Dangerous trend !
The trend of dividing the society that has gained some pace in the recent
past is dangerous for the country as India's character all along has
been secular.
Who will be next PM ?
Who will be next PM ? No one knows, as on date, that who would be the
next Prime Minister after Narendra Modi but one thing is certain that
a lot of churning would be done and a new face - as has been the case
with Modi - would emerge.
Reduction in employees by 4.30% in CPSEs
CPSEs employed 12.91 lakh people (excluding contractual workers) in
2014-15 compared to 13.49 lakh in 2013-14, showing a reduction in employees
by 4.30%.
Something for 1st April
Government has acceded to the non IAS Organised Services for expanding
the Implementation Committee For the 7th Pay Commission.The logic for
the acceptance of the demand was explained by a senior officer in the
Cabinet Secretariat. " The Committee will become unwieldy and a
forum for slinging matches, quite like Parliament. The process of implementation
will get bogged down in semantics and thus delay the entire process.
The acceptance of the demand will also invite strident demands for inclusion
from other officer and employees. The more the delay, the greater the
fiscal comfort for the Government."

My Friend: It's an offer ... Banks will consider .... they will ask
for more ..its going to be negotiating in the Court ..
M: I think one worry is ...there is a possibility he could be buying
time ...
MF: Could be ... but Banks are known to settle at far less than what
is due in NPAs ..more so in cases of Willful Defaulters... I think they
will take a call on the interest portion.....they would be ready to
compromise to some extent ....only one problem...now Media is after
this story..
M: Yes if Banks agree to a reduced ammount, Media will equate the 'forgiven'
ammount to Farmer suicides .... so many Farmers committed suicide because
they could not pay a couple of lacs... add up and say for a pittance
of what was been written off for Mallya so many lives could have been
saved...
MF: To some extent true ...what flabbergasts me is how KF was such a
favorite with Banks .... what about the dues of KF staff!!
M: Overseas he has settled Staff dues... he knew they'd haul him over
hot coals if he did not. .... here no one is bothered for the Staff...
MF: I think before he settles with the Banks, Court should order him
to settle Staff dues... chalo....now I note a new thrust to settle dues...SEBI
selling off Sahara holdings... Essar told to sell.... GVK, DLF and GMR
selling assets... Tata exiting Corus....seems they feel this is a New
India ....
M: Sir why did the RBI Guv want the names of Defaulters to be kept a
secret....
MF: I too was surprised ... maybe if news is out in the market the pledged
assets values could plummet ....
M: I really like what Modi said in Brussels. .. when you hear anti Modi
shouts take it that Modi has tightened screws and it's hurting ...
MF: Yes and also remember that many who scream are paid to do so by
those actually screaming in four walls.....after all those who have
rooked Nation for years have very deep pockets .... and they are going
to try their best ....unlimited budgets... to tarnish Modi's image!!
M: In Digboi Rahul has promised that if Congress comes to power it'll
give rice at Rs 2 per kgs....
MF: I think now that they know they are not coming back so they'll announce
freebies LRC...they know if BJP matches it'll be a challenge to fulfill...

Foreign Allowance : an unresolved issue
Prasar Bharti Foreign Correspondents' will not get foreign allowance.
This issue remains unresolved. In 2010,MEA had stopped foreign allowances
to those IIS officers who are posted as PB Special Correspondent to
various countries. Recently three IIS officers have been posted as Spl
correspondent at Dubai, Kathmandu and Colombo.

IREDA presents interim dividend to GoI
Indian Renewable Energy Development Agency Limited (IREDA), a Government
of India Enterprise under Ministry of New and Renewable Energy (MNRE)
IREDA presented a cheque to the Government for Rs.150 crore towards
Interim dividend for FY 2015-16. The dividend cheque was presented by
K S Popli, CMD, IREDA to Piyush Goyal, Minister of State with Independent
Charge for Power, Coal and New & Renewable Energy in the presence
of Upendra Tripathy, Secretary, MNRE and other senior officials of MNRE
and IREDA on March 30, 2016 at Shram Shakti Bhawan, New Delhi.During
the financial year 2015-16 (up to 30th March 2016), IREDA achieved highest
Loan sanctions and disbursement ever during any financial year which
are Rs.7707.87 crores and Rs.4200 crores respectively. Upon commissioning
the above projects would lead to a capacity addition of about 2226 MW.

Big Bank defaulters care two hoots
Recently Arun Jaitley and Raghuram Rajan have talked about tough times
ahead for loan defaulters. Perhaps they are not aware the times for
the small loan seekers and defaulters have always been tough. The flak
received by the government from the public at large in the recent Mallya
case has prompted the Finance minister Jaitley to coin some terms to
make these into sweet slogans for hoodwinking the gullible public. Otherwise,
the big business houses, who have financed the political parties and
leaders to win elections with the same borrowed money from the banks,
and who have cultivated friendship with the ministers and Bankers, and
have on their boards big political guns, know better about these imbecile
and beguiling threats. The system as at present is meant to cheat the
banks and will continue as such till the political system becomes moral
and ethical.

Copies of documents held after the completion of retention
period
The appellant filed the RTI application seeking attested copies
of external examination question papers of B. Arch. for a certain
period, some answer sheets etc. The Respondent informed that according
to rules of the University, the students are supposed to apply
for copies of answer sheets, within 15 days from the date of declaration
of the result. As per the University's retention policy, answer
sheets are retained for three months, from the date of declaration
of result. But, if the student fails to apply within the prescribed
period of 15 days, the answer sheets cannot be given to the student,
though the same are held by the public authority upto three months.
The CIC ruled that the above retention policy of the University
is not a correct practice. If they have retained the answer sheets,
even after the prescribed retention period for any reason, they
cannot deny if it is not destroyed as on the date of RTI application
Comments
No public authority can impose additional restrictions over and
above those prescribed under Section 8 of the RTI Act to deny
any information to the applicant. A Public Authority is expected
to make its own record retention policy and provide information
to any RTI applicant as per the same as long as the records are
not weeded out. If the records have been retained even after the
prescribed retention period, copies of the same cannot be denied
if it is not destroyed as on the date of RTI application. Further,
a Public Authority is required to hold the records, if an RTI
application is pending before the authorities.
