal but with this will boost morale of the farmers that the government if with them and they will definitely approach the department with their problems and many honest farmers will gain and in this way suicide by farmers will be stopped to a large extent.

Transparency in all PSU recruitments is a must


In response to Unni (Seems like a pseudo-name) I haven't doubted credibility of Whispers but the timing of questions being raised on a particular selection. If you say only a particular selection was wrong then all selections should be wrong as well as panel hasn't changed. Transparency in all PSU recruitment is must it will take time to bring in a foolproof system. Be patient.

Art of Living Foundation would host a world culture festival in Delhi on March 11 to13, 2016, in which around 3.5 million people from 155 countries are expected to participate. Thousands of musicians and dancers are expected to perform on a stage that will be spread in around seven acres, set amid 300 acres of Delhi's Mayur Vihar, The stage is being erected by damaging the Yamuna bed. A committee headed by Union Secy, Water Resources, has opposed the move as it will cause ecological damage. The National Green Tribunal (NGT) has slapped a fine of Rs 140 crore on the Foundation. Despite this, the work is going on full steam. Should not the Supreme Court take suo moto cognizance and stay further construction at the site.

It is understood that many Judges ( retd or serving ), Central Ministers, Opposition leaders might be participating in the fest. PM Modi is also likely to join the festivities. A monumental waste of money on an event that does not help the poor and down-trodden in the country. An exercise in self-advertisement.

The moot point is : Will the Art of Living Foundation pay the fine? Or, in the alternative, will the authorities waive the fine, ultimately ?

Most specious argument on EPF tax


The industry has been clamouring for cheaper funds to play around with. To attain this objective, it has suggested that options for smaller savings be made less attractive, in order that the middle class look to the market (including the stock market) to beat inflation. This is being sought to be done by taxing withdrawals on provident fund etc. The argument is that these are actually a subsidy given to the middle class (now "reclassified as the "rich"). This is a most specious argument, which will also just by the way, ensure that the next elections will again be fought on the "Ïndia shining" "myth, with no one knows what results.

The truth is, that in this country, Banks and Corporations regularly went bankrupt prior to independence, with all the savings of the middle and lower middle classes wiped out at one go. Of course, this was due to the bad management and profligacy of these institutions which were led by the captains of industry. This also discouraged small savings, due to which the habit of frugality and savings were not inculcated in the small saver (middle and lower middle classes). They felt that spending money was better than risking losing their savings regularly. Then, government nationalized banks, in order that their financial health was assured and capitalists and captains of industry playing around with the poor public's funds and swindling them was reduced. Other steps taken in this direction were encouraging savings in provident fund schemes and small savings. By definition, provident funds were for old age and hard times. Naturally, they were made a bit attractive and of course, limits and caps were put so that nobody got too much out of them. Now, the Economic Survey and the Budget are calling these things subsidies to the "rich"!

On the other hand, Corporate tax is sought to be reduced, saying that the rate is quite high and the world over, personal income tax rates are higher. Now, all the world over, social security is ensured. Since it comes out of the personal income tax, personal income tax rates are higher. Further, even in the US, there are various deductions given to families, for children etc. For example, there is a deduction for those parents who have children called child tax credit. There is a deduction for tuition, required enrolment fees and course material for the first four years of post-secondary education for up to $2,500 per eligible student per year etc. The slew of deductions for individuals is simply not there in India.
Just by the way, there is a subsidy on LPG in India. This is often decried. But apparently, the price of LPG is first artificially elevated and then a subsidy component is introduced. Why not stop the artificial increase in prices in the first place and provide LPG at the international price. No subsidy will be required.

The sum and substance of the argument is that the poor also, when their incomes increase, graduate into the middle class. Policy prescriptions that unduly hurt the middle class, in order that the rich may play can only be counter-productive.

Fraudulent withdrawal from bank accounts by cloning of ATM

Appellant sought information pertaining to fraudulent withdrawal from bank accounts of various customers including his own by cloning of ATM. He stated that in most of the cases, the money was refunded by the bank and in some cases including the appellant's, the money was not refunded. The appellant sought the names of account holders in whose case the money was refunded and the reasons for not refunding the money in the rest of the cases including his own. The PIO informed the appellant that the amount had been paid to all those customers whose amount had been withdrawn through ATM fraudulently who had account in their branch. The payment could not be made to the appellant, because he had account at the JP Nagar Branch, Bangalore and his case had to be settled by that branch. He further informed that the matter was taken up with the Bangalore Branch for payment to the appellant. The CIC directed the PIO to provide the copy of their letter through which the matter was taken up with the Bangalore branch, advised to resolve the issue and intimate the action taken to the appellant.

Comments

The case provides an example of how an ordinary citizen can make use of the RTI Act for the resolution of his problems.
