for health.. transport ... education... and this was advertised LRC...
but... fact is not even 50% of allocations utilised. ...in fact many
important Departments have not spent 50% of allocated planned expenditure
...
M: The ads show that Kejri is a Administrative Messiah... it all centers
around him...what was this drama they did on Pakistan's JIT....even
Congress is up in arms...
MF: Foolish reactions... first time Pakistan has indirectly accepted
involvement of Pakistanis in a Terror attack on India... previously
Pakis would just outrightly reject...
M: On such issues shouldn't Political Parties put up a united front
...
MF: Problem is Modi is bringing about such revolutionary changes that
it's a matter of survival for Congress etc., ....so there can't be a
meeting of minds ..not even on such an issue ....

...

Government .. now to some extent placated with his sacking.... in one
year usually anti incumbency starts building up... and I've noted in
Uttrakhand anti incumbency builds up very fast ..and all Political Parties
in Uttrakhand are fractured internally... its a tricky situation there
.. but not of BJPs making ..
M: Now they say Virbhadra has got a acute case of thadthaditis that
his Government is next in the firing line..
MF: This is for sure High Command's grip is loosening ....quite a few
Congress Leaders are having second thoughts about their political future
..on conditions of anonymity one local Congress Leader called it the
Rahul Effect ...though in my opinion even Virbhadra's own problems causing
internal turmoil....

1984was mob frenzy....

-Prime Minister Narendra Modi who till a little less than two years
ago was beloved of the majority might be losing charm in the opinion
of some people but the question is that does any one else including
his opponents - Rahul, Mulayam or Lalu - have any charm ?

Intelligence and honesty are the basic qualities expected of a
Judge
Writing encomiums about judges and bureaucrats by advocates and subordinates
is good though some feel that these are done to get into the good books
of the recipient. Many in the earlier posts have expressed their displeasure
in allowing the misuse of this portals for sycophancy But it becomes
laughable when some one writes about a judge as intelligent as seen
in a recent post about the new CET Chairman. Intelligence and honesty
are the basic qualities expected of a Judge or does the writer think
that other Judges are not intelligent.

CAT needs to stay
Instead the judges and members should be active service people and not
retired as at present. Also its decisions should not be challengeable
in any court of law i.e. its decisions should be at par with the Supreme
Court for Government Employees as the final authority. I am sure this
is a better option. The very purpose of CAT has been otherwise defeated.

Legal grievance is redressed by Govt.
CPGRAMS is being dealt with by the Department of Administrative Reforms
& Public Grievances and not DOP&T. The reply to public grievance
is not sent by a single individual rather by n whole office. In this
country with their illegal demand consider that it should be redressed.
Some people send their grievance first by themselves, then the same
one through their wife, parents, relative etc. If your grievance is
legal, it is redressed by the Government.

Rationalisation of Staff
The exercise should be rationalisation of organisations/offices. The
functioning of most of the subordinate offices under various ministries
need to be critically analysed. The Internal Work Study Units have done
some studies but their recommendations have gone into dustbin. First
wind up those central government establishments where the programme
is being implemented in partnership with the State Government. More
so, if there is another State level establishment functioning at the
cost of the central government exchequer. None has the right to misspent
poor tax payers' hard earned money.
Please take note of this. During the previous years, a lot of unmindful
expansion of central govt. establishment took place.

Napoleon of the sub-continent
In the 1971 war with Pakistan, this gem born and brought up in the sacred
city of Amritsar, used to be derisively deprecated as Kubba (hunchback)
General of the Indian army, by the Pakistanese propaganda machine, then
radio, and incidentally Lahore Radio used to be otherwise popular with
the Amritsar people for its sheer wit. Actually, he always listened
to his soldiers with rapt attention and was also focused while doing
other cores, then he would bend a little, which was his trademark and
it was popular within the army as limp -style gait of the eternal romantic
poet George Gordon Byron was universally popular. In the second world
war, he was seriously injured on the Burma front, when nine bullets
pierced his body. Later on he would encourage his soldiers by telling
about his own providential escape and then rising to become Army Chief.
He became the first soldier to be decorated with the Military Cross
for bravery in the Burma field itself.
Sam Manekshaw or SHFJ Manekshaw was born to Parsi parents in Amritsar.
At the time of his birth, only three Parsi families lived in Amritsar.
Unfortunately the last one has also recently left for her residence
with the God. His father was a renowned doctor and Manekshaw also wanted
to become doctor, but destiny willed otherwise. He had his education
in Sherwood college Nainital, PBN school and Hindu college Amritsar.
At the age of 18, he was selected in the first batch of Indian Military
Academy, Dehradun, to join there on 1st October,1932.He remained a man
of his own convictions throughout his illustrious career and for this
reason he courted many controversies, including the serious one ,when
he was ,Commandant at Defence Services Staff College at Wellington.
Coonoor near this picturesque place in the Nilgiri hills of Tamil Nadu
he had selected to live after his retirement and it was at this place
he had died on 27th June 2008 at the age of 94.Just before his death
President Abdul Kalam had paid him a visit there.President and Supreme
Commander of the Armed Forces was pained to know that his pension and
other perks had not been released.On return to New Delhi he ensured
their release only sometime before his death
He became Chief of Army Staff at the age of 55 in 1969.The way ,he defeated
his batch-mate Yahya Khan in Bangladesh along with surrender of 90000
army-men, and the way he secured glorious victory which gave birth to
a new nation Bangladesh, the history shall always remember him as the
best General of the modern times. Nobody could ever imagine that ,he
had the guts to say no to then PM Indira Gandhi in the Cabinet meeting
and secure approval of his own strategy to go to war on his terms even
offering to resign. Later on ,he would rejoice the incident by sharing
it with his colleagues that there was a very thin line between becoming
a Field Marshal and being dismissed from service. Incidentally after
being the first to get Military Cross in the battlefield, he also became
the first to become Field Marshal of the Armed Forces during his active
service on 1st January 1973.In between he was awarded Padma Bhushan
in 1968 and Padma Vibhushan in 1972.
Amritsar has the proud privilege of producing another great General
Sham Singh Attariwala of Maharaja Ranjit Singh's army. The first, Marshal
the Indian Air-force and hero of 1965 war with Pakistan, Arjan Singh
reportedly belongs to Kohali village of Ajnala Tehsil. In the memory
of S. Sham Singh, a memorial has come up on the GT road called India
gate. No memorial has been set-up to commemorate Field Marshal Manekshaw,
who brought immense glory for the nation .It was said that he resided
in the red bungalow on court road near Rialto theatre, some say he resided
at 4,The mall Amritsar. At both the places construction of shops has
taken place. The shop of his father in Hall Bazaar is intact. After
conferment of the rank of Field Marshal ,he had come to Amritsar and
i saw this extremely handsome man presiding over the Convocation of
Guru Nanak Dev University. During that visit, he had transferred his
shop and residence in the names of the occupants. Had he been alive
he would have celebrated his 103 birthday on 4th April, 2016.Will not
Punjab and Central Government raise his befitting memorial at Amritsar
as a mark of gratitude and also as a catalyst for inspiration of martial
community of Punjabis?

Copies of documents held after the completion of retention
period
The appellant filed the RTI application seeking attested copies
of external examination question papers of B. Arch. for a certain
period, some answer sheets etc. The Respondent informed that according
to rules of the University, the students are supposed to apply
for copies of answer sheets, within 15 days from the date of declaration
of the result. As per the University's retention policy, answer
sheets are retained for three months, from the date of declaration
of result. But, if the student fails to apply within the prescribed
period of 15 days, the answer sheets cannot be given to the student,
though the same are held by the public authority upto three months.
The CIC ruled that the above retention policy of the University
is not a correct practice. If they have retained the answer sheets,
even after the prescribed retention period for any reason, they
cannot deny if it is not destroyed as on the date of RTI application
Comments
No public authority can impose additional restrictions over and
above those prescribed under Section 8 of the RTI Act to deny
any information to the applicant. A Public Authority is expected
to make its own record retention policy and provide information
to any RTI applicant as per the same as long as the records are
not weeded out. If the records have been retained even after the
prescribed retention period, copies of the same cannot be denied
if it is not destroyed as on the date of RTI application. Further,
a Public Authority is required to hold the records, if an RTI
application is pending before the authorities.
